HomeMy WebLinkAboutCCMin_73Oct11MINUTES OF REGULAR COUNCIL MEETING FALCON HEIGHTS, MINNESOTA OCTOBER 11, 1973 1 [~~ ~ '7 8 A regular meeting of the Falcon Heights Village Council was called to order by Mayor Warkentien at 8:00 P.M. Mayor Warkentien, Councilmen Black, Ecklund, and Stone, and Councilwoman Stocker. Also present were Clerk-Ad- ministrator Barnes, Engineer Lemberg and Attorney Kenefick. None . Councilman Ecklund moved, seconded by Councilman Stone, to approve the minutes of the meeting of September 27, 1973, as corrected. Motion carried. Councilman Stone moved, seconded by Councilman Black, to approve the minutes of the special meeting of October 1, 1973, as corrected. Motion carried. Councilman Black moved, seconded by Councilman Ecklund, that the request for a variance at 176l~ Asbury, by Ronald A. P1elson, for the construction of a garage within three feet of his neighbors property line on the south side of his lot, be approved, as recommended by the Falcon Heights Manning Commission at its meeting of October 9, 1973, provided that the neighbor involved has no objections and the rear yard set bak conforms to the ordinance. Motion carried. Councilman Black moved, seconded by Councilwoman Stocker, that the request for a variance at 1506 W. California, by Mr. and Mrs. R. C. Reiter, for an addition of three feet to the rear of their garage, be approved. Said addition would be three feet from the neighbors side lot line, and has met with the neighbors approval. Approval was recommended by the Falcon Heights Planning Commission at its meeting of October 9, 1973. Motion carried. Councilman Stone introduced the following Resolution and moved its adoption: RESOLUTION 73-28 A RESOLUTION) CALLING FOR AN ELECTION ON GEI~TERAL OBLIGATION BONDS OF 1973 IN THE AMOiTNT NOT TO EXCEED $100,000.00 FOR THE PERIOD OF FIFTEEN YEARS FOR PARK IMPROVEMENT Mayor Warkentien seconded the foregoing Resolution, and upon a vote being taken th ereon, the following voted in favor thereof: Mayor Warkentien, Councilmen Black, Ecklund and Stone, and Councilwoman Stocker, and the following voted against the same: T?one. Motion carried. PRESENT ABSENT MI1dUTES VARIANCE - 176l~ ASBURY VARIANCE - 1506 W. CALIFORNIA PARK REFERENDUM FALCON HEIGHTS COMMUNITY PARK AT ftOSELAWN AND CLEVELAND Mr. Steve Simon and Mr. Peter Albrecht, were present to ORDINANCE AMENDMENT discuss a proposed amendment to Ordinance 115, pertaining PERTAINING TO DRIVING WHILE ~~ to driving while under the influence of alcohol. This UNDER THE INFLUENCE OF ordinance had been incorporated with the Minnesota State ALCOHOL -_ L~ Law defining this offense as a midsemeanor. The State Law has since been changed defining it as a petty mis- demeanor. Attorney Kenefick was authorized to draft the n roposed amendment to the ordinance and submit it to the Council at the meeting of October 25, 1973• The request of Mrs. Faye Olson, 1831 Asbury Avenue, for the placement of Slow-Children signs on that street was noted. Engineer Lemberg stated that this sign is an illegal sign and that it does not regulate traffic but just adds to the congestion of signs. Clerk Ad- ministrator Barnes was directed to contact rlrs. Olson to see if she would like to attend the next Council meeting to discuss her reasons for this request. Mayor Warkentien introduced the following Resolution and moved its adoption: RESOLUTION 73-29 1 A RESOLUTION DECLARING OCTOBER 1L THROUGH OCTOBER 20, 1973, "CLEANER AIR TrJEEK" Councilwoman Stocker seconded the foregoing Resolution and uoon a vote being taken thereon, the following voted in favor thereof: Mayor Warkentien, Councilmen Black and Stone, and Councilwoman Stocker. Councilman Ecklund abstained, and the following voted against the same: None. Motion carried. "SLOW-CHILDRETI" SIGNS ON ASBURY AVENUE CLEANER AIR WEEK Councilman Ecklund moved, seconded by Councilwoman Stocker, REGULAR MEETING DATE CHANGE to move the regular meeting of November 22, 1973, to November 29, 1973, due to the Thanksgiving holiday. Motion carried. Clerk-Administrator Barnes was directed to notify the official newspaper telling them of the change of time of Council meetings. Beginning November 8, 1973, the meetings will start at 7:30 P.M. Councilwoman Stocker moved, seconded by Councilman Ecklund, that EngineerL~mbergbe authorized to survey all traffic regulatory signs on Village streets, in accordance with the federally funded project to replace all damaged signs. Upon a vote being taken thereon, the following voted in favor thereof: Mayer Warkentien, Councilmen Black and Ecklund, and Councilwoman Stocker, and the following voted against the same: Councilman Stone. Motion carried. MEETING TIME CHANGE TRAFFIC SIGN SURVEY Councilman Stone moved, seconded by Mayor Warkentien, that GENERAL PAYROLL the general payroll for the first half of October, 1973, in the amount of $3,172.19,. be approved. Motion carried. Councilman Ecklund moved, seconded by Councilman Black, GENF..RAL DISBURSEMENTS that the general disbursements for the second half of September, 1973, in the amount of $~3l~.19, be approved. Motion carried. Councilwoman Stocker moved, seconded by Councilman Ecklund, that the general disbursements for the first half of September, 1973, in the amount of $26,165.11, be approved 8~ Motion carried. Councilman Stone moved, seconded by Councilman Black, SINKING FUNDS that the general sinking funds for the first half of October, 1973, in the amount of $75,000.00, be app roved. Motion carried. Mayor Warkentien moved, seconded by Councilman Black, LIQUOR PAYROLL that the liquor payroll for the first half of October, 1973, in the amount of $1,298.98, be approved. Motion carried. Councilman Black moved, seconded by Councilwoman Stocker, LIQUOR DISBURSEI~NTS that the liquor disbursements for the second half of September, 1973, in the amount of $3,538.55, be approved. Motion carried . Councilwoman Stocker moved, seconded by Councilman Black, that the liquor disbursements for the first half of October, 1973, in the amount of $9,821.59, be approved. Motion carried.
