A regular meeting of the Falcon Heights Village Council was called to order by
mayor Warkentien at R :05 P.A'[.
Mayor Warkentien, Councilmen Black, Ecklund, and Stone, PRESENT
and Councilwoman Stocker. Also present were Clerk-Ad-
ministrator Barnes, Engineer Lemberg and Attorney Kenefick.

Councilman Ecklund moved, seconded by Councilman Stone, MIn?UTE,S
to approve the minutes of the meeting of October 25,
1473, as corrected. Motion carried.
Mr. and Mrs. Rodney Olson, 1831 Asbury Avenue, and Mr.
and Mrs. Tiichael Trucano, 1816 Asbury Avenue, were
present to discuss the traffic problem that they
stated exists on Asbury Avenue at Ruggles. They
stated that there are quite a f ew small children
living in the area and that the traffic problem is a
hazard to them. They stated that a stop sign placed
on Asbury at Ruggles would slow the traffic down.
Engineer Lemberg stated that a "Slow-Children" sign
might not help because most people driving down a
residential street should expect that there might be
same small children in the area, and adjust their
speeds accordingly. A problem on the corner of
Ruggles and Asbury where there is quite a bit of
foliage and trees making it a blind corner was
also discussed.
Engineer Lemberg stated that a stop sign would not
necessarily make the people slow down. They would
stop for the sign but could pick up speed very
quickly. He also stated that a "Slow-Children" sign
is an illegal sign in the sense that it does not
regulate traffic. He stated that a study of the
intersection could be made which trould include a
traffic count, a visual survey, and frequent checks
by the Ramsey County Sheriff's Department. Engineer
Lemberg was directed to check into the intersection
of Asbury and Ruggles and determine whether it is
a traffic hazard.
Councilman Ecklund introduced the following Resolution
and moved its adoption:

Councilwoman Stocker seconded the foregoing Resolution,
and upon a vote being taken thereon, the following
voted in favor thereof : Councilmen Black, Ecklund,
and Stone, and Councilwoman Stocker. Mayor Warkentien
abstained. Plotion carried.

The ordinance pertaining to peddlers, mobile vehicles,
and itinerant merchants was tabled until the meeting of

Councilman B1a ck moved, seconded by Councilwoman Stocker,
to adopt the foregoing ordinance. Upon a vote being
taken thereon, the following voted in favor thereof:
Rlayor Warkentien, Councilmen Black and Ecklund, and
Councilt~TOman Stocker. Councilman Stone abstained.
T~~otion carried.
Attorney Kenefick presented a report on the matter of
holding the Village elections in odd or even numbered
years. He stated that he still maintains that the
Village can take action on this anytime before
September 1, 1971.
T?ayor Wark entien moved, seconded by Councilmen Ecklund,
that Councilwoman Stocker be authorized to attend the
workshop on urban growth and community development
from November 26, 1973 to November 30, 1973, at the
Ramada Inn, and that the Village pay the $60.00
registration fee. TJpon a vote being taken thereon, the
following voted in favor thereof: Mayor Warkentien,
Councilmen Black and Ecklund, and Councilwoman Stocker,
Councilman Stone voted against the same. T!~otion carried.
Councilman Stone moved, seconded by Councilman Blacl{,
to accent the horticulturist's tree report as submitted.
Fire re-port number ~.5 was noted.
Councilman Stone moved, seconded by Councilman Ecklund,
to arnrove the general payroll for the first half of
?~?oaember, 1973, in the amount of $3,012.19. P~~otion
carried.

carried.
Councilman Black moved, seconded by Councilman Stone, LIQUOR PAYROLL
to approve the liquor payroll for the first half of
November, 1973, in the amount of $1,292.73. Motion
carried .
Mayor Warkentien moved, seconded by Councilman Black, LIQUOR DI SBURSE?~NTS
to approve the liquor disbursements for the first half

carried.
