HomeMy WebLinkAboutCCMin_74Feb14MINUTES OF REGULAR COUNCIL MEETING FALCON HEIGHTS, MINNESOTA FEBRUARY 14, 1974 1 .~ A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:35 P.M. Mayor Warkentien, Councilmen Black, Ecklund, and Steele, PRffiENT and Councilwoman Stocker. Also present were Clerk-Ad- ministrator Barnes, Engineer Lemberg and Attorney KenePick. None . - A~,g~ Councilwoman Stocker moved, seconded by Councilman Black, MINUTES to approve the minutes of the special meeting of January 16, 1974, as corrected. Motion carried. Councilman Black moved, seconded by Councilman Steele, to approve the minutes of the special meeting of January 21, 1974, as corrected. Motion carried. Councilwoman Stocker moved, seconded by Councilman Steele, to approve the minutes of the regular meeting of January 24, 1974, as corrected. Motion carried. Mr. Sid Hartman was present at the beginning of the meeting SID HARTMAN - PROPOSED but was unable to stay for the presentation of former APARTMENT COMPLE}C Mayor Harold Nilsen because of business. Mr. Hartman stated that he had employed the firm of Bather, Ringrose and Associates, to conduct a survey on water drainage, for the area at which he and Mr. Al Rubinger proposed. to construct an apartment complex, and that in his opinion the survey is valid and adequate, and that the apartment complex will not create undue hardships for other residents due to water runoff and drainage. Councilman Steele moved, seconded by Councilman Ecklund to approve the application for a Master Gas Installer's License for Twin City Gas Heat Engineering Company, 3509 16th Avenue South, Minneapolis, Motion carried. Councilman Steele moved, seconded by Mayor Warkentien, that the resignation of Patrick Coughlin as Volunteer Fireman be accepted, effective February 4, 1974. Motion carried. MASTER GAS IPiSTALLER' S LICENSE X307 RESIGNATION - FIRE DEPARTMENT PATRICK COUGHLIN Councilman Steele moved, seconded by Councilman Black, APPLICATION - FIRE DEPARTMENT that the application of Thomas Bianchi, 1725 North THOMAS BIANCHI Fairview Avenue, Por the position oP Volunteer Fireman, be approved, aub~ect to a physical and six mohths probation. Motion carried. Mayor Warkentien moved, seconded by Councilman Black, APPOINTMENTS - HUMAN RIGHTS that the appointment of Mrs. Florence Chambers, 2285, FLORENCE CHANIDERS Folwell, be approved as a member to the Falcon Heights Human Rights Commission for a term of three years, to expire December 31, 1976. Motion carried. Councilwoman Stocker moved, seconded by Councilman Black, APPOIN +' S - PLANNING that the appointment of Thomas Nystrom, 1539 Crawford, COMMISSION - THOMAS NYSTROM f 1 r I 1 The ordinance pertaining to the snowplowing of private parking lots was discussed. The Council feels that this type of action should be an agreement between the tenants of the building and the owner or manager. The C1ty Engir~er recommended that a clause relating to the snow- plowing of the parking lots be included in the tenants lease. The Clerk-Administrator was authorized to conduct a survey of other municipalities to see whether they have any ordinances of this type. No action was taken. It was mentioned that the report of the Falcon Heights Fire Relief Association has been sent to the Capitol, and will be heard on February 18, 197, as testimony in favor of the bill which would authorize the City Council to increase the Firemen's Pension Benefits, as reported April 26, 1973• SNOWPLOWING - PARKING LOTS FIRE RELIEF ASSOCIATION Councilwoman Stocker moved, seconded by Mayor Warkentien, DEVEIAPNJfENTAL DISTRICTS to request that Senator North draft an enabling act for the City of Falcon Heights, pertaining to developmental districts, to be approved by the City Attorney and the Council. Motion carried. Councilwcrnan Stocker reported that the Community Education Recreation Advisory Committee is requesting that the City Council appoint one representative to the casmnittee, that the Falcon Heights Recreation Advisory Committee appoint one representative to the comeaittee, and asked for suggestions by the Council of residents, one of whom would be appointed at-large to the committee. Councilwoman Stocker stated that if there were no ob- ~ections by the other members of the Council, she would represent the Council. Clerk-Administrator Barnes reported that the park agreements for the proposed park at Roselawn and Cleveland Avenues, leased from the University of Minnesota for twenty years, have been finalized. RECREATIONAL COMMUNITY ADVISORY COMMITTEE PARK AGREENSENTS Mayor Warkentien moved, seconded by Councilman Steele, MAINTENANCE MAN that Clerk-Administrator Barnes be authorized to hire William Garlick, 8601 - 1~th Avenue South, ffioomington, as Assistant Maintenance Man, at the salary of $550.00 per month, subject to a physical and six months pro- bation. Notion carried. Fire reports 4, 5, 6, and 7 were noted. FIRE REPORTS Mayor Warkentien moved, seconded by Councilwc~an Stocker, CIVIL DEFENSE INVENTORY to move approval of the Civil Defense inventory, to be conducted by the state at no cost to the City of Falcon Heights. Motion carried. Councilman Steele moved, seconded by Mayor Warkentien, PURCHASE OF CHAIRS to authorize Clerk-Administrator Barnes to purchase chairs to be used on the platform in the Council chambers. Motion carried. by Mayor Warkentien, to the Falcon Heights Planning Commission for a term of three years, be approved, said tezw to expire December 31, 1876. Motion carried. Fora~sr Mayor Harold Nilsen, 179t~ Tatum Street, was present to discuss the storm and surface water drainage in the portion of Falcon Heights bounded by University of Minnes©ta property on the West, Roselawn Avenue on the North except those properties that have been described as falling within the boundaries oP the Rice Creek Watershed, Fairview Avenue on the East and Lsrpenteur Avenue on the South. He presented the Council with e report labeled "Exhibit A" which is on file in the Clerk's office, of events and circumstances surrounding the drainage arse and related his concerns for the area. He also presented several topography maps showing the water flow and elevation levels, and showed slides and film of the heavy flooding and high water levels in the area during the spring of 1865. 1 Mr. Nilsen stated that he felt the Council should have a storm drainage study made of the area before they allow the construction of any type which would be destructiiae to the land in the area. It was stated that there have been no formal, applications of any type which allow the construction of a complex on the property in question. Mr:~ Nilsen requested that the Council authorize the City Engineer to conduct a study of the storm water and surface water drainage of the area involved. STORM AND SURFACE WATER DRAINAGE - HAROLD NILSEN Councilman Ecklund moved, seconded by Councilman Steele, COST PROPO:~I. - DRAINAGE to authorize Engineer Lemberg to prepare a cost proposal STUDY for lthe Council on the study of the drainage area west of Snelling Avenue. Motion carried. Councilman Steele introduced the following Resolution and moved its adoption: BESOLt~ION #?~+-7 A RESOLUTION AUTHORIZING THE INCREASE OF $.50 IPt COM- PENSATION FOR THE FALCON HEIGSTS VOLUNTEER FIRE DEPARTMENT, RETROACTIVE AS OF JANUARY 1, 1974 Councilman Black seconded the foregoing Resolution and upon a vote being taken thereon, the following voted in favor thereof: Councilmen Black and Steele, and Councilwoa-an Stocker, and the following voted against the same: Mayor Warkentien. C~ncilman Ecklund abstained. Motion carried. FIRE{~Q' S WAGE INCREASE The ordinance amendment pertaining to front yard parking FRONT YARD PARKING was deferred. 19 1 1 ~7 Councilman Black moved, seconded by Councilwoman Stocker, GENERAL PAYROLL to approve the general payroll for the first half of February, 1974, in the amount oP $3,366.89. Motion carried. Councilman Ecklund moved, seconded by Councilman Slack, to approve the general disbursements for the first half of February, 1971+, in the amount of $25,362.81. Motion carried. Councilman Steele moved, secaalded by Councilman Slack, to approve the liquor payroll for the first half of Febrzaas~y, 1971}, in the amount of $1,$67.19. Motion carried. Councilwoman Stocker moved, seconded to approve the liquor disbursements of February, 1971+, in the amount of carried. Councilman Steele moved, seconded by to adjourn the meeting at 12:48 A.M.
