HomeMy WebLinkAboutCCMin_74Feb28MINUTES OF REGULAR COUNCIL MEETING 2 O FALCON HEIGHTS, MINNESOTA FEBRUARY 28, 1971 i 1 A regular meeting of the Falcon Heights City Council was called to order by Acting Mayor Black at 7:35 P.M. Acting Mayor Black, Councilman Steele, and Councilwoman PRESENT Stocker. Also present were Clerk-Administrator Barnes, Engineer Lemberg and Attorney Kenefick. Mayor Warkentien arrived at 8:02 P.M. Councilman Ecklund who ~aa:s on vacation. ABSENT Councilwoman Stocker moved, seconded by Councilman Steele, MINUTES to approve the minutes of the meeting of February llk, 197l~, as corrected. Motion carried. Mayor Warkentien moved, seconded by Councilman Steele, APPOINTMENTS - to approve the appointment by Mayor Warkentien of William HUMAN RIGHTS COMMISSION Garvey, 1727 Lindig, to the Falcon Heights Human Rights Commission for a term of three years, said tern to expire on December 31, 1976. Motion carried. Clerk Administrator Barnes retorted on the increased costs and time used for the output of minutes and data for the Shopping Center Committee, and asked if the committee could possibly consider alternate ways such as appointing a secretary to take care of these matters. Councilwoman Stocker stated that she would bring this uo at the next committee meeting. Council meeting, regarding storm water and surface water drainage as a limiting factor in the use of land. He furnished documentation from Falcon Heights Village records and said that there had been expended from general taxes the sum of $88,000.00 for the Falcon Heights portion of the St. Paul Nebraska - Hoyt Storm Sewer Project. This payment was a connection charge imposed by the City of St. Paul and under the terms of Ordinance 10829 of the City of St. Paul which was adopted by Ordinance It1 of the Village of Falcon Heights, defined the benefited area of Falcon Heights as the Northome area, bounded by Snelling on the west, Laroenteur on the north, Hamline on the east, and Hoyt on the south. SHOPPING CENTER COMMITTEE EXPENSES Former Mayor Harold C. Nilsen presented additional material NORTHWEST QUADRANT as an addendum to that furnished at the February 11~, STORM WATER DRAINAGE Mayor Warkentien stated that the $88,000.00 was a connection charge to enable the Village of Falcon Heights to hook onto the City of St. Paulus sanitary sewer. Mr. Nilsen further said that the sum of $13,800.00 of general tax money, had been expended by Falcon Heights as its share of the cost of the pumping station built by the County of Ramsey at the so-called Gottfried Pit, east of Hamline and west of Fernwood on the north side of Larpenteur in Roseville. Roseville paid l/3 and Ramsey County paid 1/3 in addition to the Falcon Heights 1/3. This payment permitted the north east quadrant of the Village bounded by Snelling on the west, Larpenteur on the south, Roselawn on the north and Hamline on the east, to drain its storm water into the Ramsey County Pumping Station Pit where it was lifted by force into the Nebraska - Hoyt System at Idaho and Chelsea in the City of St. Paul. Nilsen also said that the City of St. Paul Ordinance 10829 expressly stated the following: "That said Village of Falcon Heights in addition to all other charges and as part of its obligations hereunder, shall at its own cost and expense, and by appropriate engineering methods, provide therefore and coninuously divert all storm and surface water from the area within its Village limits lying north of Larpenteur Avenue, and easterly into the Ramsey County Pit which lies north of Laroenteur Avenue and east of Hamline Avenue." Nilsen further said that it was his opinion that th e proposed construction of the grade separation project by the Minnesota Highway Department drastically curtailed the plans for the Larpenteur Avenue storm sewer con- structed by and as apart of the Larpenteur Avenue reconstruction by the County of Ramsey. He further said that the grade separation barrier forced the Falcon Heights area west of Snelling and north of Larpenteur into the so-called St. Anthony Storm Councilman Black moved, seconded by Mayor Warkentien, that Engineer Lemberg be authorized to conduct a Storm Sewer Study of the northwest area of the City of Falcon Heights, as n roposed, at a cost not to exceed $2,500.00. Motion unanimously carried. Sewer System. Engineer Lemberg then presented data concerning the DRAINAGE STUDY PROPOSAL Drainage Study Cost Proposeal for the Porthwest See Minutes - 2-11~-7l~ Quadrant and noted two examples of municipalities where a study of this type had been conducted. Fire reports numbers 9 and 10 were noted. FIRE REPORTS Sheriff's report for January, 197t~, was noted. SHERIFF ~S REPORT Recreation report for February, 19?t~, was noted. RECREATION REPORT A letter from George Carver of the Falcon Heights Human HUMAN RIGHTS COMT4ISSIOPI Rights Commission asking for the equal representation CORRESPONDENCE of men and women on committees in the City of Falcon Heights, was noted. Councilman Black requested that the City obtain some RECPEATION COMMUNITY information regarding the Roseville Recreation Education ADVISORY COMMITTEE Advisory Committee, of Roseville School District 623, relating to the levying of taxes approved by the legislature, administrative costs and their proposed budget. ~Gr~r -• Councilman Steele and Attorney Kenefick reported that FIREMEN'S RELIEF ASSOCIATIOPJ the bill on the Falcon Heights Firemen's Relief Association had passed committee, with an amendment authorizing a maximum of $600.00 in benefits as opposed to the $1,000.00 requested by the Falcon Heights Firemen's Relief Association.. Engineer Lemberg presented the Council with copies MSA REPORT of their 197. Municipal State Aid Status Report and requested that a date be set for discussion of this topic in the near future. Councilman Black moved, seconded by Mayor Warkentien, GENERAL PAYROLL to approve the general payroll in the amount of $3,1G67.2~., for the second half of February, 197.. Motion carried. Councilman Steele moved, seconded by Councilwoman Stocker, GENERAL DISBURSEMENTS to approve the general disbursements in the amount of $15,690.91, for the second half of February, 197. Motion carried. Councilwoman Stocker moved, seconded by Mayor 7rdarkentien, LIQUOR PAYROLL to approve the liquor payroll in the amount of $1,361.72, for the second half of February, 197l~. hSotion carried. Councilman Black moved, seconded by Mayor Warkentien, to LIQUOR DISBURSEMENTS approve the liquor disbursements in the amount of $10,1t21a.69, for the second half of February, 197l~. Motion carried. Councilman Steele moved, seconded by Councilwoman Stocker, LIQUOR LICENSE APPLICATION to approve the application form for an "On-Sale" .liquor license as written by the Clerk Administrator. Upon a vote being taken thereon, the following voted in favor thereof: Councilmen Black and Steele, and Councilor oman Stocker. Mayor Warkentien voted against the same on th e grounds that he did not feel that the Council needed to approve the form of the license and termed it an admin- istrative procedure as set forth in the "On-Sale" liquor ordinance.
