A regular meeting of the Falcon Heights City Council was called to order by Mayor
tiTarkentien at 7:30 P.M.
Mayor Warkentien, Councilmen Black, Ecklund and Steele.
Also present were Clerk-Administrator Barnes, Engineer
Lemberg and Attorney Kenefick.
Councilwoman Stocker who was on vacation.
Councilman Steele mot*ed, seconded by Councilman Black,
to approve the minutes of the meeting of February 28,
197i~, as corrected. Motion carried.
April 11, 197It, was the date set for the discussion of
the Municipal State Aid Fund Usage.
The report by the Metropolitan Council explaining the
Lauderdale Comprehensive Plan, was briefly discussed.
This report was put out for the use and informational
purposes for municipalities bordering the City of
Lauderdale to inform them of proposed zoning or
redevelopment plans by the City of Lauderdale. This
reoort is on file in the Clerk's office.
Clerk-Administrator Barnes requested the Council
authorize him to draft a certificate of occupancy, to
be signed by all City Inspectors, certifying that
a residence is inhabitable and that all work making
it fit for occupancy has been completed. The Council
authorized Mr. Barnes to prepare a form and submit it
for suggestions and recommendations from the Council
at the next meeting.
The recreation report on the summer recreation program
for 197i~, was noted and tabled. Clerk-Administrator
Barnes was requested to have Jim Duffy and Lit
Duethmann appear at the next meeting to explain some
of the objectives of the program.
Fire resorts numbers 11, 12, 13, and 1~. were noted.

The report by Ramsey County Commissioner, Delores J.
Knaak was noted. This report concerns the St. Paul-
Ramsey-Gillette Hospital Authority-University of
Minnesota Medical School-Ramsey Health Maintenance
Organization-Minnesota State Prison Expansion, which
is on file in the Clerk's office.
A letter from Reverend John Groettum, Pastor of the
Como Park Lutheran Church, resigning from the Falcon
Heights Human Rights Commission, was read.

Mayor Warkentien moved, seconded by Councilman Steele, PLAQUE - J. GROETTUM
that the Falcon Heights City Council regretfully accept
Reverend Groettum's resignation from the Human Rights
Commission, and authorized Clerk-Administrator Barnes
to procure a plaque in appreciation for Reverend
Groettum's service to the community. Motion carried.
Clerk-Administrator Barnes reported that a Clark's
Submarine Sandwich franchise has expressed an interest
in the Gulf Oil Station property, and proposes to
remodel it if purchased. The Council stated that if
this were to be done, that the fuel tanks on the
property would have to be removed.
Councilman Steele stated that he felt the City of
Falcon Heights could be getting more publicity in
the Sun "lewspaper, as it has been designated as the
official newspaper of the City of Falcon Heights.
Mayor Warkentien explained that the Council had
spoken with the editor of the Sun at a Council meeting,
but that the Council has received no cooperation on
this matter. No action was taken on the matter.

Councilman Steele also asked about the possibility of BIKE TRAILS
establishing bike trails in the City. Councilman Ecklund,
Falcon Heights' representative to the Ramsey County
Trails Commission, reported that proposals are being
looked into, and as of this time proposals and plans
for bike trails and other trails are being formulated.
Councilman Steele inquired if there was any way that
the Council could prohibit the billboards on the
buildings in the business district. Attorney Kenefick
was directed to look into this matter.

Councilman Ecklund moved, seconded by Mayor Warkentien, GENERAL PAYROLL
to approve the general payroll for the first half of
March, 19711, in the amount_of $3,615.11. Motion carried.
Councilman Steele moved, seconded by Councilman Ecklund, GENERAL DI SBURSENIENTS
to app rove the general disbursements for the first half
of March, 19711, in the amount of $6,5119.76. Motion
carried.
Councilman Black moved, seconded by Councilman Steele, LIQUOR PAYROLL
to approve the liquor payroll for the first half of
March, 19711, in the amount of $1, 3711.37. Motion carried.
Councilman Black moved, seconded by Mayor Warkentien, LIQUOR DISBUR,SFNIENTS
to approve the liquor disbursements for the first half
of March, 197!1, in the amount of $11,500.75. Motion
carried.
Councilman Ecklund moved, seconded by Mayor Warkentien, ADJOURNMENT
to adjourn the meeting at 10:11 P.M. Motion carried.
