Mayor Warkentien, Councilmen Black, Ecklund, and Steele, and Councilwoman Stocker. Also present were Clerk-Ad- ministrator Barnes, Engineer Lemberg and Attorney Yenefick. None. Councilman Ecklund moved, seconded by Councilman Black, to approve the minutes of the meeting of March 11~, 1971, as corrected. Motion carried. Mr. Bill Elmquist, 61.2 Front Avenue, St. Paul, and Mr. Dave Schafhauser, 1711 N. Albert Street, St. Paul, were present, representing the Arden Hi11s Investment Company, which is constructing an apartment building at 1830 W. Larpenteur Avenue. Mr. Elmquist requested that the Council waive the standpipe requirement on this building, stating that a similar apartment building in St. Paul now under construction was not required to install standpipes. He also stated that there had been no indication that the stanpipes were needed at the time the Council approved the plans for the building and authorized the Clerk-Administrator to issue a building Hermit. He did state that the fire hydrant requested by the Council had been installed as required. Clerk Administrator Barnes stated that Mr. Art Jurgenson had been informed that the apartment building would have to meet with all State Building Code requirements. He said that he had contacted the Arden Hi11s Investment Compar~y in October of 1973, to inform them that stand- pipes would be needed, and that he had no further contact or response from the company after that time. Councilman B1 ack inquired if all of the other requirements had been met at this time. rTr. Elmquist replied that there were a f ew minor items that the Building Inspector had required them to alter or repair and stated that this would be done. Councilman Black also requested that the Building Inspector submit a report of his findings to the Council for their review. Councilman Ecklund moved, seconded by Councilman Steele, that this matter be tabled until April 11, 1971., so that the Attorney has time to research the State Building Code and report back to the Council. Fire Chief Albert J. Helbig, Rescue Trainer and Assistant Chief Henry Dachtera, and Captain Fred Spencer of the Ramsey County Sheriff's Department were present at the request of the Council, to discuss departmental functions, organization and training. PRESENT ABSENT MINUTES ARDEN HILLS IrNESTMENT CO., 1830 W. LARPENTEUR POLICE, FIRE AND RESCUE SERVICES Chief Helbig explained the procedures for training newly appointed fireman, drill activities and objectives, the communications system and the Capitol City Mutual Aid Association, an organization of neighboring fire de- partment to be called upon when assistance is needed. Questions were answered regarding the nature of different types of calls the department answers. Henry Dachtera explained the procedures for training members of the rescue squad, the schooling and conferences that they are required to attend. He explained the duties of the rescue squad members and also indicated the nature of calls they answer. Captain Fred Spencer of the Ramsey County Sheriffts Department explained the communications dispatch system. He indicated that the deputy on duty, will if possible, respond to all fire and rescue calls with the department. 26 There was some concern about fire and rescue protection for the residents in the University Grove and Common- ~?ealth areas, and the State Fairgrounds. The City Attorney was directed to check into this matter and report. Lil Duethmann, Jim Duffy, Dick Thorpe, and Lawson Baker, representatives of the Recreation Committee were present to discuss the proposed 197l.~ recreation program. Mrs. Duethmann stated that there are several programs being offered in the school district for older children, and the committee feels that they should provide activity for children in grades kindergarten through the fourth grade. She also stated that the program would be held two days a week at each playground, and that the play- grounds being considered for utilization are: Falcon Heights Elementary School, the Iowa-Snelling playground and the University Grove. There was some discussion. as to the availability of the playground at the Falcon Woods area, and it was agreed that this playground should also be in use because of the large number of participants in that area in the past years. 197. RECREATION PROGRAM The Recreation Committee also proposes to offer a recreation program to the residents in the Commonwealth Terrace area and to continue the teen program, and also encourage more family programs and activites. No action was taken on the matter. Engineer Lemberg presented sketch plans and a model of the PARK BUILDING building for the proposed Community Park. The Council authorized Engineer Lemberg to proceed with plans for the building and the park and to prepare to gather bids for the proposed construction. 27 ii Councilwoman Stocker moved, seconded by Councilman Ecklund, to approve the appointments by the Mayor, of: Richard Bardon, 1975 Autumn Street, for a term to expire Deceanber 31, 1976; Doris sonde, 1895 N. Fairview, for a term to expire December 31, 1975; and Lawrence MacDonald, 1905 N. Albert, for a term to expire December 31, 197l~; to the Falcon Heights Human Rights Commission, thus filling all vacancies on the commission. Motion carried. APPOINTMENT S - HUMAN RIGHTS COMMISSION Councilman Steele moved, seconded by Councilwoman Stocker, HIRING OF BOOKKEEPER to approve the hiring of T. R. Williams, 636 W. Iowa, as bookkeeper, for a salary of $600.00 per month, and six months probation period. Motion carried. Attorney Kenefick briefly stated that there are three ways in k~ich the City Council could eliminate or res- trict the number of advertising signs or billboards in the business area. The proposed ways would be to condemn the signs, prohibit them or amortization. He asked that the matter be tabled until he could research the subject more thoroughly. The Storm Sewer Agreement between the City of St. Paul and the City of Falcon Heights signed in 1955, was noted. Fire reports numbers 15 and 16 were noted. Mayor Warkentien moved, seconded by Councilman Steele, to authorize Engineer Lemberg to prepare plans and specifications for the 197l~ street maintenance program. Motion carried. Motion carried. Councilman Ecklund moved, seconded by Councilwoman Stocker, GEP7ERAL DISBURSEMENTS to approve the general disbursements for the second half of March, 1971, in the amount of $7,201.57. Motion carried. Councilman Steele moved, seconded by Councilman Black, to SINKING FUND approve the general sinking fund for the second half of March, 197J~, in the amount of $1l~,236.5t~. Motion carried. Councilman Black moved, seconded by Councilwoman Stocker, LIQUOR PAYROLL to approve the liquor payroll for the second half of March, 1971, in the amount of $1,235.70. Motion carried. Councilwoman Stocker moved, seconded by Councilman Steele, LIQUOR DISBURSEMENTS to approve the liquor disbursements for the second half of March, 197., in the amount of $12,001.05. Motion carried.
