Mayor ti~Tarkentien, Councilmen Black, Steele, and PRESENT Labalestra. Also present were Clerk-Administrator Barnes, Engineer Lemberg and Attorney Kenefick. Councilman Ecklund. ~ ~~ Councilman Steele moved, seconded by Councilman Black, MINUTES to approve the minutes of the regular meeting of June 13, 1971, as corrected. Motion carried. Councilman Black moved, seconded by Councilman Labalestra, CIGARETTE LICENSE RENEG'ALS to approve the following Cigarette License Renewals for the period of July 1, 1974 through June 30, 1975 Hamline Foods, 1579 N. Hamline Flameburger, 1533 Zti'. Larpenteur Motion unanimously carried. Councilman Steele moved, seconded by Councilman Black, FIZZING STATION LICENSE to approve the Filling Station License Renewal .for RENEG?AL Garnet H. Gallimore DBA Garnet's Standard ,Service, for the period of July 1, 197l~ throw June 31, 1975. Motion unanimously carried. Councilman Black moved, seconded by Councilman Labalestra, MASTER GAS INSTALLERS LICENSE to approve the following Master Gas Installer's License RFNEUlAL Renewals for the oeriod of July 1, 1971 through June 30, 1975: riidwest Equipment Company, 300 University Avenue, St. Paul The Snelling Company, 1100 Concordia, St. Paul Motion unanimously carried. Councilman Steele moved, seconded by Councilman Black, to NON-INTOXICATING MALT LIQUOR approve the following Non-Intoxicating Malt Liquor License LICENSE RENEti^TALS Renewalo for the period of July 1, 1971.1 through June 30, 1975 Hamline Foods, 1579 N. I ~` Councilman Black moved, seconded by Mayor Warkentien, TREE TRIMP'ILNG LICENSE to approve the Tree Trimming License application of Paul S. Landon DBA Landon Tree Service, 1115 E. Cook, St. Paul, for the period ending June 30, 19?1~, Motion unanimously carried. Mr. Dennis Kilbane, 1878 N. Pascal Avenue, was present to discuss his application for a conditional use Hermit to maintain a 10' x 18' fiberglass structure on his property to be used for storage purposes. Said structure has been on his property for approximately six years, but has been moved recently due to con- struction on the house on that property. It was noted that due to construction the yard space has been reduced, and that the neighbors feel this is aesthetically displeasing. Councilman Black read the minutes of the meeting of the Planning Commission which met on June 2~., 1971_G, and recommended denial of the request and suggested that Mr. Kilbane resubmit a elan for a smaller structure more in keeping with the character of the neighborhood. Mr. Kilbane stated that he is willing to comply with the Ordinance, and had plans for growing vines over the storage structure. CONDITIONAL USE PERMIT 1878 N. PASCAL Councilman Steele moved, seconded by Councilman Labalestra, to deny the request for a conditional use by Dennis J. Kilbane, 1878 Td, Pascal, and that Mr. Kilbane resubmit plans for a smaller structure, as per the recommendation of the Planning Commission. Motion unanimously carried. Z Councilman Black moved, seconded by Councilman Labalestra, VARIANCE 11.27 W. IDAHO to approve a variance for a side yard set-back, submitted by Michael Maxwell, 11.127 W. Idaho Avenue, to construct a double garage at the same location of the present single garage, as per the recommendation of the Falcon Heights Planning Commission. T4otion carried. Councilman Black moved, seconded by Mayor Warkentien, to VARIANCE 1717 N. SHELLING approve the conditional use submitted by Gaylord tidahl, 1717 N. Snelling Avenue, to replace an old utility building approximately 12' x 20' with a new structure of the same size, as Her the recommendation of the Falcon Heights Planning Commission. Motion unanimously carried. Keith Hofeld, owner of the K & K Hardkrare, 1535 W. Larbenteur, was present to request that he be allowed to erect an additional sign on the building. Seeing that the sign area is still within the 100 square feet limit of Ordinance 61~, no action was needed on the matter. Councilman Steele introduced the following Resolution and moved its adoption: RESOLUTION 7LG -16 REVUE ST TO ERECT SIGN K & K HARDfriARE STREET MAINTENANCE AND SEALCOATING A RESOLUTION AZ.rA~T~DING THE BID FOR 1971 STREET T~IAINTENANCE AND SEALCOATING PROJECT TO ALLIED BLACKTOP IN THE At~SOUNT 5 5 OF X12,501.00 AS PER THE RECON4~NDATION OF THE CITY ENGINEER AND AUTHORIZING THE MAYOR AND CLERK-ADMINISTRATOR TO EXECUTE TiiE CONTRACTS . The foregoing Resolution was duly seconded by Mayor Warkentien, and upon a vote being taken thereon, the following voted in favor thereof: Mayor Warkentien, Councilmen Black, Steele, and Labalestra, and the following voted against the same: None. Motion unanimously carried. T~Zayor tidarkentien introduced the follo~~i.ng Resolution and COMMUNITY PARK BUILDING moved its adoption: RESOLUTION 71~ -17 A RESOLUTION AZ^7ARDING THE BID FOR THE COMMUNITY PARK BUILDING TO ROBERT 0. WESTLUND, EXCLUDING ALTERNATE E-l, IN THE AMOUNT OF X76,653.52, AS PER THE RECOMMENDATION OF THE CITY ENGINEER AND AUTHORIZING THE MAYOR AND CLERK- A17MINISTRATOR TO EXECUTE THE CONTRACTS. The foreoing Resolution was duly seconded by Councilman Labalestra, and anon a vote being taken thereon, the following voted in favor thereof: Mayor Warkentien, Councilmen Black, Steele, and Labalestra, and the following voted against the same: None. Motion unanimously carried. Councilman Steele moved, seconded by Councilman Black, TREE PROGRAM to authorize the Mayor to appoint at least two residents from each of the four precincts and also Dr. Hard and Dr. French, Professor of Horticulture of the University of P~7innesota, to a committee to study a p rogram proposal for the maintenance and replacement of tress within the City. Motion carried. rro action was taken to rescind action taken on the SANITARY SEGO LOAA1 charging of interest on the Sanitary Sewer Fund loan, as per the minutes of May g, 1971. Councilman Steele moved, seconded by Councilman SALE OF FIRE ENGINE Labalestra, to authorize the sale of_ the Ward LaFrance Fire Engine to the Duluth Area Vocational Technical Institute for use on the Nett Lake Indian Reservation, in the amount of X2,000.00. i2otion carried. Clerk-Administrator Barnes reported that he had again met MEETING j~~1ITH UNIVERSITY with the staff of the University of Minnesota, along with Attorney Kenefick and Engineer Lemberg, concerning streets, sewez•, water, police, fire and rescue services for citizens in the University Grove. The University is at the present time studying the present sewer system by televising, and a report will be made at a later date. Councilman Steele moved, seconded by Mayor Warkentien, RESCIND AZ^?ARDING OF BID to rescind previous action taken awarding the change FOR SEG^'ER CONNECTION order for sewer connections in the Community Park to Robert 0. T~Jestlund. Motion carried. 1 ~__ . Councilman Steele moved, seconded by Mayor Warkentien, BIDS FOR that bids be taken for sewer and water services for the SERVICE Community Park on July 18, 1971 at 2:00 P.M., and that a special meeting be set on July 18, 1971.x, at s:30 P.h7. to consider ataarding said bid. Motion carried. Mayor ~~Jarkentien moved, seconded by Councilman Black, to accept the report of the City Engineer on the Northwest Storm Drainage Report. Motion carried. Councilman Black reported that Leroy Williams, 1886 Holton has taken out the additional eighteen inches of_ blacktop in his driveway, as directed by the Council. He also stated that they have instead filled the area with crushed rock. No further action was taken on the matter. Fire reports 25, 26, 27 and 28 were noted. Motion carried. Councilman Steele moved, seconded by Councilman Black, GENERAL DISBURSEMENTS to approve the general disbursements for the second half of June, 1971.x, in the amount of ~1l~,108.86. Motion carried. P°2ayor tidarkentien moved, seconded by Councilman Black, to LIQUOR PAYROLL approve the liquor payroll for the second half of June, 1971.x, in the amount of $1,157.83. Motion carried. Councilman Black moved, seconded by Councilman Labalestra, LIQUOR DISBURSEMENT S to approve the liquor disbursements for the second half of June, 197L, in the amount of X13,179.69. Motion carried.
