A regular meeting of the Falcon Heights City Council was called to order by Mayor
Warkentien at 8:00 P.M.
Mayor Warkentien, Councilmen Black, Ecklund, Steele, PRESENT
and I~abalestra. Also present were Clerk-Administrator
Barnes, Engineer Lemberg and Attorney Kenefick.
None. ABSENT
Councilman Steele moved, seconded by Councilman Black, to MINUTES
approve the minutes of the meeting of June 27, 1971, as
corrected. Motion carried.
Councilman Ecklund moved, seconded by Councilman Black, to CIGARETTE LICENSE RENEWAL
approve the Cigarette License renewal for the Falcon Oil
Company, 1350 W. Larpenteur Avenue, for the period of
July 1, 197 through June 30, 1975. Motion carried.
Councilman Labalestra moved, seconded by Councilman Steele, FILLING STATION LICENSE
to approve the following Filling Station License renewals RENEG~TALS
for the period of July 1, 1971 through June 30, 1975.

Councilman Steele moved, seconded by 1'4ayor Z•larkentien, to NON-INTOXICATING MALT LICJUOR
approve the Non-Intoxicating Malt Liquor License renewal LICENSE RENEWAL
for the period of July 1, 19711 through June 30, 1975, to
A. Gordon Schierman, P•Zidway P•1en's Club, in the Minnesota
State Fairgrounds. T~Zotion carried.
Councilman Black moved, seconded by Councilman Labalestra, REFUSE I3AULER~S LICENSE RENEWAL
to approve the Refuse Haulers License renetaal for the
period of July 1, 197i~ through June 30, 1975, to Robert
J. Berres DBA Atlas Disposal Service. Motion carried.
Councilman Black moved, seconded by Councilman Ecklund, VARIANCE 1810 ASBURY
that the variance request submitted by William Duddleston,
181.0 Asbury Avenue, to install a seven foot fence, in
liew of a six foot fence, as required by Ordinance, be
ref erred to the Falcon Heights Planning Commission.
Motion carried.
Councilman Black moved, seconded by Councilman Ecklund, VARIANCE 1790 HOLTON ~ 4
that the variance request submitted by Leslie Wicklund,
1790 Holton, to allow for the widening of the driveway
to permit parking in front of the house at the above
address, be ref erred to the Falcon Heights Planning
Commission. T•totion carried.
Councilman Black moved, seconded by Councilman Steele, VARIANCE 1372 W. LARPENTEUR
that the variance request submitted by rtillard Rustad,
1372 I1. Laroenteur Avenue, to construct a double garage
two feet from the west property line, be referred to
the Falcon Heights Planning Commission. Motion carridr~.
Mr. Rustad also requested that the Council inspect the
alley behind his home at 1372 tid. Larpenteur. He
stated that the drainage in the alley is bad and water
stands after a rain and is splashed onto his home and
car when cars are driven through the alley. The
Council agreed that it would check into the drainage
problem. Ntr. Rustad also requested that the City
Council support him and other residents along Larpenteur
Avenue in their quest to be granted permission to park
on Larpenteur Avenue in front of their homes. The
Council agreed that it would have a representative from
the Ramsey County Engineer's office at a future meeting
to discuss the possibility of allowing parking on
Larr,~enteur Avenue.
Clerk-Administrator Barnes reported that the Park Bond PARK BOND SALES
sales have been finalized.
Clerk-Administrator Barnes gave a progress report on the ANNIVERSARY CELEBRATION
25th Anniversary Celebration.
Councilman Steele moved, seconded by Mayor Warkentien,
to authorise the expenditure of X300.00, $100.00 of
which to be used for the band, for the Anniversary
Celebration. Motion carried.
Councilman Black moved, seconded by Councilman Steele, GENERAL PAYROLL
to app rove the general payroll for the first half of
July, 1971, in the amount of $3,732.63. Tlotion carried.
Councilman Ecklund moved, seconded by Councilman Labalestra,GE~ DISBURSEMENTS
to approve the general disbursements for the first half
of July, 197I~, in the amount of ~2,L33.67. Motion
carried.
Councilman Labalestra moved, seconded by Councilman Black, LIQUOR PAYROLL
to ann_rove the liquor payroll for the first half of July,
1971, in the amount of $1,590.11. Motion carried.
Councilman Black moved, seconded by Councilman Steele, LIQUOR DISBURSEMENTS
to approve the liquor disbursements for the first half
of July, 1971, in the amount of $t~,276.62. Motion
carried.
Intr. and Mrs. Norbert Hermes, 1755 St. rtary's were present VARIANCE 17.7 N. SNELLING
to voice their objections to the granting of a variance
and issuance of a building permit to Gaylord Wahl, 177
N. Snelling, for the construction of a utility shed, re-
placing an old building at the same location.
rlrs. Hermes stated that it is aesthetically displeasing
to them and that they feel it will devalue their property.
She also stated that there is a restricted deed on the
property.
It was the Attorney's opinion that the Council was not
responsible for the enforcement of restrictive deeds and
that this matter should be taken u~ with an attorney and
Mr. Wahl. No action was needed on the matter.

Councilman Steele moved, seconded by Councilman Ecklund, PAYMENT TO HORTICULTURIST
to ann rove the payment to C. Gustav Hard, City Horticulturist
in the amount of X110.00 for the inspection of trees in the
City. Motion carried.
The Council authorized the Clerk-Administrator to get bids SOUND SYSTEM
on a sound system and tape recorder for the Council
chambers.
Councilman Labalestra stated that he nas received some FLAMEBURGER PARKING LOT
complaints from tenants of adjoining buildings, regarding
the maintenance of the Flameburger parking lot. Clerk-
Administrator Barnes was directed to discuss this matter
with the manager of the Flameburger.
Discussion was held pertaining to the purchase of tinted PURCHASE OF Tr.'IDIDOW SHADES
window shades for the Council chambers and office. No
action was taken at this time, but the matter will be
brought up for consideration during the adoption of the
19?5 budget .
Mayor Warkentien moved that the Council authorize the
installation of block or related windows in the
Council chambers, and also the installation of air
conditioning as per the talans of the City Engineer
which are on file in the Clerk's office. Motion died
for lack of a second.
Councilman Black reported that he had received a complaint
from John Frautschi, 1906 Pascal, who stated that his
neighbor, Robert Steiner, 1~1t1~ Roselawn was erecting a
fence which he felt was higher than the ordinance permits.
Councilman Black stated that he did check the height of
the fence and that it does meet the ordinance requirements,
and so no action would be needed.
