JULY 25, 197
A regular meeting of the Falcon Heights City Council was called to order by Mayor
Warkentien at 8:00 P.M.
Mayor Warkentien, Councilmen Black, Ecklund, Steele, and PRESENT
Labalestra. Also present were Clerk-Administrator Barnes,
Engineer Lemberg and Attorney Kenefick.
None. ABSENT
Councilman Black moved, seconded by Councilman Steele, MINUTES
to approve the minutes of the regular meeting of July
11, 197t~, as corrected. T~Iotion carried.
Councilman Labalestra moved, seconded by Mayor Warkentien,
to aoprove the minutes of the special meeting of July
18, 197., as corrected. Motion carried.
Councilman Steele moved, seconded by Councilman Labalestra, DENIAL OF REQUEST FOR
to deny the request of Charles J. Vo1in, who requested REDUCED CIGARETTE LICENSE
a reduced fee for cigarette licenses, on the basis that FEES
he utilizes the license fir a period of eleven days
during the State Fair. Potion carried.
Councilman Steele moved, seconded by Councilman Labalestra,
to aoprove the variance request submitted by Leslie
Wicklund, 1790 Holton Avenue, for the widening of his
driveway from 8' to 20' to allow for parking, with the
stipulation that the death of the drive b e increased
to 22' to permit a car to be parked within the street
tree line, as per the recommendation of the Falcon
Heights Planning Commission. Motion carried.
Councilman Black reported that the Falcon Heights Planning
Commission approve the variance request of Millard
Rustad, 1372 W. Laroenteur, to allow for the erection
of a double garage two feet from his west property line,
which was approve by the Council at the special meeting
of July 18, 1971, subject to the approval of the Planning
Commission.

Councilman Steele moved, seconded by Councilman Ecklund, "NO PARKING" -POSTING
that the east side of Fairview Avenue be posted "P1o FOR STATE FAIR
Parking" during the T~iinnesota State Fair, taking into
account that numerous tickets were issued to people
paxking on the boulevard last summer during the fair.
T~totion carried.
Further discussion followed pertaining to the posting
of City and County Streets, and also the possibility
of posting Hollywood Court.
Councilman Steele moved, seconded by Councilman Black, to
rescind the previous motion to post Fairview on the
east side for "Tdo Parking" during the Minnesota State
Fair. T~Sotion carried.
Captain Spencer of the Ramsey County Sheriff's Department ~ ~ ~
is to be notified and told not to tag cars parking on
Fairview Avenue, if they are parked in an orderly
manner.
Mayor Warkentien moved, seconded by Councilman Steele,
that the following streets be posted "No Parking"
during the T~innesota State Fair:
The north side of Hollywood Court, west side of Arona
between Larnenteur and Hoyt, north side of California,
Idaho and Iowa between Snelling Drive and Pascal, east
side of Fry between Larpenteur and Garden, south side
of Garden between Snelling and Fry, west side of St.
Mary's, south side of Maple Kno11, and also that the
Ramsey County Highway Department be requested to post
Larpenteur Avenue, both sides, from Snelling to
Fairview and the north side of Hoyt Avenue from Hamline
to Snelling Drive. Motion carried.
Councilman Steele moved, that the Council redesignate
the official City newspaper for the remainder of the
year 197t~, due to an apparent lack of publicity and
disinterest in the Falcon Heights City government by
the Roseville Suburban Sun Newspaper, and appoint the
St. Paul Pioneer Press and Dispatch as the Official
City Newspan er.
Attorney Kenefick informed Councilman Steele, that
said motion was out of order as the Ordinance
states that the City will designate annually the
appointment of an Official Newspaper. He stated
that said designation would have to be made on
January 1, or the first business meeting in
January.
Clerk-Administrator Barnes reported on the progress
of the 25th Anniversary Celebration.
Attorney Kenefick presented the Council with a draft of
the agreement to be made between the University of
Minnesota and the City of Falcon Heights for takeover of
services to the University Grove area.
Fire reports 32 and 33 were noted.

The Council requested that Clerk-Administrator Barnes
get estimates on having a leaf pickup and disposal
program and for the chipping of branches.
Engineer Lemberg reported that 197? Sealcoating Pro3ect
would begin Monday, July 29, 197LG, in the Northome
Addition. He also reported on the progress of the park
which is moving on schedule.
Clerk-Administrator Barnes reported that the City had
received a $200.00 contribution from the firm of
Bonestroo, Rosene, Anderlik and Associates, to be used
for the purchase of park playground equipment.

Mayor Warkentien moved, seconded by Councilman Labalestra, ~ Q

Councilman Labalestra moved, seconded by Councilman Steele, SALARY INCREASE -WILLIAM
to authorize a salary increase of $35.00 per month for GARLICK
William Garlick, maintenance man, effective August 1,

Councilman Steele moved, seconded by Councilman Ecklund, GENERAL PAYROLL
to approve the general payroll for the second half of
July, 197t~, in the amount of $3,522.77. Motion carried.
Councilman Labalestra moved, seconded by Councilman Steele, GENERAL DISBURSEMENTS
to approve the general disbursements for the second half
of July, 197i~, in the amount of $2l~,120.1~7. Motion
carried.
Councilman Black moved, seconded by Councilman Labalestra, LIQUOR PAYROLL
to approve the liquor payroll for the second half of
July, 1971, in the amount of $1,1.G98.~.1. notion carried.
Councilman Black moved, seconded by Councilman Labalestra, LIQUOR DISBURSEMENTS
to approve the liquor disbursements for the second half
of July, 1971, in the amount of v20,21~1~.05. P~Sotion
carried.
