A regular meeting of the Falcon Heights City Council wa.s called to order by T~layor
t?arkentien at 8:00 P.T~T.

Engineer Lemberg and Attorney Skor..

A recess was called from 8:01 to 8:16 P.M. to listen to
President ?~3ixon's speech.
Councilman Steele moved, seconded by Councilman Eclclund, T•'TINUrES
to approve the minutes of the regular meeting of July
25, 197, as corrected. P4otion carried.
I•Tayor Warkentien moved, seconded by Councilman Labalestra,
to table consideration of the minutes of the meeting of
July 1, 1~7t~, unti7_ the City Attorney can determine
if a. resolution is necessary in support of the denial
of the request by hlr. Alfred Hermes for rezoning of
his property on Larpenteur Avenue. T%:otion carried.

Councilman Steele moved, seconded by Councilman Labalestra, CIGA1ETTE LICENSE - A]Et•'
to approve the new Cigarette License for Clark's Sub-
marine Sandwiches, Inc., 1670 I~I. Snelling Avenue, for
the period of July 1, 1971 to June 30, 1975. Motion
carried.
Councilman Black moved, seconded by Councilman Labalestra, CIGARETTE LICEN`~ - RENEfrdAL
to aon rove the Cigarette License renewal by Ted Steichen,
of Candyland in the State Fairgrounds, for the period
of July 1, 1971 to June 30, 1975. Motion carried.
Councilman Black moved, seconded by Councilman Labalestra, TREE TRIP:1c7IDIG LICE1`1SE RENEt^TALS
to approve the general corporate licenses for tree trimming
to Kelm's Tree Servie:e and Steven's Landscaping, for the
period of July 1, 19?1~ to June 30, 1975. Motion carried.
Clerk-Administrator Barnes was authorized to write to
IIr. Ray Schwarzrock, concerning his request to sell helium
balloons during the State Fair. The Council stated that
Nir. Schwarzrock is to submit in writing a request for a
specific location and also to get permission from the
T~Iinnesota State Fair Board to sell balloons outside of
the gates, or any other property owner.
Clerk-Administrator Barnes was directed to write to T~Tr.
Steve Reiter, 17i~6 Dt. Fry, who requested the Council to
reconsider its ordinance pertaining to front yard parking.
Mr. Barnes wa.s authorized to explain to I~ir. Reiter that
at the present time there is not sufficient reason to
amend the ordinance, and to also enclose a copy of said
ordinance.

Clerk-Administrator Barnes was directed to write to
r~Ir. Russell Callender, who has requested permission to
install coin operated television (not cable t.v.) within
the City utilizing existing commercial stations, stating
that there is no ordinance regulating a vending operation
of this type at the present time, but that the Council
will consider licensing this kind of operation when it
reviews its licensing procedures.
Councilman Ecklund moved, seconded by Councilman SteP1.e,
to aonrove the F?~lection Judges as selected for the
September 10, 197t~ primary election. T~iotion carried.

to officially thank anyone who entered an antique car
in the parade for their participation, and authorized
the Clerk-Administrator to write letters of thanks.
Motion carried.
Councilman Steele moved, seconded by Councilman Ecklund,
commending the Clerk-Administrator and the City Staff.
for their efforts in preparing for the parade, street
dance and cerF~!unies for the Anniversary Celebration.

Councilman Ecklund introduced the following Resolution
and moved its adoption:

Councilman Labalestra seconded the foregoing Resolution
and upon a vote being taken thereon, the following voted
in favor thereof : Mayor Vdarkentien, Councilmen Black,
Ecklund, Steele, and Labalestra, and the following voted
against the same: r~'one. Motion unanimously carried.
Clerk-Administrator Barnes and David Anderson, 1512 W.

suggested that the Council draft some sort of sepcifica-
tions stating the tyre of system they desire, and then get
at least two quotes from two different companies, the bid
then to be awarded as per the Council's preference.

Fire reports 31t, 35 and 36 were noted. FIRE REL'ORTS

to approve the general payroll for the first half of
August, 1971:, in the amount of ~3, 2 72.13. Motion
carried.
