A regular meeting of the Falcon Heights City Council was called to order by Mayor
Z°'arlcentien at X3:00 P.l~.
rlayor ZTarkentien, Councilmen Black, Ecklund, and PRESENT
Labalestra. Also present were Clerk-Administrator
Barnes, Engineer Lemberg and Attorney Kenefick.
Councilman Steele due to an illness in the family. ABSENT
Councilman Black moved, seconded by Councilman Ecklund, MINUTES
to approve the minutes of the regular meeting of August
8, 197+. Motion carried.
Councilman Ecklund moved, seconded by Councilman Black,
to approve the minutes of the special meeting of July
1, 197}, as corrected. Motion carried.

Dean Anklan, Ramsey County Engineer, was present to PARKI"dG - LARPEI`,ITEUTi?. AVETNE
discuss the possibility of a11o~*ing parking on Larpen-
teur Avenue, :east of Snelling Avenue between Albert
and Hamline. He stated that there might be a slight
chance that funding from the federal government coul d
be provided if an evaluation was made shoring that
parking on Larpenteur is f easible, or from the Ramsey
County Board of Commissioners if it deemed the project a
necessity. He did state that there was a considerable
cutback in funding by the federal government which
prevented Ramsc*y County from completing the TOPICS
Program as planned, and that funding is now very limited.
It was also stated that because Laroenteur Avenue is an
arterial roadway and heavily traveled, that parking would
cause congestion in the area. If the boulevard area Vias
reduced to provide parking area for the residents,
parking would probably need to be limited during peak
hours of traffic and the cost of providing parking would
be the obligation of the City and the residents. Engineer
Lemberg explained that Municipal State Aid Funds could
be used for a project of this type. P•ir. Anklan also stated
that if the boulevard was used for parking, it would decrease
the space needed for storage of snots in the winter.
No action was taken on the matter, until a later date.
The Council also requested that I~ir. An'..{lap look into the FRY STREET MEDIAN
possibility of obtaining a cut in the median on Larpenteur
Avenue in front of the driveway of the Fry Street Apart-
ments to procure access for the Fry `s`treet Apartment
parking lot.

Mayor Zrlarkentien moved, seconded by Councilman Labalestra, REQUEST TO OPERATE POP
to approve the request of Jim Fuller, to allow Boy Scout CONCE~SIOT1 STAND IT1 PARKING
Troop 27, to operate a pop concession stand in the City LOT
Parking lot, during the weekend of August 2)T and 25, and
August 31, September 1, and 2, 197t~, and to waive the
fee for the Peddler's License. T~otion carried.
Several proposals for the sound system for the Council
Chambers were presented and discussed. It was decided
that the Council would look at systems installed for
use in other municipalities and would budget for the
system for the 197-1975 year. No further action eras
taken.
T~layor ZTarkentien moved, seconded by Councilman Labalestra,
to approve the Tree Pruning Agreement between NSP and
the City of Falcon Heights, to prune 23 trees and remove
one tree on the south side of Larr,enteur Avenue between
Arona and Hamline, below the TJSP wires, and to haul away
and dispose of all brush and wood, said work to be done
by Tdorthland Tree Service, at the cost of ~~5.00 per
tree. Upon completion of work NSP will reimburse th e
City of Falcon Heights in the amount of ~22.5G per tree.
Upon a vote being taken thereon, the follo~ring voted in
favor thereof : T~Iayor Z°rarkentien, Councilmen Black and
Labalestra. Councilman Ecklund abstained. Motion
carried.
Councilman Ecklund moved, seconded by Councilman Black, VOLUTlTEER FIREMAN APPLICATION
to approve the application for a volunteer fireman
submitted by James Kraemer, 1707 T1. Fairview, subject
to a physical and six months probation. Motion carried.
Councilman Black moved, seconded by TZayor Z°.'arkentien,
to approve theexpenditure of X127.00 from the Civil
Defense Budget to Henry J. Dachtera, Civil Defence
Director, to attend the Civil Defense Director's
Conference September 27 - 29, 197t~, and the requests
for tier diem, registration, housing and mileage for
the International Rescue and First Aid Association,
and T•linnesota Rescue and First Aid Association, to
be ref erred to Councilman Steele for his recommendation
at the next meeting. Ta~otion unanimously carried~~

Data on Planned Unit Development is to be referred to
the Falcon Heights Planning Commission for their review
and recommendations.
Fire reports 37, 3~ and 39 were noted.

to deny the request by Ben Demais, to hand out free
brochures for free services during the State Fair.

Councilman Ecklund moved, seconded by Councilman B1a.ck,
to approve the general payroll for the second half of
August, 1971, in the amount of $3,111.71,. Tlotion
carried.
