A special meeting of the Falcon heights City Council was called to
order by 1layor T~7arkent ien at 9: 03 a .m.
l:ayor Glarlcentien, Councilmen Blaclc, Ecklund, Steele, and Labalestra.
Also present was Clerk-Administrator Barnes.
None.
1layor Warkentien moved, seconded by Councilman Labalestra, to
approve General Corporate License No. 299 for Lindig Plidway
Floral to sell Christmas trees from November 15, 1974 through
December 31, 1974. Motion carried.

Councilman Black moved, seconded by Councilman Labalestra, to SPECIAL SUNDAY
approve Special Sunday "On-Sale" Liquor License No. 1 for Lido LIQUOR LICENSE
Cafe, effective November 21, 1974 through June 30, 1975. Upon FOR LIDO CAFE
a vote being taken, the following voted in favor: Mayor
Warkentien, Councilmen Black, Ecklund, and Steele. The following
abstained: Councilman Labalestra. notion carried.
Mayor Warkentien moved, seconded by Councilman Labalestra, to GENERAL CORPORATE
approve General Corporate License No. 300, a Bottle Club License, LICENSE N0. 300
for Falcon Lanes, Inc. (Clement Lehnen) effective November 23, 1974 BOTTLE CLUB
through June 30, 1975. Upon a vote being taken, t'-,e following voted FALCON LANES, INC.
in favor: Mayor Warkentien, Councilmen Black, Steele, and Labalestra.
The following voted against: Councilman Ecklund. P•Iotion carried.
Councilman Ecklund requested the Council to go on record to allow WORLD AGROr1ART
the Human Rights Commission to prepare a flyer relative to the
proposed Gdorld AGP.Omart Development, which L~~ill be discussed at
the Council meeting of December 12, 1974 at 8;00 p.m. P4ayor
Warkentien related that if a flyer was to go out, it should be
prepared and circulated in behalf of the Council. It was mentioned
that subsequent meetings would be more important, and then that
consideration be made to inform the public. It was the concern of
the Council that pari-mutuel betting was a main factor in the
proposed development and that if this was not legalized, the
developer would not proceed. Iix. William Brown, 1808 Asbury, a
member of the flunai~ Rights Commission of Falcon Heights, was
present and did feel that if a flyer was not prepared, the Council
should request that the news media give as much coverage of the
December 12, 1974 meeting as possible. t4ayor Warkentien related
that he has been in contact with legislators of this district, also
businessmen, and State Fair personnel, and few of them had heard
little of this proposal. Councilman Blaclc also felt the news media
should be requested to give as much coverage as possible. rlayor
Warkentien said he had a letter from r1r. John Mclnight, a Falcon
Heights resident, and that his concern was whether there was a law
requiring a referendum in this matter. Councilman Steele felt that
the Council's immediate concern was to inform all Committee members
on City Committees by providing the World AGROmart brochure, so that
/~
they might provide input of the proposed development to Council
members. No further action was taken.
Councilman Ecklund asked to be excused at 10;00 a.m. to attend
a meeting at the St. Paul Hilton in regard to NSP Electricity Pate
Study Service.
Councilman Labalestra submitted two proposals for auditing and
liquor monthly financial reporting and reviewed in detail each
firms' proposal. The following were submitted for considerations
which are on file in the Clerk-Administrators office:
a. Profit Control (David Nistler, I•ianager), 2233 North IIamline
Avenue, Suite 106, St. Paul, Minnesota for an 480.00 a month
fee with a minimum of w25.00 for set up purposes, which would
not include journalizing.
b. Ralph Z. Yellen and Company, 6950 Wayzata Blvd., Suite 402,
Minneapolis, Minnesota for X200.00 per month which would
include journalizing.
After a short discussion, it was felt that what the Council was AUDITING FIRM
determined to accomplish was more fully covered in proposal "b." FOR r1UNICIPAL
Councilman Steele moved, seconded by Councilman Black, to contract LIQUOR STORE
Ralph Z. Yellen and Company to do the accounting and set up for the FOP. YEAR 1975
Municipal Liquor Store for 1975. Upon a vote being taicen, the
following voted in favor: P~layor ti~arkentien, Councilmen Black
and Steele. The following abstained: Councilman Labalestra.
Motion carried.
Councilman Labalestra moved, seconded by Councilman Black, to adjourn ADJOURNMENT
the special meeting of the Council at 10:22 a.m. Iviotion carried.
