HomeMy WebLinkAboutCCMin_74Dec30~~ MINUTES OF REGULAR COUNCIL MEETIPIG FALCON HEIGHTS, MINNESOTA DECEMBER 30, 197lc A regular meeting of the Falcon Heights City Cotmcil was called to order by Mayor Warkentien at 7:lt2 p.m. Mayor Warkentien, Councilmen Black, Steele, Ecklund, and PRESENT Labalestra. Also present were Clerk-Administrator Barnes, Engineer Lemberg, and Attorney Skor. None. ABSENT No action was taken by the Council in regard to the minutes MINUTES of the regular Council meeting of December 12, 't9?~.. The Council felt that the minutes should be corrected in depth, and be brought up at the neat meeting. Councilman Slack moved, seconded by councilman Labalestra, GENERAL CORPORATE to approve General Corporate License No. 303 for the Falcon LICENSE N0. 303 Heights United Church of Christ to sell Christmas trees. FALCON HEIGHTS Councilman Steele suggested sending a polite letter in UNITED CHURCH OF regard to late applications of this type:., Motion carried. CHRIST - TREE5 Councilman Steele moved, seconded b9 Mayor Warkeratien, to approve General Corporate License No. 31l~ for the Twin City Furnace Company, 459 North Shelling, for a period ending June 30, X975. Motion carried. The request of Mrs. Jerry Jenkins for a committee to be set up in regard to reviewing changes for Prec. No. 4 was discussed. Mayor Warkentiem noted that he had contacted the following people for the corruuittee: Mike Apple, LeNa~r Davis, Donald Rasmussun, Linda Locker, Anc~ Holdorf, and Mrs. Jerry Jenkins. The Mayor also suggested setting up a meeting in which one of the above people could be named chairman. Councilman Ecklund moved, seconded by Councilman Black, to approve the Rams~r County League of Municipalities request for dues from Falcon Heights in the amount of $291.1I~ for the year 1975. Motion carried. 1 The Council discussed the application of Gary GrandQrey for an amusement center at 1662 North Snelling, and decided to refund his $5.00 fee as there is no provision in Ord. 6t~ that would permit such a center. Councilman Black noted that Ord. 6t~ does not permit such an establish- ment with either a permitted or a conditional use permit. Councilman Labalestra thought that the amusement center might attract undesirable types of people, possibly causing some problems. He also suggested that alcoholic beverages might be a problem concerning minors. Councilman Steele also felt that neighborhood children would play in the areas hang around,, and cause problems. GRANDPRE'Y FOR AN AMUSEMENT CENTER PERMIT AT 1662 NORTH SHELLING AVENUE / ~i~ was that it was too broad of a term to cover the amusement center. Councilman Black had suggested sending the application to the Planning Cosrtnission for a conditional use permit, but noted that for twat Gary Grandprey made application for does not eucist under the Ordinance. He also noted that the Planning Commission would not have the authority to grant this. Attorney Skor felt that the Council had three alternativies: 1. Refer the matter to the Planning Commission. 2. Take steps to amend Ord. btu to permit this. 3. ~ nothing. Councilman Black moved, seconded by Councilman Steele, do deny the permit on the grounds that a provision to permit such a center does not exist in the Ordinance, and to refund the $5.00 fee. Motion carried. Mrs. Yabe1's request for "no parking" signs to be placed in front of her driveway at 2099 Hoyt was discussed. It was noted that the reason forthe request was that University students park there, and she can not get out of her driveway. It was noted, howeter, that she has a sixteen foot garage, and a driveway that is wider than the garage, in which she should have enough room to get out of. The Council decided that the students parking there is a police matter, and that the police should be directed to issue tickets to any offenders that might park closer than three feet d~ her driveway. Engineer Lemberg suggested looking into the matter after school starts to see if there are at~p- other problems, and not until that time. Councilman Steele moved, seconded by Councilman Ecklund, to deny the request for "no parking" signs. Motion carried. The Council decided to defer the Commercial Parking Lot Maintenance Discussion until the neast meeting. Salary increases for Falcon Heights personnel were dis- cussed by the Council. Clerk-Administrator Barnes to $18 800.00, Vincent Wright to $10,920.00, William Garlick to $7,710.00, and T. R. Williams to $8,100.00 respectively. LiquorStore personnels George Willkom to $15,000.00, John Sosniecki to $8,78t~.00, and Joseph Strayaew.ski to $2.85 per hour, respectively. Councilman Labalestra noted that employees that average 30 hours per week or more should be entitled to one week paid vacation after one year. Mayor Warkentien mo+~ed, seconded by Councilman Black, to approve the proposed salary increases for Falcon Heights personnel effective January 1, 1975. Motion carried. Clerk-~dmin3.strator Barnes presented three possible insurance companies to cover Falcon Heights personnel for 1975, rich were Upper Midwest, National Association Service, and North Star F~nployment underwritten by Gamble A1.den. He further proceeded to discuss the merits of the three, and suggested to the Council that North Star would be the best. Councilman Black stated that he had not heard of any of the three, and that th~* should be checked on. Councilman Steele moved, seconded by Councilman Labalestra, to award the group health plan to North Star Employment Trust. Motion carried. AMUSEMENT CENTER con' d MRS. Tein~s claim that she deserved IRENE E. Attorney Skor noted that government employees AND/OR COMPENSATION are not entitled to severance pay, acid it was also noted that no former employee of Falcon Heights had ever received severance TEIN~ con'd and/or c+ampensation pay. Councilman Black moved, seconded by Councilman Steele, to direct Clerk-~ninistrator Barnes to write her a letter advising her of the Councils decision and ~i.scussion, and requa~sting that she submit in writing her claim to the Council for what she feels she is entitled. Clerk Administrator Barnes presented the sound system proposal SOUND SYSTEM from Audio Electronics. It was noted that the cost fora PROPOSAL OF complete system would be $1,330.00 plus a possible sales tax AUDIO ELECTRONICS of abort $5l~t00 for the systems. It was' also noted that there would be a two-year warranty with parts and 1abo~. Mayor Warkentien suggested additional speakers for the other room in case of large crowds. Councilman Steele moved, seconded by Councilman Labalestra, to have Clerk-Admiai.strator Barnes negotiate with the firm for~iaastallation and payment, subject to Council approual. Motion carried. The Tree Committee Report to be deferred to the next meeting. TREE COMMITTEE REPORT The Minnesota Open Meeting Law Letter was read in part OPEN MEETING LAW and discussed by the Council. 7heCouncil decided to wait until the law would be in final draft before the 1975 7~gislature before taking ax~r action. The Parking Lot Maintenance discussion to be deferred to PARKING LOT the next meeting. MAINTENANCE The Council noted that existi;fg ordinances do not cover MINN. MISDEMEANOR misdemeanors specifically, and noted that something should CHAPTER 609 be done so that they would be cowered under the ordinances. _ The Council directed Attorney Kenefick to check into this. Larpenteur Avenue Parking discussion to be deferred to the LARPENTEIJR AVENUE next meeting. PARKING DISCUSSION Fire Reports 68 - 73 were noted. FIRE REPORTS Councilman Ecklnnd moved, seconded by Councilman Steele, GENERAL PAYROLL to approve the general payroll for December 16-30 in the amount of $3,29.42 Motion carried. Councilman Labalestra moved, seconded by Councilman Ecklnnd, GENERAL DISBURSEMENTS to approve the general disbursements for December ?6-30 in the amount of $18,575.5 Motion carried. Councilman Black moved, seconded by Councilman Labalestra, LIQUOR PAYROLL to approve the liquor payroll in the amount of $1,502.20 for December 16-30. Motion carried. Councilman Steele moved, seconded by Mayor Warkentien, to LIQUOR DISBURSEMENTS approve liquor disbursements in the amount of $18,Sb3.92t for Diecember 16-~. Motion carried. Councilman Black noted that on January 9, 1975 at the neat JOHNSON AND GILBERT Council meeting, that two public hearings would be held for PUBt,IC HEARINGS ON both the Johnson and Gilbert property subdivision requests, SUBDIVISION REQUESTS and that "No Bt~i.1d" requirements would be brought up before FOR NEXT MEETING. those hearings by the Council. The Council directed C1erk- Administrator Barnes to prepare a color map in regard to the two proposed subdivisions. ~` ~. Councilman Steele reported on an accident involving the Ramseyy squad car. The car was damaged to the extent that the expense of repaa:r world exceed the valve. In discussing the accident with Captain Fred Spencer, Ramsey County Sheriffs Office, it was suggested that the County would be interested in the pur- chase of three vans for patrol duty, one which world be used for Falcon He3ghta. He said it would cost the City of Falcon Heights abort $300.00 to $100.00 In the long run, this type of vehicle world provide matey conveniences which are not available in the station wagon type of vehicles. Councilman Ecklund stated that the Fire and Rescue Squad would welcome this type of equipment. Councilman Steele will keep in ton~h with Captain Spencer regarding the purchase proposal. Engineer Lemberg noted that some of the Councilmembers went to look at the new Park Building. The contractor had given permission to use the new building at this time, although there are a few details to be taken care of before spring. Mayor Warkentien suggested planting memorial trees at the park. POLICE VAN PROPOSAL FOR FALCON HEIGHTS NEW PARR BUILDING Ma~ror Warkentien read Henry Dachtera~s letter on the proposed HENRY DACHTERA~S Ramsey County Civil Defense Common Organization. The Council LETTER ON PROPOSED felt that there was not enough information mailable on the COMMON RAMSEY COUNTY subject at this time to take at~q action. CIVIL DEFENSE Clerk-Administrator Barnes discussed the insurance coverage MUNICIPAL BUILDING for the City of Falcon Heights. Councilman Black moved, INSURANCE INCREASE seconded by Councilman Labalestra, to increase the insurance on the Municipal Banding to $200,000.00 Motion carried. Councilman Labalestra moved, seconded b9 Councilman Steele, LIQUOR STORE STOCK to increase the insurance on liquor store stock to $50,000.00 INS<RANCE INCREASE Motion carried.
