SPECIAL MEET-3NG JANUARY 3~ 1968
The council meeting was called to order at 7:30 P.M. with the following
members present: Mayor-Elect Warkentien, Clerk Strandquist, Black and Stone.
Minutes Approved; Stone moved, seconded by Black that the minutes of the
meeting of December 28, 1967 be approved. A~ess All.
Nays: None. Motion was carried.

The oath of office was administered by Clerk Strandquist
to Willis Warkentien, newly elected Mayor of Falcon Heights.
The oath of office was administered by Clerk Strandquist
to Charles P. Stone, who was re-elected to serve as
Councilman.
The oath of office was administered by Clerk Strandquist
to William E. Olsen who was re-elected Treasurer.
The oath of office was administered by Clerk Strandquist
to William P. Carroll, newly elected Justice of the Peace.
Black moved, seconded by Strandquist that the North
Suburban Newspapers be retained as the official legal
newspaper for the`year 1968. Motion was carried.
Blacl: moved, seconded by Strandquist that the firm of
Briggs and Morgan be retained as Village Attorneys. Motion
was carried. _.
Strandquist moved, seconded by Black that the firm of
Bonestroo, Rosene, Anderlik and Associates, Inc. be
retained as ,.consulting engineers. Motion.vraa carried.
Black moved, seconded by Stone that Richard Magnuson be
retained as building inspector. Motion xas carried.
Warkentien appointed Paul Loomis as Civil Defense Director
at a salary of X50.00 a month for the year_1968~ contingent
upon council members confirmation of same. .Stone movedi
seconded by Black that the appointment be confirmed.

appointed as Gas Inspector. Motion was carried.
Stone moved,. seconded by Strandquist that Kenneth Quarn
be appointed Weed Inspector.. Motion was carried. ,.
Stone moved, seconded by Black that the .following resolutio
be adopted:
' RESOLVED that the Falcon Heights State Bank of Falcon
Heights: Minnesota be and is hereby designated as a
-` de ository for the funds of the Village of Falcon Heights

and that the Village Treasurer is authorized to deposit
`I General and other Village Funds therein to the amount of

one-hundred and forty-five thousand dollars (~ll~5,000.00). ~T

RESOLVED FURTHER that the collateral shall be ~----~i
furnisYted_ by ,the Falcon Heights State Bank in lieu of the
' corporate or surety bond required by law, consisting of '~
one-hundred and forty thousand dollars (#11~0~000) face of
U. S. Government Obligations accompanied. by an assignment
providing that in case of default on the part of the Falcon
Heights State Banks the Council has full pourer and authority
to sell the co~.lateral or so much as may be necessary to
realize the full amount due the municipality.
RESOLVr~ FURTHER that checks of the Village of Falcon
Heights drawn upon the said bank account shall be honored
by said bank only if signed by the Mayor, the Clerk and the
Treasurer of the Village of Falcon Heights, Minnesota. In
the absence of the Mayor, the .Acting Mayors signature .
shall be honored.
RESOLVE FURTHER that this designation shall be effective
until the_end of the present council year.
Upon a vote being taken, the resolution was declared unanimously
passed and adopted.
Posting Places: On motion by Blacks seconded by Strandquist and carried the
following places were designated_as official posting places:

B & E Patrol for Strandquist moved seconded by Black that B & E Patrol be
Animal Control: retained to furnish animal control services.. Motion was carried.
Safe Deposit Box:
r Strandquist moved, seconded by Black to continue renting a
safe deposit box at the Falcon Heights State Bank. Motion
was carried.
Office cif Police Stone moved, seconded by Black that the office of Police

Richard Magnuson, Black moved, seconded by Warkentien that the Village Council
Building Inspector on behalf of the Village of Falcon Heights, accept a check
Aonates X800 to in the amount of X800.00 from Richard K. Magnuson, which
Permanent Recreation is a donation to the Recreation Permanent Improvement
Fund: Fund. It is hereby noted that it is the desire of the
donor that this money be used to acquires or construct
tennis courts in the northeast section of the Village.
Ayes: All. Nays: None. Motion was carried.
Black moved, seconded by Stone that the Mayor be authorized
to write letter thanking Richard Magnuson and expressing
appreciation for the generous gift. Ayes: A11. Nays:

Resolution to
former Mayor
Harold C. Nilsen:
Stone introduced the following resolution and moved its _
adoptions
~VIiEREAS, the progress and growth of a community are
a direct reflection of the interest and concern of sincere
and able individuals who cooperate in seeking higher
standards for the benefit of the people, and the good of
the community, and
WHERDA~; Harold C. Nilsen ably has served the Village
of Falcon Heights in the capacity of Village Councilman and,
more recently, in the capacity of Village Mayor for the past
ten yearsa
NCAP, THEREFORE, BE IT RESOLVED that the Village Council
of the Village of Falcon.Heights, on behalf of the Village and
its citizens, expresses its thanks and appreciation to
Harold C. Nilsen for the significant contribution he has
made in service to the community and to the people of Falcon
Heights.
Be it further resolved that this resolution in the form
of a certificate be forwarded to Mr. Nilsen.
Motion was duly seconded by Black and upon a vote same was
unanimously passed and adopted.
Resolution to Former Warkentien introduced the following resolution and moved its
Police Commissioner adoption.
Donald E. Arndts -
1N'HERF,:AS, Donald E. Arndt has ably served. the Village
of Falcon Heights in the capacity of Police Commissioner,,
N(JUP, THEREFORE, BE IT RESOLVED that the Village Council
on behalf of the Village of Falcon .Heights and its citizens,
expresses thanks and appreciation to Donald E. Arndt for the
contribution he has made in service to the community.
Motion was ,duly seconded by Strandquist and upon a vote same
was unanimously passed and adopted.
