Absents Councilman Black. Also present were Attorney Kyles Engineer Lemberg and Treasurer Olsen. _ . Mrs. James Jenkins and Mrs. Chicone represented the League of Women Voters. Terry .Fry ar~d Tom Oman were present to observe Counca.l proceedings as part of a school project. Minutes= Stone moved, seconded by Strandquist that the minutes of r the meeting of January 3,,.1968 be approved. Ayes All. Nayss None. Motion was carried. _ Ecklund moved, seconded by Stone that the minutes of the meeting of January 11, 1968 be approved as corrected. Ayess All.. Nayss None. Motion was carried. Sign for Billiard Stone moved, seconded by Ecklund that Lees Billiards, Lounge - 153~C West 153t~ West Larpenteur Avenue be permitted to erect a Larpenteurs thirteen foot high vertical sign on the top of the one _ story section of the building, and that the building inspector be so notified. Said sign is to be in accordance with drawing furnished the councils and erection of sign shall be under supervision of village consulting engineer. Ayess A11. Nays: None. Motion was carried. Correspondence ` Ramsey County Letter dated ~'anuary 29 from the Ramsey County League of League of Municipalitie's enclosed statement for 1968 membership Municipalities dues, which represented a 10~ reduction from last year. Anoka-Ramsey Special invitation was extended to Village Council members Junior College: by Dr. Emil F. Wilken, President of Anoka-Ramsey State Junior College to attend public open„house on Sunday, February 18,'1968. Metal `Signs for Letter dated February 8, 1968 from Engineer Lemberg Polling Places concerned prices on various signs for polling places showing hours the polls are open, also one each designating Precinct No. 1 and Precinct No. 2 for use in the Village Hall. Strandquist moved,. seconded by Stone that the signs be purchased from Gopher Stamp and Die Company as per said letter-for a total price of X39.9©. .Ayess Warkentien, Strandquist, Stone and Ecklund. Nays: None. Motion. was carried. WaterMain Copy of letter to St. Paul Water Department over signature ' Ouenerships of Engineer Lemberg requested a map showing the mains that . are owned wholly or partly by the City of St. Paul as par their records. Engineer Lemberg reported that the map had been received. 2670 University Community Letter from Engineer Lemberg was resume of meeting of North-South_Corridor #,he study and planning group concerned with the traffic Road= _ problems in this area and more specifically the proposed nortYr-south corridor access route through the St. Paul Campus area of the University of Minnesota. Engineer Lemberg reviewed the variance for a sign Embers System - requested..by Leroy Sign Company, showing diagram of Variance for same and also_pictures taken from Snelling Avenue. Outdoor Sign or Warkentien moved, seconded by Stone that variance Billboard: ~ application be referred to the Planning Commission for its recommendation, with the request to said Commission that the Embers System and also 11~eber's Cottage Inn be notified as to the date meeting will be held to discuss this matter. Motion was carried. 1968 Purchase of Pursuant to written invitation to bid on the 1968 Gasoline, Oil, requirements of gasoline, oil, filters, etc. one bid Filters, etc.: was received and opened and same was submitted by . Baden'°s Pure Oil Service Station. Ecklund moved, seconded by Stone,,. that the Village of Falcon Heights Council accept the bid submitted by Baden~s for oil, gasoline; filters, and service work on the fire trucks, maintenance truck and the lawn mower for the balance of the year 1968• Ayess ~arkentien, Strandquist~ Stone and Ecklund. ,Nays .-None. Motion was carried. Adding Machine 8trandquist stated he had made several inquiries into Replacement: purchase of calculator to replace the adding machine . in village office. Amendment to Surer Pursuant tq request of Council at January 28 meeting, Permit Ordinances Attorney Ryle and Engineer Lemberg made review of . Ordinances pertaining to surer permits and advised that, in their opinion, no revision is necessary. Republicans request Strandquist moved, seconded by Stone that the request of Reservation of Marion Carlson to deserve village hall for Tuesday, Village Ha11: February 27, 1968 for a Republican meeting, be granted. lyes: `All. Engineerts Report at Removal of taro Engineer state possibly the two lights that are to be lights at Arona & removed from Arona and Larpenteur could be replaced Larpenteur,Avenue: in another section of the village. Signal Controls - Engineer stated that Floyd 5nyker, Assistant County Larpenteur at Engineer, had advised that delivery_of the controls Arona: for the Larpenteur-Arona signals has been delayed and _ that same should be„received by March 1st, 1968. Attorneyts Report Attorney Kyle stated that City Council of Saint Paul has „ Gontract with 'not yet passed and signed the proposed contract for suer S,t. Paul regarding rates. Attorney-and Engineer and Dick Turner of Bonestroo, Sewer Rates: Rosene, Anderlik and Associates will review manner and method of sewer charges to village residents with council at meeting of February 21, 1968. Fire Department Ecklund rev3.ewed fire reports of the past month. Reports Reviewed: - . ~ Ecklund stated..:he had met with Lieutenancy Spencer of the Ramsey County Sheriff Sheriff's Department. Regarding issuance of warning Department: - tickets.to.~snowbirds~ it was determined that Ren Quarn, maintenance.department, can issue warnings to snowbirds ~Snowbirdst without being deputized. If he is authorized to do so, - _ a duplicate of such warning should be kept on file. Traffic on Arona Ecklund and Spencer are of the opinion that ~yieldt signs .from Larpenteur at cross ~ 8 ~ leading into Arona Street from Larpenteur to Hoyt Avenues i to Hoyt/be stalled after the new signal contro]s are r in .operation at Larpenteur and Arona. Member Appointed= Hindermann~s resignation, Warkentien moved the appointment of Robert C. Blomberg to the Planning Commission for a term ending December 31, 1969. Bdotion was seconded by Strandquist and unanimously passed. Board of Health In view of the above appointment, Warkentien moved seconds ~tesignation of by Strandquist that Council accept _Robert C. Blomberg's Robert Blomberg: resignation from the Board of Health. Ayes: ,All. Nays: None. Motion was carried. Billst Strandquist moved, seconded by Warkentien that the following bills be paid.
