Councilman Stone arrived at 8:15 P.M. Also present were Treasurer £llsen and ~;ngineer Lemberg. Mrs. Leonard Harkness represented the League of Women Voters. Thomas Reiff was present to observe as part of World Affairs Class at Alexander Ramsey High School. - Minutest Black moved, seconded by Ecklund that the minutes of the meeting of February 8, 1968 be approvt:d. Ayes: All. Nays: None. Motion was carried. Correspondences - College of Medical Letter dated February 1, from the University of Miruzeso to Sciences Dogst College of Medical Sciences, Research Anirna7. Hospital _ enclosed survey form of pound facilities :'or munici- palities. This is in connection with law making unredeemed pound dogs and cats available 'to any state supported institution for scientific research. N. S. P. Company - Letter dated February 16 from J. F. OuPens, Vice Preside nt Nuclear Plant and Manager of NSP Company advised that sx~ecial meeting Monticellot had been called for the purpose'of presenting all the _ information possible about the effect the NSP Nuclear Plant at Monticello, Minnesota will have on the environment, Ecklund stated he was in attendance and will furnish the council with copy of the record of proceee.ings at the meeting. ' N. S. P. Company Letter from NSP Co. dated February 19 stated that Gas Rates: present temporary reduction in gas rates is being extended. Falcon Heights State Letter dated February 13 from George R. Janssen, Vice ~~_ `_ President Falcon Heights State Bank, in part thanked . Village Council for again designating that bank as depository for the Village. Falcon Heights State Another letter from George R. Janssen dated February 13 Bank= was regarding time limit parking in front of ..the Falcon Time Limit Heights State Bank. Black moved, seconded by Warkentien Parkingt that Clerk be authorised to direct communication to . Mr. Janssen advising that this is a matter strictly within the province of the County of Ramsey and that he contact the County Engineer. Ayes: All. Nays; aVone. Motion was carried. Suburban Neswspaperss Letter dated, February 12 from Suburban Newspapers, Inc. _ stated in part that some changes in office locations were being made, and all copy of legal pub:Lication should - be sen ~ to their Hopkins office until neu+r :Locations are finalized. 2674 Minnesota Department Letter dated February 9 from John H. Swanberg, of Highways: Acting Commissioner of Minnesota Department of Highways .concerned 1968-72 Highway Construction Program Cutbacks in Federal Aid Allotments and the necessary re-programming of work scheduled for the year 1968. Symposium on Invitation was extended from Metropolitan Section Transportation in of the League of Minn. Municipalities and Metropolitan the Metropolitan Areas Inter-bounty Council to Symposium on Transportation in the Metropolitan Area on Thursday evening, February 29, 1968. Henry Kristal of Planning Comm. Embers and Mr. and.Mrs. Robert Weber of Weberis Cottage Denies requestt Inn (1708 North Snelling Avenue) were present-at the meeting. The Planning Commission recommended that variance be denied inasmuch as variance is not in harmony with the general purpose and intent of the ordinance and comprehensive plan of the Village of Falcon Heights and the proposed variance would have an adverse effect on the welfare of the business community because of the ~crowding~ appearance. Variance Request Black stated that Henry Kristal has withdrawn the Withdrawns request of Embers System to erect the advertising sign board. Engineerts Report - Dick Turner of Bonestroo, Rosene, Anderlik and Assoc., lnc. advised council that the City of Saint Paul has Sewer Ratesa not yet passed the ordinance pertaining to Sewer Rates. Turner could see no reason for Village Council to postpone action with regard to proposed rate schedule. Lengthy discussion was held regarding proposed rate structure, and new rate schedules for sanitary sewer rental charges. In drafting the necessary ordinance to adjust the rates for sewage service, it is the consensus of the Village Council that the minimum charge for single family dwellings be fined at X6.00, ~l~.00 pharge per family unit for multiple family dwellingss and a ~~.~ ~ ~ ~ 2675 1 Engineers Reports for industrial and commercial users the minimum charge shall be fixed at X6.00 flat rate :for 5/8~~, 3/~.~t, ln, and l~ meters,. X9.00 for 12 { a:ud 2~t r meters,_and X18.00 for 3~+ meters. The_ra-tes for Sewer Rates usage in excess of minirmuns be fixed at .~?0 per thousand (continued) gallons over the minimum to .15 per thousand gallons over 1.0 million gallons. Also that nurseries and green- houses shall be considered as single fami:Ly units and that commercial users with private wells or private water systems, shall be required to provide a metering device suitable to the village engineer so that proper sewage rental can be charged. Stone moved, seconded by Strandquist that sewer rental rates be established as outlined in preceding paragraph. Upon a vote being taken, the following voted in favor of same; Warkentien, Stone, Black and Ecklund and Strandquist, and the following voted against sames None. Whereupon said motion was declared duly passed and adopted. - LJ 1 Dick. Turner then revie~ared portions of written proposed Unmetered agreement with Saint Paul and as pertains to unmetered sewages portion of village sewage flow, he stated that 300 . gallons per day for homes and 200 gallons per day ' per apartment unit is estimated discharge flow, and charges are to be made accordingly. He stated further that with regard to property along Cleveland Avenue, it ,appears that St. Paul. (in proposed agreement) has eliminated the University ~>roperty from Sewer in area of the Village sewer system. Ecklund moved, seconded by Cleveland Avenue Black that the village engineer be author3.zed to write from Larpenteur the University of Minnesota to find out if' they intend to R.oselawnt to use the sanitary sewer which is presently extended to approximately 700 feet east of Clevelar,.d Avenue on Larpenteur Avenue, and also as to future c.evelopment plans adjacent to Larpenteur and Roselawn directly east of Cleveland Avenue. Inquiry shall also be directed to Saint Paul as to the intent of contract or agreement as ' written and what provisions, if any, are included for sewer service in this area, Discussion was held regarding over-payment to Sa3.nt Paul and the credit due Falcon Heights, and it_,was Over-payment to recalled that council had agreed it best to take the Saint Paul and credit due and app~.y it to the front end of St. Paul Credit due to contract, thereby reducing future payments by whatever Falcon Heights: overpayments have been and cut amount down on future payments accordingly. Turner will write a supplemental report about this reduction and the technical points regarding contemplated higher costs, etc. Street Light Fixtures Stone moved, seconded by Black that the two existing to be Relocated; fluorescent fixtures at Arona Street and Larpenteur _ Avenue be relocated and placed at the existing pole locations on the east service lane of Snelling Avenue an~t~hef Larpenteur Avenue brtween the Gulf Oi1.Station apartments. In addition ~.~~ on~~ 100 Wat+ 2676 One Light Fixture mercury vapor light fixture on the west service to be installed lane at the intersection of Hoyt and Snelling Hoyt and Snelling Avenues. Ayers Warkentien,.Strandquist~ Stone Avenues: and Black., Nays:...,. None. Abstention: Ecklund. Motion was carried. Evergreen Tree Engineer Lemberg will contact Ramsey County regarding 1436 W. Roselav:ns the evergreen tree at 1l~~6 W. Roselawn Avenue which _ obstructs view of motorists and which is on County right-of~ray. Councilmen agreed that when tree is removed it should be replaced with another smaller evergreen. Olivetti-Underwood Strandquist moved seconded by Stone that authorization Calculator be given to purchase the Olivetti-Underwood Calculator Purchased: from Midway Typewriter Exchange for a gross price of X395.00 less $75.00 for trade-in on adding machine or a net price of X320.00. Ayes: Warkentien, Strandquist~ Stoney Black and Ecklund. Nays: None. Motion was carried, Lees Billiard Ecklund moved°seconded by Black that Clerk direct ' Lounge -153l~ West communications with copy to Sheriffs Departments to Larpenteur Avenue Lee's Billiard Lounge notifying them that the closing Hours for Closing: hour for the lounge has been set for 1:00 A.M. based on _ permit originally issued for this operation. Ayers All. Nays: None. Motion was carried. Fire Department Ecklund reviewed. expenditures of X150.00 the Fire Department has made, which is amount received from the Fair Week standby services,, and is included in Chief is report of September 1~, 1967. Review of two fire reports was made. Police Departments Ecklund received notice of series of meetings from State of Minnesota officials regarding highway death rate and other recent developments in highway safety. Venetian Blinds Ecklund moved, seconded by Warkentien that the venetian Disposal:. blinds that were formerly used in the ante-room and the _ kitchen be disposed of in a suitable manner. Ayes: All. Nays: None. Motion was carried. State Fair Car Wash 'Black moved, seconded by Warkentien that the Clerk be Sewer rental charges authorized to discuss past due sever rental charge in due: amount of $100.79 with the State Fair Car Wash and at his awn discretion refer the matter to the. village attorney.
