Mayor Warkentien arrived at 7x30 P.M. Also present were Treasurer Olsen, Attorney Seed, and Engineer Lemberg. Minutes ffiack moved, seconded by Strandquist that the minutes of the meeting of May 9, 1968 be approved. Ayes! All. Nays: None. Motion was carried. Street Maintenance and Ecklund moved, seconded by Strandquist that the following Seal Coat Project 1968s resolution be adopteds Bids WHERF~tS, pursuant to an advertisement for bids for the Village Street Maintenance and Seal Coat Project 1968 which involves all Village streets north of Larpenteur Avenue and west of Snelling Avenue and other streets paved in~1967, namely Sheldon Streets and a small portion of Arona Street, bids were received and opened on May 22, 1968, tabulated according to law, and the following bids were received complying with the advertisements 1 Allied Blacktop Bituminous Roadways Armor. Coat Company and WHEREAS, it appears that Armor Coat Company - of St. Paul, Minnesota is the lowest responsible bidder, ~ 6,L~01.00 ~10a 7~.1~.00 ~ 6,276.50 NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL of Falcon Heights, Minnesotan 1. The Mayor and Clerk are hereby authorized and directed to enter into the aforesaid contract with Armor Coat Company, in the name of the Village of Falcon Heights for the Village Street Maintenance and Seal Coat Project according to the plans and specifications therefor approved by the Village Council and on file in the office of the Village Clerk. 1 2. The Village Clerk is hereby authorized and directed to return forthwith to all bidders the deposit made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. Upon a vote being taken, the following for same= Warkentien, Strandquist, Black, Ecklund and Stone and the folloari.ng voted against same: None. l~hereupon said resolution was declared passed and adopted. Lane Striping of Larpenteur Ecklund moved, seconded by Strandquist that letter be Avenues addressed to Deane Anklan requesting lane striping on Larpenteur Avenue within ten days. 2 72l~ State Fair Car Mr. Gerring was present and submitted plot plan for re- wash Remodeling modeling of State Fair Car Wash, 1693 North Snelling Avenue. Approveds He stated he wants to lease„the car wash, and would appreciate council approval of Phillips Petroleum Company plan drawn May 16, 1968. The type of operation he proposes is completely automated car washing which is done with drivers remaining in the car. Plot plan and method of operations were discussed. Black moved, seconded by Warkentien that the village council approve the proposed changes as per above-mentioned drawing for the State Fair Car Wash, subject to review and approval of the final plans by Engineer Lemberg. Ratification of action Stone moved, seconded by Strandquist that the Village taken on variance request council at this time ratify the action taken in the for garage at 1l~36 West alley on May 9, 1968, in approving the application California Avenues _ for variance permit for William E. Swenson, 1t~36 West California Avenue for location of the garage. Ayess A11.. Nayst_ None. Motion was carried. Ratification of action Stone moved, seconded by Warkentien that the action taken taken in approving and on May 9, 1968 to pay the bills, be ratified at this t3.me paying bills May 9, by the Village Council. Ayes Warkentien, Strandquist, 1968: Black, Ecklund and Stone... Nays=_ None. Motion was carried. Communicationsa Water Department of Letter of May 21, 1968 from Clifford W. Hamblin, General Saint Paul -Building Manager of Saint Paul Water Department advised in part Permits issued by that red tag has been placed.on two homes under Falcon Heights construction on Sheldon Street because building blue- prints were not marked t~accepted" by the Engineering Division of the Water Department. Letter also stated that proper procedure was not follanred as the plumbing portion has been started by individuals not licensed to do this work. Tk~is letter and letter of November 16, 1967 from the Water Department were referred to Attorney Seed. Highway Department - Letter dated May 21, 1968 from John J. Harbinson, Chief Protective Headgear Minnesota Highway Patrol enclosed copy of Minnesota Motorcycle Riders= ~ Standards for Protective Headgear to be worn by Motor- cycle Riders. Ramsey County Law Ramsey County Law Enforcement Bulletin for all contract Enforcement Bulletin villages for the month of April was reviewed. April= State Archives Commission Letter from the State Archives Commission was in answer Destruction of Reco rdsa to:Village Clerks request to destroy certain records. Resolution of Board of Copy of Resolution No. 9-9203 of Ramsey County Commissioners, Cou~aty Commission - dated May 20, 1968, was regarding Office of Economic Office of Economic Opportunity recognition to Community Action Agency. Opportunity Recognitions Letter from Sigurd Bertelsen, Postmaster, advised that U. S. Post Office Post Office Department is anxious to give any assistance Voter Registration ppossible on voter registration or voter registration Assistances 3.nformation. 2725 Julia Lindig~s Estate Attorney Seed stated that Welfare Department x.870 West Roselawn plans to foreclose on the property known as Possible Park Areas Julia Lindig~s Estate, whose home. was located _ - at 1870 West-Roselawn before her death. Discussion regarding possible purchase by the Village of Falcon ' Heights was held. Council members agreed that appraisal of of property is feasible. __ " North Suburban Lions Nick Labalestra and Floyd Matthey of the North Club Donation to Suburban Lions Club presented Mrs. Harry Foreman Recrsation'Dept.s and Kent Olson of the Village Recreational Advisory ' Committee with check in the amount of $200.00, which is donation to help defray expenses of a project to ' be undertaken by the West Falcon Heights Playground Association. Said project includes building a warming house or shelter on skids, which could be relocated, if necessary. Plot Plan for two Black moved, seconded by Stone that Engineer Lemberg tennis courts on submit to the council at its next meeting a plot School Propertys plan showing two tennis courts placed on a desirable corner of the Falcon Heights Elementary School property. After review of plot plan, council will request that same be placed on the agenda of next School Board meeting for consideration. Ayes: All. Nays= None. .Motion was carried.
