Also-.,present were Attorney Seed, Engineer Lemberg, and Treasurer Olsen. (Councilman Ecklund left before meeting ad3ourned.) Minutes: Licenses Granted= Gasoline Filling Stations Cigarettes: Stone moved, seconded by Black that the minutes of the meeting of June 11, 1968 be approved with the foll- orwing corrections: Fifth page of line 5 -first paragraph insert-the words which sign is.t~ Eighth page, last line of 7th paragraph -chang® ~~thirtya to ~~tgro.". Ninth page, item 2 -after words ~~said variance permit„ insert the words nsub~ect to a recommendation of the Planning Commission that said variance request be approved. Ayes: A11. Nays: None. Motion was carried. Having met the requirements, Ecklund moved, seconded by Stone that the following be granted Licenses to Operate a Gasoline Filling Station. Ayes: All. Nays: None. Post Office stating Res Firearms that the.Chief of Police will be notified when firearms are delivered to patrons by postal employees. Ramsey County Road - Letter was read from the County Engineer of Ramsey Programs - County enclosing map showing proposed county road maintenance and construction projects within Falcon --Heights. Letter was referred to Engineer Lemberg. State of Minnesota.- A letter was read from State of Minnesota Department Highway Construction - _of Highway Construction confirming a meeting date for Meetings June 25~ 1968. (This meeting has since been cancelled _ by the d partment~ as was a previously scheduled , meeting. Northern States Power Letter from N. S. P. Company was read advising that a C©.t 7000 lumen overhead mercuxy vapor street light was _ installed June 1, 1968 on Asbury between Crawford and Garden. Lights Out: Councilman-Ecklund reported that lights are out at Hoyt aril Snelling and on the service lane on Snelling .between Hoyt and California. Department of Human A letter from the Dept. of Human Rights was read Rights - Rumor Controls announcing the official establishment of a Central Rumor Control Center for the State of Minnesota beginning July 1~ 1968• 2739 1 1 Ramsey County A bulletin from the Ramsey County Sheriff showed Sheriff Bulletins that for the month of May 5,169 miles were patroLl.ed in Falcon Heights and 27 tickets issued. Application for An application from John Bureau was received far Rezoning -also rezoning and gariance on southeast corner of Larpenteur Variance Application and Fairvi~r. HEARING Sidewalk The Hearing was opened for consideration of construction Improvement - of sidewalk improvements on the south side of Larpenteur Larpenteur and Iowa Avenue between the West line of Snelling and the East Avenues -Improvement line of Fairview Avenue (pro3ected), and both sid®s of 1968-1s Iowa Avenues between the West line, of Hamline and the East line of Arena. The total estimated cost is ~?~.~ _ per foot or $18~1a.23.00. Mr. Peterson Who would pay for the assessment for approximately 200 1750 W. Larpenteurs feet of University property? Also would arty trees have .. to come out? Answer -General fund would pay until the assessment is paid for by the University. About trees - no one was sure. Mr, Lee, 173? Fry Street questioned the need for side- walks and asked if they would be laid on public rightf- of~ray. Answer was iyes.T Mr, Frost, 1710 Fry Street would appreciate a side~ralk as would Mando Photos Grain Terminal and others. Mr. Lee then suggested an easement in private property for sidewalk so that ai~rone using the sidewalk would not be splashed by passing cars. Engineer Lemberg said this could not be done. L~~ Mr. Craighead 1365 Iowa Avenues asked if sidewalk in front of his home would be replaced. Bdr. Alexander 1375 West Iowa, Mr. Seebeck, 1381 W. Iowa,_Mr. Fry 1457 W. Iowa, Mr. Majerus, 1427 w. Iowa, ~. Kotilinek~ 1453 West Iowa, Mrs. Heck, 1382 W. Iowa and Mr. Peterman 1407 V1est Iowa do not want new sidewalks. Mr. Tein 1395 West Iowa asked what portions of Iowa need repair. Bob Kellin, 1513 West Iowa asked. how assessments would be paid. Phil Stockers also speaking for Henry Ernst, 1463 W. Iowa would approve new sidewalks. .Engineer answered he would check each sidewalk and that assessments wi3.1 be placed. on five year basis at 6~ interest. Council is of opinion that sidewalk improve- ments are expedient, advisable and necessary. 2 7~0 Stone moved, seconded by Strandquist that planning for sidewalks on Larpenteur Avenue and Iowa Avenue proceed and that the Village Engineer provide the necessary plans and specifications and that clerk be directed to advertise for bids. Ayes: Warkentien, Strandquist, Ecklund, Black and Stone. Nayss None. Motion was carried.. Traffic Ticket - A letter from Sharon E. Larson, l~011 Dupont Avenue South, Sharon E. Larson: Minneapolis was read in which she complainedabout receiving a ticket for an infraction she did not commit and also accusing the arresting officer of being very rude. It was agreed that a letter should be written to the party explaining that we have Ramsey County Sheriff as patrolman and that her letter will be referred there. Barbara Black: The Clerk reported that Barbara Black of the Mayoras Office said there will be a meeting June 29 from 8x45 to 12x30 at St. Paul Arts and Science Building. Requirements for A letter was read from Douglas M. Head, attorney general, Peace Officers: .enclosing recommended standards for recruitment of peace officers. Parks Plan for A letter was read from Bernard L. Edmonds, Superintendent County: of Parks, asking that a meeting. be set for July 16 at 7x30 P.M. in the Village Hall. A questionnaire was enclosed, A letter will. be written to Ate. Edmonds saying that a small representation from the Recreation Advisory Committee would attend meeting. Eugene V. Avery - Letter was read from Eugene V. Avery enclosing four Sewer Agreements copies of Sewer Service Agreement between the City of Saint Paul and the Village of Falcon Heights. Proposed Car Wash ~ Black introduced the following resolution and moved its 1350 West Larpenteur adoptions Falcon 031 Companys WHEREAS, the Council has reviewed the matter set forth in the resolution pertaining to the request fora conditional use permit by Falcon Oil Company 1350 West Larpenteur Avenue, as contained in the minutes of the , regular meeting of June 11, 1968 and has further considered and explored the findings set forth in said resolution N~f, THEREFORE, BE IT RESOLVED By the Council of the Vi.11 age. of Falcon Heights that.. said Council approves and confirms all actions and findings taken pursuant to said resolution of June 11~ 1968. 3tption was duly seconded by Stone and upon a vote being taken the following voted for sames Warkentien~ Stone, Black and Strandquist and the following voted against sames None. Whereupon said resolution was declared passed and adopted. (Ecklund left before vote was taken.) 2 Committee on Human Committee on Human Rights held meeting on June 25, Rights 1968. No action taken. Application for Variance - 1503-~ An application for variance was received from Roger Brown 1503-~ West Larpenteur Avenue He d t , : . propose o West Larpenteur: build a double garage 20 x ~!~ on his lot on the north side of Larpenteur and also wishes to raze old one. Black moved that his request be granted sub~eet to approval of Planning Commission and provided the new structure is no closer to the alley than the old one. Motion was seconded by Stone and passed unanimously. Proposed Increase Black moved that the following resolution be passed: in Gas Rates: Ramsey County suburban communities are authorizing a study in connection with the proposed increase in gas rates. Such study is to be; authorized after forth®r _ consideration and the cost to be apportioned on a population basis but not to exc®ed ~b00 as the share by Falcon Heights. This assumes that the majority of Ramsey County communities will participate. Motion was duly seconded by Stone. Upon a vote being taken, the motion was passed unanimously. Tree Plantings A motion was made by Warkentien and seconded by Black to request the village attorney to prepare an amendment ' to Ordinance 59 specifying that no trees will be permitted on voulevards along new streets or on older streets which do not now have boulevard streets. Arty trees planted on private property must be no closer than five feet from front property line. Resolution was approved unanimously. Motion was carried. Spiegler Request for Relative to the request of Mr. Spiegler, he will be ono parking 20 fast' reminded that he promised to install a light at the signs turn aroundt recently installed. Until then no action will be taken on installing ono parking 20 feet sign. (see minutes of April 25, 1968) 2 Heni^~r Dachtera Warkentien moved seconded by Black, that Henry Appointed Dachtera be appointed Civil Defense Director Civil Defense effective July 1, 19b$ for the remainder of the Directors year replacing Paul Loomis who is leaving the Village and has turned in his resignation effective July 1, 1968.
