Absent: Clerk Strandquist (who is recuperating from a heart attack) and Councilman Black. Also present were Attorney Seed and Engineer Lemberg. (who was on vacation) Roger Gratiot from the St. Paul Dispatch and Pioneer Press was present. Minutes Stone moved, seconded by Ecklund that the minutes of the meeting of June 27 be approved as corrected. Ayess All. ~ Nayss None. Motion was carried. Ed Salverda - Ed Salverda was present to answer questions regarding Re: Electrical electrical inspections. He advised. that under the present Inspections: system, the Falcon Heights electrical inspector is appointed by the State Board of Electricity and the Village receives no percentage.. of permit fees. If the Village Council is of the opinion it would be feasible to adopt an ordinance similar to Roseville~s ordinance, this village would receive a certain amount or about 20~ of the total amount of each permit issued. Warkentien moved, seconded by Stone that the Village attorney be authorized to take the necessary steps to enable the Village of Falcon Heights to appoint its own electrical inspector using the state fee schedule and the state certificates. Ayes: All. Nays: None. Motion wad carried. , Striping of Mr. Salverda, as county commissioner, was asked to see ' Lanes -Larpenteur what he could do to speed up striping the lanes on Avenues.. Larpenteur Avenue from Fry Street to Albert Street. Village Clerk's Stone moved, seconded by Warkentien that the following Duties to be resolution be adopted: discharged by deputy clerks BE TT RESOLVED that the Deputy Clerk, Matina G. . Vavoulis, is hereby authorized and directed to discharge a17. duties of the Village Clerk, Herbert H. Si;randquis~t, including but not limited to signing all Village of Falcon Heights warrants, except the duty of serving as a voting member of the Village Council, until the Village Clerk is physically capable of resuming his duties. Upon a vote being taken, the following voted in favor of same s ~4'~arkentien, Stone and Eck7.und and the following voted against same: None. Whereupon said resolution was declared passed and adopted. Al Helbig - Fire Fire Chief Al Helbig presented requisition for 75 feet of Chiefs hose for use in watering the grass around the village hall. Requisition for Ecklund moved, seconded by 1arkentien that 75 feet length of garde3~~hoses 5~8~~ garden hose of good quality rubber be purchased. Ayess Warkentien, Stone, Ecklund. Nayss None. Motion carried. Fire reports: Fire reports were reviewed. Fire Department inspection reports of Stellians Appliance Store and Jurgensonis agar tr- ment building at 1707 Tatum Street were reviewed. ~~ 2 744 Fire Dept. (continued) Brush pile. 1870 West Roselawn: Ecklund suggested that the Fire Department burn at the brush pile located on the property at 1870 West Roselawn Avenue. Maintenance Department Ken Quarn Report: Trees Roof of Village Ha11: Weeds: Kenneth Quarn, maintenance department, was present and advised that he had made inspection of village trees with a technician from the Minnesota Department of Agriculture. Technician suggested that trees located on boulevards at 1365 California and 1364 California Avenue be removed. Stone moved, seconded by Ecklund that these two trees be placed on list of trees authorized for removal at sole future date. Ayes: A1.1. Nays: None. Motion carried. Quarn and Engineer Lemberg were instructed to make survey of all trees and make report to the council. It was stated that the roof of the village hall needs repairs. Quarn advised that weed notices as required have been sent and with the exception of two lots, it appears that all property owners have complied with the law. Arthur Jorgenson After discussion Warkentien moved that the application of Variance Requests- Arth~zr Jorgenson for a conditional use permit to build an 180 Vilest Larpenteur apartment building consisting of eighteen units be Proposed Apartment referred to the Planning Commission for study and Building -Conditional recommendation. Further that two variances referring Use Request: to (1) Six parking spaces be approved at width of 811"...instead of required 9' width, and (2) land area of 25,823 square feet instead of 27,000 square feet as required, be referred to the Planning Commission. Motion was seconded by Stone and upon a vote being taken, the following was recorded: .Ayes: All. Nays: None. Motion was carried. Order was originally set for August 12, 1968 and reset to September 16, 1968 at 9100 a.m. Dutch Elm Disease Letter from Vernon Hoysler, McLeod County Agricultural Survey: Agent advised of survey with Department of Horticulture at the University of Minn. on .Dutch Elm disease and on the use of container grown plants. Survey form was enclosed and request to complete same was made.
