Meeting of August 29, 1968
The meeting was called to ..order at 7s00 P.M. with the following members
Present: Mayor Warkentien, Councilmen Stone, Black and Ecklund. Absents
Clerk Strandquist. Also present were Treasurer Olsen, Attorney Seed and
Engineer Lemberg.
Minotess Ecklund moved, seconded by Warkentien that the minutes
of the meeting of August 15, 1968 be corrected to show
the followings
Warkentien s~ntroduced the following resolution and moved
its adoptions
VoHEREAS, the Village Council of the Village of
Falcon Heights has heretofore held a public hearing on
proposed sidewalk improvements of 1968, has determined
that said improvements are advisable, expedient and
necessary, and has ordered the same to be made; and
WHEREAS, the Village Council of the Village of
Falcon Heights has also heretofore ordered that final
plans and specifications for said improvements b®
prepared. by the Village Engineer and that upon approval
of said plans and specifications advertisement for bids
for construction of said improvements be prepared and
inserted in the official newspaper and in the Construction
Bulletin in accordance with laws
NO~P, THE~,EF'ORE BE IT RESOLVED BY the Village Counc it
of Falcon Heights, Minnesota that such plans and
specifications, a copy of which are attached hereto and
made a part hereof, are hereby approved and ordered
placed on file in the office of the Village Clerk and
that all actions heretofore taken in connection with said
improvements, are hereby ratified and approved.
Motion for adoption of foregoing resolution was duly
seconded by Black and upon a vote being taken the following
voted for sames Warkentien, Black, Ecklund and Stone and
the following voted against same: None. Whereupon said
resolution was duly declared passed and adopted.
Motion to correct the minutes of August 15, 1968 was voted
_ upon as follows Ayess All. Nayss None. Motion was
_ carried.
Correspondences Letter from Thomas Kelley, County Auditor, and material
_ Aids in regarding Aids in Municipal Budgeting was received.

Copies of advertisement for Bids for Sidewalk Improvement
Imp. 68 1 68-1 addressed to Construction Bulletin and Sun Newspapers
Sidewalk from Bonestroo, Rosene, Anderlik & Assoc. ware reviewed.

Letter from R. L. Vannelli, Sfipervisor Municipal Services,
advised that one 7000 lumen overhead street light was
installed between 1l~8J~ and 1188 West Iowa Avenue.

Hamline Avenue Roseville Village Manager Richard Turnlund and
Water Fain: Public Works Engineer Sherman Goldberg were present
to discuss possibility of a point venture on
enlarging watermain on Hamline Avenue betv~een
Larpenteur and Garden Avenues. Engineer Lemberg
advised estimated cost is X6,500. Councilmen
reviexed past transactions between St. Paul Water
Department and Falcon Heights. It was opinion of
councilmen and Roseville representatives that a
point venture between the two villages would be
feasible. Turnlund's opinion was that the two
villages could enter into a contract and each pay
one half of the cost and Falcon Heights would
construct the main. It was suggested that the main
be installed on the Falcon Heights side of the street
and when .the present 3" galvanized main is no longer
operable, the residents would be able to hook onto
the new main.
Richard Turnlund and Engineer Lemberg will make
arrangements to meet with the St. Paul Water Dept.
regarding the above before proceeding with plans
for installation of sam®.
Investments to Falcon Warkentien moved, seconded by Black that file Village
Heights State Bank: Treasurer be authorized to handle investment of
village funds through the Falcon Heights State Bank
in lieu of through the First National Bank of St.
Paul. This mainly is for the convenience of the
village treasurer. Ayes: All. Nays: None. Motion
was carried.
Sinking Funds to be Ecklund moved, seconded by Stone that the Village
Consolidated into one Treasurer be authorized to consolidate the six sinking
Accounts fund accounts into one account, i.e., the follrnving
sinking fund accounts shall be combined and made one
whole account:

None. Whereupon the resolution was declared passed.

Civil Defense Files Upon request of Civil Defense Director Dachtera,
to Dachtera's Home: Warkentien moved, seconded by Stone that Dachtera
be authorized to place the Civil Defense files (Wort
in the office of the Fire Department) in his home
for easier access. Ayes: .All. Nays: None.
Motion xas carried.
Sewer Installer's Having met the requirements, it was moved by Warkentien
Licenses and seconded by Black that C. Omar Leagu®, 887 East
Orange Avenue, St. Paul be granted Sewer Installer's
License to expire June 30, 199. Ayes: All. Nays:
None. Motion xas carried. _
Fire Departments Ecklund moved, seconded by Black that the application

Employment - California be granted upon condition that applicant
Volunteer fixemana is found to be in good health after a physical
examination and also subject to the six month
probation period. Ayers A11.. Nays: None. Motion
xas carried.
Funding of FDR~s Council discussed nex legislation and its effect on
the funding of the Fire Department Relief Association.
.Action regarding actuarial survey and also new legis-
lation xas tabled until more information is received.
Possibility of Ecklund stated he met xith Fire Department Relief
changing to strictly Association Board last reek to discuss possibility
volunteer dept. of operating the Fire Depart~aent on a strictly
volunteer basis. He stated that the Association,
at its next meetings plans to discuss certain
proposals regarding this matter.
Street Maintenance and Inasmuch as Village Engineer Lemberg has ~ proved and
Seal Coat ..recommended for payment Contractor's Estimate No. 1

Project 68-1' Stone moved, seconded by Black that the
Village Council approve payment of $6,840.98 xhich is
__ amount due Armor Coat Company Inca Ayes: Warkentien,
Stoney ID.ack and Ecklund. Nays: None. Motion xas
carried.
Surer Rates - City of Attorney Seed advised that the City of St. Paul
Saint Paul: Resolution #239766 adopting sewer rental charges as
recommended. by its Technical Committee effective
January l~ 1969 does not affect the Agreement recently
signed between Falc~n~~nd Saint Paul.

Roselarim Avenue- Copy of letter of June 11, 1968 addressed to Eugene
Cleveland Avenue Area Avery, Chief Engineer., Department of Public Works,
Sewer Facilities St. Paul from Toltz, King, Duvall, Anderson and
Associates, Inc., Engineers and Architects, xas
regarding enlarging of the sewer service area fir this
village by approximately 63aeres to accommodate future
use by the University of Mirmesota for married student
housing. Councilmen agreed that the time to amend the
Sewer Agreement to reflect the Roselaxn-Cleveland
Avenues area sewer should be xhen the IIniversit3r
actually finalizes plans for the area.

Sewer Rental City Attorney's Office, St. Paul. was inquiry regarding
Charges: Sewer Agreement and also surer rental charges.
Letter dated August 28, 1968 from Robert O'Connell

Easement from Independent Attorney Seed has now registered with the Office of
School District #623 - Register of Deeds Easement No. 1731051 which was made
WaterMain Improvement, the 30th day of June 1967 by and between Independent
Hamline Avenue - School District 623 arid. the Village of Falcon Heights.
Pro3ect 67-1t Easement is on-file in the office of the Village
Cle rk.
Easement from Falcon Heights Attorney has now registered with the Office of Register
Congregational Church of Deeds of Ramsey County Easement No. 1731050 which
N.E. Storm Server Imp. was .made the 31st day of May 1968 between the Board of
Project 66-1: Trustees of the Falcon Heights Congregational Church
and the Village of Falcon Heights. Easement shall be
placed on file in the Village Clerk's Office.
Restricted Parking on Ecklund moved, seconded by Black that the parking
Fry Street extended: restrictions on the west side of Fry Street be
extended to encompass the property at 1725 Fry
Street. Ayes= Warkentien, ffiack and Ecklund.
Nays: Stone. Motion was carried.
Bills: Ecklund moved, seconded by Black that the following
bills be paid. Ayers Warkentien, Black, Stone and
Ecklund. Nays: None. Motion was carried.
