May 2, 2022 Community Engagement Commission Joint Meeting Minutes Motion by LaDouceur for approval of minutes; approved, 5-0 E. AGENDA: 1. Spring Ahead Recap Commission Member Julie Ebbeson thought there was an excellent turnout for Spring Ahead and that the event went well. Commission Member Karen Cooley- Kistler asks if Spring Ahead can be held earlier in the spring? Commission Member Andrea LaDoucuer says giving tickets to residents could limit residents from taking more than one ice cream bar, so we don’t go over the budget again. Commission Member Ebbeson states that City needs better communication to get information about the event sooner. Commission Member Danny Locke says games/activities were a hit. 2. Ideas for Outreach Commission Members Ebbeson and LaDoucuer said targeting renters by door knocking and using the neighborhood liaisons would be effective. Commission Member Ebbeson stated that the City should look into using translation for City events. Commission Member Cooley-Kistler stated that Grove Park does not have enough picnic tables for community members to gather around. Commission Members Ebbeson and LaDoucuer stated that the City should start using the front yard of the city hall for events or the elementary school park. Commission Member LaDoucuer thinks that having an open house for residents to meet the city council and commissioners would be a great for creating a welcoming community and for residents to see their City Hall. Commission Member Ebbeson stated that mid-September to late October would be a good time to have this type of event. Commission Member Cooley-Kistler said the City could use the organization's cookie cart for the open house. Commission Member Laure Campbell said the City could create a google poll for residents to see what the City's concerns are facing. Commission Member Locke stated that at the Ice Cream Social Event, there should be COVID vaccine boosters there again, such as last year. Commission Member LaDoucuer expressed that the City has very few street lights and sidewalks in most neighborhoods. LaDoucuer recommends that the City looks into non-profits that give away reflectors or little lights for residents. Commission Member Cooley-Kistler says that the City should look into non-profits that give dog shoes to owners for the winter months. Commission Member Julie states that the Environmental Commission could put something together about not using salt but instead using other methods for ice that are less harmful to the environment. 3. Human Rights Day Planning Commission Member Ebbeson says that Humans Rights Day is December 10th, and there is no theme yet. Commission Member Cooley-Kistler states that there is a speaker from the Human Rights Institute that could speak for Human Rights Day. In addition, Ukrainian or Afghani refugees could be the theme or maybe something about wartime. Commission Member Ebbeson said a theme for Human Rights Day could be safety on guns. Commission Member Ebbeson says that at the next meeting, we could ask Mayor Randy Gustafson for a public safety speaker to speak on Human Rights Day. 4. Ice Cream Social Commission Member Cooley-Kistler said her husband would bring his camera to take pictures for the dog parade and the Ice Cream Social event. Commission Member Cooley-Kistler stated that there could be the cutest dog award. Commission Member Campbell said she would hand out ice cream to the residents. Commission Member Locke says to bring the lawn games from Spring Ahead. Commission Member LaDoucuer said the City could provide temporary tattoos for children and adults. Commission Member Cooley-Kistler said she and her husband would organize the dog parade with LaDoucuer's daughter. Commission Member Ebbeson stated that the City needs to set up a banner for Ice Cream Social in front of City Hall and should look into buying a new one. Commission Member Ebbeson thought the dog parade should be at 6 p.m. with a professional photographer (Commission Member Cooley-Kistler's husband). Commission Member Locke said that the shifts for handing out ice cream should be 30 min instead of an hour. 5. Communications Policy Draft Commission Member Ebbeson said that the Communications Policy Draft looks good, just that the City needs to add the Next-Door account to the Policy. 6. JUSTdeeds Commission Member Locke says to change the Human Rights Commission to the Community Engagement Commission in the Just Deeds Resolution. APPROVAL OF MINUTES: E. AGENDA: 1. Ice Cream Social Assistant to the City Administrator Pavek reviewed the Resource Fair directory, event task list, and park map for the Ice Cream Social (ICS). Mayor Gustafson asked if there is a small pool to be used for dogs to cool off. Vice Chair Campbell volunteered to bring a kiddie pool and to fill it up at the ICS. Chair Ebbesen would communicate to the dance school that the indoor bathrooms are closed and confirm the dancers were set to perform at 5:30 PM. During the performance the band would stop playing to mitigate distractions/additional noise. Commissioner LaDouceur asked if hand sanitizer will be provided at the ICS. Pavek confirmed that there will be one station, multiple bottles, and additional hand sanitizer provided in all port-a-potty units. Pavek inquired on how many hot dogs will be brought by Ramsey County Sheriff’s Office. Gustafson responded roughly 500+ hot dogs along with bagged chips, bottled water, and freeze pops which would be available to the public for free. The City decided to rent this year a tent due to liability and other safety concerns. Public Works would help with prep and set-up day of such as picking up ice cream from Bruce’s Foods, recycling/compost bins from the County, setting up tables/chairs, etc. Chair Bradbury asked if the games used at Curtiss Field for the spring event can be used at the ICS. Pavek agreed and will bring bubbles, chalk, and other miscellaneous games from the park building. Pavek stated that she had delay issues with obtaining a banner for the ICS but hoped to have it by the event day. Campbell asked if help/set-up would be needed before 5:00 PM. Pavek responded that a few people arriving there around 4:30 PM for set up would be great. The commission discussed porta-potty and hand washing station placement. Gustafson recommended a handwashing station next to the food. Commissioner Lindstrom recommended a handwashing station next to commonly touched surfaces. Gustafson stated that all porta-potties should be placed next to each other with a handwashing station nearby. He stated that one handwashing station should be by the building, and another next to the porta-potties. Commissioner Cooley-Kistler asked whether there were enough trash bins and bags for the event. LaDouceur recommended signage to explain different types of waste and what goes where to avoid confusion (ex. compost, recycle, trash). Lindstrom asked if the City had extra masks to handout. Pavek said she would check with the City Administrator to see if proper supplies were available. The City was planning for roughly 350 people to attend. 350 units of ice cream were ordered. Pavek mentioned that pictures of the dogs from the ICS dog parade should be posted on the website/social media. Cooley-Kistler wanted each dog parade attendee to provide their name, email, and if they want to be put on the website. Pavek confirmed that there will be one general commission table at the Resource Fair. F. INFORMATION/ANNOUNCEMENT G.
