Also present were Engineer Lemberg Attorney Seed and Treasurer Olsen. Minutes Stone moved, seconded. by Ecklund that the minutes of the meeting of August 29, 1968 be approved. Ayers 1117.. Nays; None. Motion was carried. Correspondence Hemline Avenue Letter dated September 11, 1968 from R. W. Turn7.und~ Watermains Village Manager of Roseville, was in regard to joint project for construction of watermain on Hemline Avenue. Included. in letter was request to connect.one home now under construction to the existing three inch main on Connection to Hemline Avenue. This home is being built for Delbert water requested Schmidt and is located at 1770 North Hemline Avenue or by Roseville Lot 71, Block 2, Gottfried Addition. Residents Ecklund moved, seconded by Stone that request be granted and that connection be made to the existing 6N main rather than the 3" main as mentioned in Turnlundts letter. Ayes: A11. Nays; None. Motion was carried. _ 1 1 Clerk was instructed~to address communication to Turnlund stating that connecting to the 6" main would necessitate angling of the service slightly to the north. Also, that it is understood that no other connection will be allowed to Hemline Avenue watermain until such ti me as agreement is .reached between Village of Falcon Heights and Roseville to install a 6" watermain where the 3" one now exists. Hemline Avenue Lemberg advised that he and Richard Turnlund, pursuant Watermains to authorization of council at meeting of August 29, met with engineers at the St. Paul Water Departm®nt. It was agreed that both sides of Hemline Avenue could hook up to a single main. St. Paul Engineer Clifford Hamblin advised that the, St. Paul Water Deprtment could not participate in costs to help replace the existing 3" main and that was not included in part of the villages .. maintenance fund. St. Paul does not have funds for this purpose. The City of St. Paul could install a new main or the Village of Falcon Heights could install it. If St. Paul did, the cost would be about X5.00 a front foot for ;both sides and Falcon Heights would be responsible for the street. Lemberg advised that the alternative would be to enter into a joint venture with Roseville, divide the cost, then St. Paul would not own any part of it, but they would inspect it as is the usual practice. Resolution Black introduced the following resolution and moved its Calling Public adoptions Bearing ®n Hemline Avenue WHEREtI~S, the Village Council deems it necessary and Watermain expedient that the Village of Falcon Heights, Minnesota Improvements 2 773 construct, in con3unction with the Village of Roseville Minnesota a six inch water main located on Hamline Avenue betwreen Larpenteur Avenue and Roselawn Avenues and _ WHEREAS the Council has been advised by the Village Engineer that the proposed improvement is feasible and should best be made as proposed, and the Village Engineer's report to this effect has heretofore been received by the Council, and WHEREAS, the statute provides that no such improvements shall be made until the Council shall have held a public hearing on such improvement following two publications in the official newspaper of a notice stating time and place of the hearing the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed. NOW, TIiEREF'ORE, BE ST RESOLVED by the Village Council of the Village of Falcon Heights, Minnesota: 1. A public hearing will be held in the Village of Falcon Heights, Minnesota in the Village Ha]1 nn the 17td1 day of October 1968 at 8x00 o~clock P.M, to consider said proposed improvement. 2. The Village Clerk is hereby authorized and directed to cause notice of said hearing to be given two publications in the official newspaper:... Said publications shall be one week apart and at least three days shall elapse bet~reen the last publication and the hearing. Not less than ten days before the hearing, the Clerk shall mail notice of the hearing to the owner of each parcel of land within the area to be assessed. Motion was duly seconded by Stone and upon a vote bejng taken the following voted in favor of sames Warkentien, Strandquist~ Black, Ecklund and Stone and the following voted against sames None. Motion was carr3.ed• Precinct No. ~t - Stone moved, seconded by Warkentien that the Village Election Equipments Clerk be auahorized to purchase an additional table for_use by election fudges at Precinct No. !t. Further moved that two directional signs designating location of polling place be purchased for Precinct No. 1~. Ayess Warkentien, Strandquist~ Stone, Ecklund and Black. Nayss None. Motion. was carried. Special Meeting Stone moved,. seconded by Warkentien that a special meeting _ Scheduleds be called for September 16, 1968 at 7s30 P.M. mainly for the purpose of preparing the 1969 budget. Ayess All. Nayss None. Motion was carried. Sale of Christmas Tim Carlin of 1756 Holton made inquiry as to whether or Trees= not he would be permitted to sell Christmas trees from his home. Council stated this is not allowed under Zoning Ordinance 64. 1 i Award of Contract for Sidewalk Improvement 1968 1 Larpenteur Ave. Iowa Avenues To ..Lieberg Construction: 2 77~. Stone introduced the follo~.ng resolution and moved 3.ts adoption: WHEREAS, pursuant to an advertisement for bids f®r the Iowa Avenue and Larpenteur Avenue Sidewalk Constructiai Project 68-1, bids were received and opened by the Village Engineer and Deputy Clerk at 10:00 A.M. on September 12, 1968, tabulated according to laws and the following bids were received complying with the advertisement: Victor Carlson $27,521~.1~0 Crown Sidewalk 21,013.90 Lieberg Construction 181598.00 Pederson Brothers 20,928.20 and WHEREAS, it appears that Lieberg Construction Company, Inc. 3092 Rice Street, St. Paul is the lowest responsible bidder, NC~IT, THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights Minnesota: 1. The Mayor and Clerk are hereby authorized and directed to enter into the aforesaid contract with Lieberg Construction Company, Inc. in the name of the Village of Faleon Heights for the Iowa Avenue and Larpenteur Avenue Sidewalk Construction Project 68 1 according to the plans and specifications therefor approved by the Village Council and on file in the office of the Vill""age Clerk• 2. The Village Clerk is hereby authorized and directed to return forthwith to all bidders the deposit s made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. ' Motion was duly seconded by Ecklund and upon a vote being fiaken, the following-voted in favor of same= ' Warkentien, Strandquist, Black, Ecklund and Stone and the following voted against same= None. Whereupon said resolution was declared passed and adopted, Licenses - Sewer Installers Having met the requirements, Strandquist moved, seconds d by Stone that Rose Plumbing Company be granted Sewer Installeris license. Ayes: All. Nayss None. Motion was carried. Master Gas Having met the requirements' Strandquist moved, seconded Installer= by Stone that Tony Johnson of_Twin City Gas Heat $ngineerirg Company, 3509 loth Avenue South, Minneapolis..be granted a Master Gas Ins taller~s License. Ayes: A11. Nays: None. Fire Dept. Relief Fire Department Relief Association Actuarial Survey was Association - again discussed and action is being withheld pending Actuarial Survey: attorneyts written report. Application fmr Ecklund moved, seconded by Black that application for Employment-Volunteer employment submitted by Michael Joseph Fangel, 171 7 Fire Departments North Fry Street be granted upon condition that applicant is found to be in good health after a physical examination and also subject to the six month probation period.
