MEETING OF SEPTEMBER 19, 1968 1 2776 The special meeting was called to order at 7:00 P.M, on September 19, 1968 with the following members present: Mayor Warkentien, Councilmen Black, Stone and Ecklund. Also present was Treasurer Olsen, Fire Chief Helbig, FD Treasurer Luey, Volunteer Fireman Renchin, Mrs. Berdie of the Planning Commi.s~ion, and Mrs. Dachtera. Fire Department: Mayor discussed Roseville and City of St. Paul contracts about Fire Protection. Black presented the following figures: Area Population Sleeper Budget New Brighton 17,200 None $23,856.00 Falcon Heights (with new contract) 33,000.00 North St. Paul 12,000 None 28,600.00 Maplewood 25,000 3 stations, None 35,000.00 per station White Bear Lake '} r' '' 38,000.00 Shoreview (contracts with Lake Johanna Fire Department) Roseville Has Sleeper # Has contract with three separate departments Black: All other departments use the telephone system. Luey: Get six monitors and use the telephone for the rest. Give the monitors to the day men. 1 Renchin: Disagree. The monitors are the best. They are faster and there is no storm disruption. Luey: Should have sleepers for a year or so. Stone and Black said that that was the Council's thinking. Renchin: Safety factor - No need to hurry if truck monitor reports no flame or heavy smoke, may only be investigating. Olsen: What size is the set? Renchin: Ecklund has specifications. (Norm review the spec.) Every Roseville man has a monitor. Black: Who gives the alarm? Renchin: Sheriff Dispatcher. Warkentien: Special phone installation necessary? Ecklund: Yes. We would have to contract for a period of time. The telephone bill would be about $1,800.00 a year for cline monitors. Life can reasonably be estimated at twenty years. 1 Black: Any chance of overloading Sheriff's Dispatcher? Renchin: Ramsey County has two frequencies - one especially for fire calls. Rose ville has four fm~uencies: 1) Ramsey County Sheriff Dispatcher, 2) To Station 1, 3) To Station 2, and !~) Truck to Truck. " Stone: What is Sheriff's charge? Renchin and Ecklund rep lies about $25.00. Renchin: FCC licensing already provided by Sheriff. Stone: Can we put in base radio unit in the future? Renchin: Yes, but present contemplated plan is for a single channel. Black: How marry men respond? 2777 Helbig: Last 11 calls averaged 9 men - including one paid man. Seed: Would new system cause more men to respond? Black: Yes, telephone call systems sometimes breaks off. Stone: Would you continue weekly drills? Helbig, Luey Yes. Luey: Would continue to need it even more. and Renchin: Mrs. Berdie: What about emergency calls? Warkentien: Would continue. Volunteers highly trained in first aid under Dachtera and Renchin. Sheriff Sheriff can't provide some services - such as resuscitator. Also, two men needed on some calls for stretcher bearers, etc. Ecklund: What changes in First Aid under new system? Helbig: Would suggest a rescue squad of about six men; they could rotate assignment. Black: Would not delay and in some cases it would speed-up service. Mrs. Berdie: Still do not understand budget figures. Black: Under present system, the 1969 Budget would be about $33,000.00. Ecklund reviewed proposed budget for Mrs. Berdie. Ecklund to Black: Any per capita figure? Black: New Brighton - $1.50, Still would be 2.50 per capita Now 5.00, Falcon Heights. Stone: Would be more than cutting it in half. Warkentien: We could serve a larger area. We did try to get more but Roseville Fire Department turned it down so as not to lose the•2~ for Fire Department Relief Fund. . • Black: Response on night calls? 2 778 Helbig: No problem there. Renchin & Luey: All Roseville sleeper does is start the truck, open the door and go to bed. The firemen do not see absolute need for sleeper. Luey: Radio would direct men directly to fire. Some now have to go to fire station to find out where to go. Renchin: Communications is aspect that will help. Stone: (To Renchin) Any objection to sleepers? Renchin: Procedure will be more important. Lue~C': Men will develop more responsibility. Mrs. Berdie: Can all volunteers drive? Helbig: All trained but do not have chaufeur's license. Renchin: Are chauffeur's licenses really necessary? Stone: (To Peter Seed) Please check this poa.nt. Black: On insura~.ce renewal, we can switch to Non-Owners Liability Policy which would insure individual ~ firemen without need of asking each fireman to provide his own insurance. Mrs. Berdie: How would new set up operate in daytime? Helbig & Luey: Will assign drivers for a period of time - day, week, etc. Warkentien: (To Mrs. Berdie) Citizens do not realize what a highly=trained volunteer department we do have. Stone: We have about 60 calls a year on the average. Black: White Bear per capita is $1.73. Stone to Seed: Did you find anymore on fire department relief levy? (Seed advised he had not) I'm using 1-2 mills. That will be ~5,572.l~2 = l2 mills. Black: Involves, Mrs. Berdie, in making our fire department relief fund actuarily sound. Helbig: Will try to cut down or eliminate widows' pension on non-duty death. TnTarkentien: Does law hamper at all? (Helli.~ advised no.) Seed: Would bind. 2779 Warkentien: Suggest Fire Department get together with Council and get something we can live with and re- submit it to the legislature. Luey: Great cost is widow's benefit. Can we change amortization to ~.0 instead of 20 years? Seed: Roseville has not set time for amoritization. Stone: The 20 against 1~0 kills us, Seed: Would recommend having legislature adopt Roseville legislation -Gives much greater flexibility. Black to Seed: Send Helbig copy of Roseville bill. Warkentien: Explained legislation on relief fund to ~Irs. Berdie. Blomberg Light: Discussed the light for Blomberg's block. Recreation Mtg: Black told Mrs. Berdie about the recreation meeting. Sidewalks: Warkentien mentioned possible sidewalk on north side of Garden. Split cost among Village, School District, County and possible assessments.
