MEETING OF OCTOBF~R. 10, 1968

The meeting was called to order at 7:00 P.M. with the following members present: Mayor
Warkentien, Councilmen Stone, Black and Eck land. Absent: Clerk Strandquist. Also
present were Attorney Seed, Engineer Lemberg axed Treasurer Olsen.
Minutes: Approval of minutes of meeting of September 26, 1968
was held in abeyance.
Application for Al Troyer of Custom Pools, 909 Excelsior Avenue E., Hopkins,
Swimming Pool Permit Minnesota was present with an application for pool permit to
1136 West Laxpenteur be buildt east of and adjacent to 1I~36 West Larpenteur Avenue
Avenue: for Harry R. Olson, owner. Variance was submitted to build the
swimming pool to within eleven feet of the rear lot line.
Black moved, seconded by Ecklund that variance, as per plan
submitted, be referred to the Planning Commission for its
recommendation. Ayes: All. Nays: None. Motion carried.
Outdoor Advertising After review, ;"4Black moved, seconded by Stone that application for
Sign - Hillman a sign on building at 1526 West Larpenteur for Hillman Piano
Piano and Organ - and Organ Store be approved subject to review and approval
1526 West Larpenteur: by the Village I~ngineer. Ayes: All. Nays: None. Motion
was carried.
Election Judges BlacT~ moved, seconded by Ecklund and unanimously passed that the
General Election following persons be appointed as election judges for the
November 5, 1968: General Election to be held November 5, 1968 and tYiat locations
as listed below be designated as official polling places.

Delinquent Sewer Stone introduced the following resolution and moved its
Rental Accounts adoption:

1. It is hereby determined that there are delino~uent
sewer rental charges against the propertieshereinai'ter set
forth, in the amounts set forth opposite the description of
such properties.

2. A special assessmentL- in the amount hereinafter set
forth is hereby levied against each of such tracts respectively,
3. The total amount of such special assessment, in each
case, shall be payable with the 1968 real estate taxes due and
pale during 1969.

of the assessment to the County Auditor to be extended on the
proper tax lists of the County and such assessments shall be

Resolution Reducing Stone introduced the following resolution and moved
Tax Levy - WaterMain its adoption:
Improvement 1963:
1n)HEREAS, in Section 6 of a resolution entitled.`~Resolution
Providing for the Issuance and Sale of ti^latermain and Sanitary
Sewer Improvement Bonds of 1963," adopted by the Village Council
of the Village of Falcon Heights, Minnesota on September 11, 1963,
there was levied upon all of the taxable property in the Village
a direct general ad valorem tax in the amount of X3,000 to be
spread upon the tax rolls and collected with and as apart of the
other general property taxes in said Village for the year 1968,
to provide moneys for the payment of principal and interest
on said bonds; and
1r7FIETi,EAS, under Section 1.75.61, Subd. 3 of the Minnesota
Statutes said tax levy is irrevocable unless there is on hand
an excess amount in the Sinking Fund and the fact and amount
thereof is certified to the County Auditor, in which case the
County Auditor shall reduce by the amount so certified the amount
otherwise to be included in the rolls next thereafter prepared;
and
ti}I-~EREAS, there is now on hand in the Watermain and Sanitary
Seiner Improvements of 1963 Fund an excess amount greater than
$3,000 and the Village Council deems it advisable to have this
fact certified to the County Auditor under Section x.75.61,
Subd. 3 of the 1~Iinnesota Status so that the County Auditor
will so reduce the tax levy heretofore made,
NOW THF~R.EFORE, BE IT RESOLVED BY THF~ VILLAGE COUNCIL
OF TH}~ VILLAGE of Falcon. Heights, M.irm.esota:
1. The Village Council hereby determines that there is
on hand in the lniatermain and Sanitary Sewer Improvements
of 1963 Fund, an excess amount greater than $3,000 and that the
$3,000 tax levy for the year 1968, made in Section 6 of the
resolution of the Council providing for the issuance and sale
of Watermain and Sanitary Sewer Improvement Bonds of 1963,
adopted on September 11, 1963, and thereafter certified to
the Rarisey County Auditor and entered in the Bond Register
of the Ramsey County Auditor on September 23, 1963, shall
be reduced by $3,000 and no amount thereof shall be included
by the County Auditor in the tax rolls prepared for the year 1969.
2. The Village Clerk is hereby directed to file a certified
copy of this resolution h~.th the County Auditor of Ramsey County
Minnesota toget}ier with such other information as he shall
require:'.
Motion was duly seconded by Warkentien and upon a vote
being taken, the following voted for same: Warkentien,
Ecklund, Black and Stone and the following voted against

Letter dated October 10, 1968 from Engineer Brad Lemberg
listed addresses of sewer services which were repaired during
September by t~osetotim Sanitation (Vally Hermes) . Action was
tabled until the next regular meeting of the Village Council.
Letter from Office of Secretary of Minnesotans for Safe
Ulater Supplies dated October 1968 was read.
Department of Public Letter over signature of Eugene Avery, Chief Engineer of
Works - City of St. Paul Department of Public lnrorks enclosed executed
St. Paul - Revised agreement with St. Paul perta fining to inter-connection
Sewer Rental Billings: of public sewers. He expects that revised billings of
sewer rental charges .vri1T be transmitted to the Village
within a few weeks.
Twin City Area Letter from Twin City Area Metropolitan Transit Commission
T~Zetropolitan Transit dated September 26, 1968 included proposals from S. A. Caria
Commission: to the Metropditan Transit Commission, on behalf of the
Twin City Lines, Inc. It stated that the elimination of
service to Stillwater, HarNTa,r and White Bear, in their
opinion, is a step backward and was signed by Dean Fenner,
Ramsey County Transit Commission, Bernard T. Holland, St.
Paul Transit Commission and Bruce G. Nawrocki, Ulashington
County Transit Commissioner.

Ramsey County Tod Kelley, County Auditor, attached directories of. county,
Directory: city, villages, town and school district officers to his
letter of September 27.
Village of Ro Seville Letter dated October 1, 1968 from Richard Turnlund,
Watermain on Hamline Village Manager, was regarding Hamline Avenue Watermain
Avenue between Larpenteur between Larpenteur and Garden Avenues. It advised in part that
and Garden Avenues: Roseville has initiated public hearing procedure on this matter.
Village Council's Proposal
to Reorganize Fire Dept - Discussion regarding the Village Council's proposal for
Citizens' views aired: reorganization of the Falcon Heights Fire Department began
with P4ayor lruarkentien stating that Councilman Ecklund would
present the proposal to the people. The Mayor asked that
discussion from citizens present be reserved until after the
full presentation and that each citizen would be limited to
speaking twice. Norman Ecl--,land was introduced as councilman
in cha,~geof public safety which includes police and fire
depa.2~-tment. He made presentation of proposal which is dated
October 3, and includes the background, history, present costs,
comparisons, proposal, fire rating classification, costs if
change is made, capital improvements, improvement of fire
protection service and conclusion. Ecklund stated he would
recomrlend adoption of the changes.

Warkentien advised the citizens present that this matter
will be further discussed by the Council and that no action
would be taken this evening.
Authorization given to Having met the requirements, it was moved by Ecklund,
Delbert Bruce to do seconded by Warkentien that Delbert Bruce of Bruce Plumbing -
Plumbing Work: Brooklyn Center, Minnesota, be authorized to do plumbing work
in Falcon Heights Ayes: All. Nays: None. Motion carried.
Falcon Oil Company Attorney Seed advised he had deposed Mr. Ahlberg of
Mandatory Injunction: Falcon Oil Company in connection with lawsuit against the
Village. He advised council of discussion regarding this
matter that ensued.
