Home My WebLink AboutCCMin_68Dec12REGULAR MEETING OF DECEMBER 12, 1968 2826 The regular meeting was called to order at 8:00 P.M. with the following members present: Clerk Strandquist, Councilmen Black and Ecklund and Councilman Stone aging Mayor in the absence of Mayor Warkentien. Also present were Attorney Seed and Engineer Lemberg. Minutes: Black moved, Stone seconded that minutes of the meeting of November 27, 1968 be approved as corrected. Ayes: Unanimous. Motion carried. Black moved, Ecklund seconded that the minutes of the meeting of December 1a., 1968 be approved. Ayes : Unanimous . Motion carried. Fire Department Present were: A. Helbig, Chief; H. Dachtera, Asst. Chief; Legislation re: Robert Lucy, Treasurer of FDRA; and Robert Bell. Benefit Program: The legislative bill concerning the Benefit Program for Falcon Heights' Fire Department was brought up. It was stated that if Falcon Heights does not act on this bill before the end of the year, it will die. The Council stated that it was not in agreement with some of the policies set forth in this piece of legislature, particularly mandatory funding on a 20 year instead of !~0 year basis. One of the Council's concerns is the effective date of the bill. One of the firemen, Bert Slama should have retied bef ore now. If the Council adopts this special legislation it is not clear if Mr. Slama will qualify for a pension. However, if the Council could make the bill.-retroactive, as Mr. Ashbach thinks is possible, the problem would be solved. The Firemen present agreed to ha~re the attorney draw up a draft and then submit it to them by about Janua ry 11, 1969 so that they could look it over befcrF the final draft is written up. Robert Bell advised the Council to get in touch with him when they have the draft. After the draft is written, a new acturial statement can be obtained and on this basis the funding can be changed. Onrye Bert Slama starts receiving his pension, the Council wanted to know if he could c cntinue working on a~p.art-time basis as inspector and equipment custodian. Also, Stone suggested that perhaps he take care of enforcing the burning ordinance. Insurance Bids: Invitation to Bid on the insurance policies for the Village were sent oui~ November 29 „1968. Replies were received from the Northland Insurance Agency, Mutual Service Casualty (Represented by Vindent R. Schadegg) and Bachman-Anddrson, Inc. Liability & Physical Damage 1 031.11 815.00 707.00 1,292.7 1,92 .oo Black moved that the Northland Insurance Agency, 6th Floor, Hamm Building, St. Paul be awarded a contract for Workmen's compensation coverage for the Village of Falcon Heights comment ing January 1, 196q and expiring December 31, 1969 on the basis of their low bid in the amount of $707.00. Stone seconded. Ayes: All. Nays: None. Motion carried. Black moved, that the low bid submitted by the Vincent R. Schadegg Agency covering Comprehensive General Liability and Auto Liability and Physical Damages Insurance for the Village of Falcon Heights in accordance with the specifications recently prepared in the amount of $1,292.76 be accepted. Stone seconded. Ayes: All. Nays: None. Nb tion carried. Correspondence Affidavit of Expend- D. Michael Noonan, newly elected Justice of the Peace, itures: submitted an Affidavit of Expenditures for the past election expenses he incurred. After investigation into the laws of Minnesota, it was found that such a statement is not required in Villages with a popation of less that 20,000.. C. Pearson & Co.: Carl Pearson's letter of December 11, 1968 advised that the work involved in the cut-off of T. Vavoulis and B. Kuefler would be finished during the audit as it was a duplication of effort at the present time. The Deputy Clerk was directed to call his office and advise that the Council approved of this action and would wait for the audit. Ramsey County Memo from Ramsey County Juvenile Court dated December 10, Juvenile Court: 1968 regarding new scrsdule of hearings in Juvenile Court. Application for Variance application from Sussel Garage Company requested Variance: locating garage at ].!.}38 W. Iowa two (2) feet from both the side and rear property lines. Black moved, seconded by Ecklund that the variance be referred to the Planning Commission. Ayes: Unanimous. Motion carried. Gas Installer License: Ecklund moved, Black seconded that the application for a Master Gas Installer's hicense from Equipment Supply Compar~y be approved provided that a $5,000 license bond is received for the year 1968-9. Unanimous. Motion carried. Stop Sign at Crawford Ecklund had asked Engineer Lemberg to check the position and Snelling Drive: and height of subject stop sign. The Engineer sta ted that the sign is in conformance with Highway Regulations. Ecklund then asked Lemberg to check with the Highway Department for relocation. Sewer Back-Up: Resident on Idaho called Dec. 6 about sewer back-up in basement. The seweage back-up stated Dec. 5 in the evening and eventually seeped into the paneling and caused much damage. It was caused by an unexposed man hole in the street. The Village Council agreed that if a claim was submitted to the Village for the damage, it would be ref.exred to the Village insurer. 2828 Additional Ecklund moved, Black seconded approval of the Mayor's Member of appointment of Tom McGough as an additional member of the Recreation Comm: Falcon Heights Recreation Committee. He is President of the Falcon Woods Playground Association. Ayes: Unanimous. Motion carried. Metropolitan Zoos Ecklund was appointed to draw up a resolution favorable to the Metropolitan Zoo. Council Meeting: There were no objections to having the next Council meeting as scheduled -December 26, 1968.
