The regular meeting of February 27, 1969 wa.s called to order at 7:OU P.M. i~iith the
follozring members present : r:ayor tilarkentien, Clerk Taylor, Councilmen Stone, Black
and r,c'_flund. Also, present ?sere Attorney Seed, Treasurer Olsen and Engineer Lemberg.

The minutes of the Meetings of October 10 and 21~, 1968 brill be
discussed a.t the meeting of i%iarch 13, 1969. Ecklund ti•rill
ex~im~ine them. prior to that meeting .
Correspondence:
Department of Letter dated February 11., 1969 wa.s received by Village Clerk from
Public Forks: Inlugene Aver*, Chief Lnt;ineer, St. Paul Department of Public ti•Jorks,
regarding Snoti~T PloVring and Taging Procedures in the Villa e of
Falcon Heights. l~lr. every st~~ted that a system should be i~rorlced
out for the St. Paul City Lirlits on Hamline and Ho~v-t as during
snot: emergencies, they ca-n onl~r tai the St. Paul side. The
Clerk was directed. -to contact Ilr. Aver~,~' s office and ask thorn for
a copy of the reso~_ution passit~„ the ordinance for Snow Emergency in
in the City of St. Paul so that the Council ca.n pass the same type of
resolution for the ?Tillage of Falcon Heights. Also, he was directed
to find DLit hOtiT many sign they tiranted along Hamline and Hoyt and if
they zTCUld furnish the posts as hell as the signs.
Ecl.lund moved that the snoti~ Pmergency system be put into effect and
the signs installed as requested by St. Paul for Larpenteur to
Ho;rt on Hamline and betti~Teen Hamline and Snelling on Hoyt.
Taylor seconded. Upon a vote being taken, the motion was passed
unanimously.
No Parking Signs Mr. Pothen, 1726 N. Fry, requested that the existing No Parking
for 1726 P1. Fry: 2:00 A.Iri. to 7:30 A.M. sign be extended. to include his property
as the apartment residents are blocking his drivetiray so that he
cannot, at times, use it. The Council discussed the possibility
of posting the entire street; however, the remaining residents
on that street may not want their property posted as such.
ti°~ark_entien moved that the Village install No Parking 2:00 A.T4. to
7:30 A.P~T. signs on the east side of Fry north of Larpenteur to the
north property line of 1726 N. Fry. 1~cklund seconded. P~Totien
carried unanimously.
~'Lepair of `,~~2 Ecklund presented an estimate from Schelen Electric, Inc. for
ti°~ard La France: the ~2 T°~a.rd La France. The estimate included a rebuilt 100 amp
alternator trlth pulley, a. 30 rlonth full i•~rarranty and tiriring and
labor for~315.00. Stone seconded Ecklund's motion to accept
Scl.elen Electric's estimate and authorize them to commence
the repairs. ~°fotion carried, Ecklund stated that the Village
can use the original equipment if the 100 amp alternator should
ever be removed because the old equipment wil7_ just be aisconnected.
Fire iieports : I?,cl~lund read Fire Reports ;770 and f 771.
Sheriff ~Zeport: Ecklund read the P~amsey County Sheriff's Report for January 1969.
Tiles patrolled, 12,1~L~1; hours patrolled 71;.1.x; and called ansi~rered 576.
F.D.R.A. Bi-11: Attorney advic ed that Representatives A,shbach and Be11 i•~ere given
copies of the Fa7_con Heights F.D.R..4. Bill. Stone and. Ecklund Zrill
folloi~r-up to see if they are interested.

Clerical Help B. J. ~echtiene asked T.°darkentien for a cleric a1_ budget fer the
for the Hurnan nights Human Rights Commission as the last set of minutes .for their
Commission: conlimission cost reverend VanKirlc ~~9.19 because he had to have his
secretar~r do them. The Council. felt that it was unfair for members
of the commission to have to take money out of their pockets for the
distribution of the minutes. Black moved that a budget not to exceed
`.;115.00 per month be allotted for clerical help for the Human Rights
Commission. ti~darkentien seconded. The following voted _for same:
Black, tiarkentien. The Following voted against same: Taylor,
Stone and Ecklund.
Those voting against said motion .felt that in giving the Human
Rights Commission a budget the ViJ_lage would be expected to give
the recreation Corrunittee, Planning Commission, etc. a budget also.
As these organizations are supposed to be volunteer and have gotten
along in the past Urithout a budget, it wa.s felt that the policy
should. remain the same.
Ti7arkentien moved that the Human Rights Commission be authos~zed a
budget of X150.00 a year, not to exceed $12.50 per month for
clerical help including; stationery, envelopes, stamps, etc. and
that 1~everend Vanl~irk be reimbursed $9.19 for January's minutes.

Variance for Sign The application for a variance from the Pizza Hut of Falcon Heights
for Pizza Hut : ti.7as referred to the Planning Corc-ai ssion at the Council's meeting
of February 13, 1969. The Planning Commission recommended approval
subject to the follotiaing conditions:
1. Total area of 125 square feet is acceptable.
2, Height of sign be limited to 25 feet, if practical
3. Setback of 18 to 20 feet from front lot line
~. Flashing sign be prohibited due to apartments next door.
Black moved that the variance submitted by the Pizza Hut fora sign
2~3 feet high tirith 125 square feet located at a distance of 22 feet
east from the east line of Snelling Drive be granted. Ecklund
seconded. Ayes: Unanimous. Motion carried.
Ordinance 61;: At the next meeting of the Planning Commission Black will. ask
it to make definite recommendations for the amendment of Ordinance
6!~ as suggested to the Council in the Planning Commission's letter
of January 29, 1969 ,
Julia Lind_i Black suggested that the CouncS_1 look over the Julia Lindig

Salaries for Ecklund moved, Taylor seconded that the salaries of the Village
Council: officials be increased. as of January 1, 1970 to 411,0.00 for the
Mayor and ;1125.00 for each of the four councilmen. Ayes: Taylor,
I~cklund. Nays: Y~Tarken-tien, Stone, Black.
Discussion fo1]_owed as to the amount of -the increase. Those
voting against felt that doublir~; the salaries zTas too much of
an increase. Z~,hereupon Ecklund moved, seconded by Taylor that
an ordinance be adopted, effective January 1, 1970,. to increase
the salaries of the Tiayor 'to N125.00 and the Councilmen to X100.00.
!dyes: Black, Ecklund, Taylor and T7arkentien. Nays: Stone
I~1o-tion wa.s carried. The Attorney was directed to prepare an
ordinance for publication in accordance ~~rith the resolution passed.
It wa.s noted. that the last such. increase Vras in 1958.
1{~iployment of !!ttorney advised that Bert Slama could be hired only under the
Bex•trand S1ama: following conditions:
1. That he not be responsible to the Fire Chief but to the Council
2. That the job is not solely for fire inspections.
3. That he does not become an active member of the F.D.I~..A.
I~cka.und proposed that he work on an hourly basis with a ma.xirnum
number of hours for him to work each month. The Council discussed
the possibility of him doing burning inspections, recreational duties
such. as supervising the boys at the warming houses, and making a
survey of burning -trash and blight ordinances. Ecklund stated
tha'c he tirould talk to Bert and try -to have something before the
next ra.ee~ting .
