HomeMy WebLinkAboutCCMin_69Apr102878 R~JGULAR MEETING OF APRIL 10, 1969 The regular meeting of April l0, 1969 was called to order by Councilman Stone due to the temporary absence of Mayor Warkentien. The following members were present: Clerk Taylor, Councilmen Stone and Black. Cigarette Clerk Taylor read an application for cigarette license for License: Borgstrom~s Pharmacy, 1583 North Hemline. Stone moved it be granted, seconded by Black. Motion carried. Stump Removals: A request to have a stump removed from the boulevard at 136l~ and 1365 136t~ California, also one across the street at 1365 Cali- California: forma, was read by Taylor. Stone moved that the North- land Tree Service be contacted to remove these stumps. Taylor seconded. Motion carried. Dog Licenses: It was reported that not as many dog licenses have been issued as heretofor. The deadline for registration of dogs was April 1, 1969. This should be shown in the minutes and published in the newspaper. Recess: At this point a recess was declared. Business resumed at the entrance of Treasurer Olsen, Councilman Ecklund, and Attorney Seed. Minutes: Black moved, Stone seconded, the approval of the minutes of the meeting of March 26, 1969 as corrected. Motion was carried. Incinerator Taylor read a complaint of a village resident that the in- Screen: cinerator at Larpenteur and Fairview Apartments does not have an effective screen. The matter will be referred to Inspector Bert Slama. Inspector Ecklund reported that someone i.n the area is posing as Identity: Inspector Slama. All_ residents should be alerted. Government Bond Clerk Taylor read a letter from G. R. Janssen, Vice-Pres- Information ident of Falcon Heights Bank. Enclosed were copies of From Falcon Heights pledges for various U. S. Government bonds totaling $98,000 Bank: par value. Another one for an addit3:onal $100,000 U.S. Treasury Bond, 6-3/8~ due May 15, 1970. This means there is a total of $238,000 U. S. Governmment bonds pledged as colateral against deposits here. Bid for Reflect Clerk Taylor read an annoucement of opening of bids for orized Street approximately 336 reflectorized street signs. Only one company Signs: submitted a bid - Gopher Stamp and Die Company, Chicago and Custer, St. Paul. The bid was for $789.60. Signs to be delivered in 30 days-after acceptance. The representative from Gopher Stamp and Die Company suggested that a different size be used. After discussion, Black moved, seconded by Taylor that the bids be accepted subject to the Council selecting colors at a later date. Motion carried. 2879 Parking - 1457 Mr. LoulS Payin, 1463 W. California, and Mr. Harold Schroder, and 1463 W. 1457 W. California, appeared to protest against the parking California situation in the vicinity of their homes due to the nearby apartments. Ecklund suggested that surveys be made and the complaining residents were asked to appear at the next council meeting. At this point Mayor Warkentien and Engineer Lemberg arrived and Mayor Warkentien presided over the rest of the meeting. Falcon Heights Several members of the Falcon Heights Recreation Committee Recreation appeared and presented the following recommendations: Committee: ~~Rsquest that the Falcon Heights Recreation Committee be authorized to enter into discussion with Roseville author- ities to determine the feasibility of joint recreational planning, including both facilities and planned recreational programs, and that future long range recommendations of the Committee include the alternative of jointly planned, con- ducted and financed programs which would serve the recreation- al needs of Falcon Heights residents. Request the Village Council ask that Mr. De Schriver work with the Committee to give recommendations for use of Fairground land for Village recreation.~~ They also asked that ice rink be flooded on Thursday or Fri- day nights instead of early in the week, and that higher pay be offered so that an older boy or grown man would accept the job of overseeing the rink. After discussion, Black moved, seconded by Warkentien, that the Committee be authorized to enter into discussions with Roseville recreational author- ities to determine possibility of joint recreational planning. Motion carried. Playground Sug- Warkentien moved, seconded by Black, that Mr. De Schriver be gestions by Mr. instructed to develop within the present framework of the De Schriver summer recreational program a plan for some summer recrea- tion at the new University Grove Playgrounds, perhaps on a share basis with the contemplated summer program at the West Falcon Woods Playground in 1968. Letter of Taylor read the letter of resignation received from Maureen Resignation: McMullen effective May 2nd with the understanding that she would assist if necessary during the week of May 5th as out- lined in her letter dated April 10, 1969. Black moved, sec- onded by Ecklund, that her resignation be accepted. Meeting Notice Taylor read a letter from the County Assessor's office an- from County As- nouncing a meeting in the office of the Commissioner of sessorts Office: Taxation Tuesday, April 22, at 10:00 A. M. 2880 Plumbing Per- Taylor moved, seconded by Warkentien, that the application mit - Roy W. for plumbing permit received from Roy W. Martin Plumbing, Martin Inc. be approved. It has been approved by Attorney Seed. Motion carried. Gas Installers Taylor moved, seconded by Warkentien, that an application License - Sub_ for Master Gas Installers license for Ernest Johnson, Sub- urban Heating Co, urban Heating Co., be approved. It has been approved by Attorney Seed. Motion carried, Ken Quarn - Taylor read a request from Ken Quarn that the lawn-mower Defective Lawn- used by him be repaired or replaced. It was suggested that mower it be inspected and repaired if possible. IIzgineer Lemberg will investigate. Reimbursement to A statement from Lillian Duethman, secretary of Falcon Lillian Duethman Heights Recreation Committee, was read requesting reimburse- ment in the amount of $17.49 for stationery and postage. Warkentien moved that she be reimbursed. Seconded by Black. Motion carried. North South Mayor Warkentien asked that it be reflected in the minutes Roadway Meeting that he and ~gineer Lemberg attended the North South Road- way meeting at the University April 8th. Ordinance No. 89 Attorney Seed proposed the following Ordinance No. 89 be adopted: ~~An ordinance authorizing the regulation of parking on pri- vate property affected with the public interest. The Village Council of the Village of Falcon Heights does ordain as follows: Section 1: It is hereby determined that the regulation of parking on certain private driving areas affected with the public interest is necessary and desirable in order to assure adequate ingress and egress for fire trucks and other emergency vehicles to operate adequately in such areas. Such regulations are needed to provide for the government and good order of the Village, the prevention of crime, the protection of private property, the benefit of residents, trade, and commerce, and the promotion of health, safety, order, convenience and the general welfare. Section 2: No person shall stop, stand, or park a vehicle at any place on any private driving area within the Village of Falcon Heights where official signs prohibit such parking. Said official signs shall be installed after passage of a resolution by the Village Council stating the specific area on which parking is to be prohibited, and the terms of said parking prohibition, and finding that said parking prohib_ ition is necessary and desirable in order to protect private property and promote the health, safety, order, convenience and general welfare and that the area regulated is affected with the public interest. Section 3: Any person violating any provisions of this Ordinance shall be guilty of a mis- demeanor and shall be punished by a fine not to exceed $100,00 or by imprisonment in the County Jail for a period 2ssl r _, 1 of not to exceed ninety (g0) days. Section 4: This Ordin- ance shall take effect and be in force from and after its passage and publication.~~ The motion to accept the proposal was seconded by Stone and it carried. Residential It was suggested that the minutes reflect the fact that Dwelling Inspector Bert Slama should not inspect any residential Inspection: dwelling without the permission of the owner.
