MEETING OF APRTL 21~, 1969
The regular meeting of April 21~, 1969 was called to order at 7:00 P.M. with the
following members present: Mayor Warkentien, Clerk Taylor, Councilmen Stone,
Black and Ecklund. Also present were Attorney Seed and Treasurer Olsen.
Minutes: Blac'.s moved, Stone seconded approval of the April 10, 1969
minutes as corrected. Motion carried.
Refund of Sewer Stone moved, Black seconded that the Village refund $30.00
Rental Payment to the Falcon Heights United Church of Christ which is an
to F.H. Church: overcharge in sewer rental for the first quarter of 1969.
Motion was carried.
Fire Reports: Ecklund read Fire Reports 775 and 776. It was noted that
the response have been five to nine men for day calls.
Payment of Sewer Mayor moved payment to Rosetown Sanitation for sewer repairs
Repair Bills: at 17t~9 Albert (Invoice 1189) in the amount of X180.00 and for
-~~-753 Albert (Invoice 1.1x.88) for ~11a.0.00 as the Village Engineer
informed the Council that the roots and obstructions were in
the main line. Ecklund seconded. Motion carried.
Storm Sewer The Storm Sewer Improvement of 1969-1 Agreement is being drafted
Improvement 69-1: now. The parties involved are Roseville, Falcon Heights and the
County.
Ordinance 89: Discussion was held regarding park3.ng in fire lanes and by
hydrants on private property. Ordinance $9 has been published and
a resolution will be introduced at the next meeting pointing out
specific spots within the Village where said parking is prohibited.
Recreation Brauer & Associates will have a representative talk to the
Meeting: Recreation Committee on Thursday, May 1, 1969 at 8:00 P.M.
regarding recreational plans and needs in Falcon Heights.

County Assessors
It was noted that TrTarkentien and F,cklund attended the
Meeting: County Assessoris meeting, Tuesday, April 22, 1969.
Trees: Councilman B1a,ck pointed out that some trees on Holton will
need trimming. Also, the resident of 1753 Albert had a tree
removed on his boulevard and would like to remove the one on the
other side of his lot also, replacing them with one in the middle
of his yard. The Council stated that this would have to be paid
by the owner.
Parking Problem: Regarding apartment residents parking on California, Mrs. Payin
was informed that the Deputies have been chec3sing her neighborhood.
Two of the regular packers live in the apartments at 1.1x.72 W.
Larpa~nteur and the third has an address listed in Duluth. The
apartment parking lot was checked and found to be full. She
was informed that street parking is open for everyone~s use.
If the cars had a place to park, she would have a legitimate
complaint. If No Parking signs are put up then the cars move
farther down the block and the Council would not be resolving
the problem. Ecklund volunteered to contact the apartment owner
and see if he would get his cooperation for a solution. Ecklund
informed Mrs. Payin, however, that the Council cannot force the issue.

Blight Violation: Mr. and Mrs. Hermes were present to request that something be done
about the blight and boarder problem at 1715 St. Marys. The home
is only a one-family dwelling and presently there are two boarders
in addition to the owner and her three boys living under the same
roof. Mrs. Hermes presented the Council with pictures of the gar-
bage. It is picked up once a month and during the rest of the time
it sits in paper bags in the backyard for dogs to tear apart.
Ecklund will talk to Bert Slama, Village Inspector, to remedy
the blight situation. The Attorney will look into the matter
of boarders in a one-family dwelling.
Closure of Escrow Letter dated April 21, 1969 from American National Bank &
Account on Sari- Trust Company along with a check for ~3,07i~.67 which represents

Resolution from Letter dated April 21~, 1969 frcan Tr~h.ite Bear Lake recommending
TrJhite Bear on adoption of a resolution similar to theirs regarding Solid Waste
Solid Waste: Disposal. No action was taken.

Village Bulletin: Suggestion was made to publish a Village Bulletin containing
burning, blight and fire resume. This will be looked into.
Bills: Stone moved, Warkentien seconded that the following bills be
