HomeMy WebLinkAboutCCMin_69May8MEETING OF MAY 8, 1969 288l~ The regular meeting of May 8, 1969 was called to order at 7:00 P.M. with the following members present: Mayor Warkentien, Clerk Taylor, Councilmen Black, and Ecklund. Also present were Attorney Seed, Treasurer Olsen, and Engineer Lemberg. Minutes: Ecklund moved, Taylor seconded approval of the April 2I~, 1969 minutes as corrected. Motion Carried. Mowing of the West Mayor moved and Black seconded that we employ Tom Harkness to Falcon Woods Play- do the lawn mowing on the West Falcon Woods Playground at X1.25 grounds: per hour. Motion carried. Falcon Heights Chief Helbig notified the Council that the following men were Election of elected on May 6, 1969: Firemen Chief - Albert Helbig Asst Chief s - Henry Dachtera r~obert Luey Captains - Jerome Renchin Gerald Baden Lieutenants - Gordon Nelson ~lonald Peterson Letter from Letter was read dated April 29, 1969 from Dept. of Public Works. St. Paul Dept. It was decided to refer the letter to the Engineer and Attorney of Public Works: for contract review and recommendation. Caution Sign Discussion was held on Caution sign for Mrs. Gennaro, 1771 Lindig for Lindig: Avenue, on Lindig. It was stated that it would be ineffective to put up a caution sign as there is very little traffic on this street and any habitual offenders may be reported to the Sheriff's Office. Load Limits: Letter was read dated May 5, 1969 from County Auditor, Thomas J. Kelley, regarding load limits. It was noted that load limits would be lifted effective May 9, 1969 at 12:01 P.M. Carl Pearson, The Financial Statement of 1968 was presented to the Council by Auditor: Carl Pearson of C. Pearson and Company. It was noted that Carl Pearson, Treasurer Olsen, and Clerk Taylor had read and discussed the statement prior to the Council meeting and no discrepancies had been found. Taylor moved, seconded by Warkentien that the Financial Statement covering the calendar year 1968 be accepted as presented and be published in the official Village paper. Motion carried. Blight Violation: Mr. and Mrs. Hermes, 1755 St. Mary's were present to request that the garbage at 1715 St. Mary's be picked up at least twice a month. Mrs. Hermes also complained about the disappearance of their fire wood. There is also some question about the legal number of boarders living in a one-family dwelling. The Attorney stated that more than two boarders, not related by blood, is a violation. The Village would be unable to take action unless it could be given that there has been a direct violation of the Zoning Ordinance. 2885 Street Sweeping of Mr. Hermes brought up that St. Mary's was not swept last year. Falcon Heights: Lemberg stated that it was swept and that during the year the gravel becomes loose. Council had previous authorized that street sweeping be taken care of by Engineer. Appointment of Black moved, Taylor seconded that Sharon Hofmann be appointed Deputy Clerk: Deputy Clerk and Deputy Treasurer at a salary of $lt10 with a three month probation period at which time the Council will make the final determination. Motion carried. Repair work of Taylor read letter from Richard P. Walters, Manager of Auxiliary Sidewalk - 166 Enterprises, Bethal College regarding necessary repair work on Larpenteur: the sidewalk at 1t~66 Larpenteur. The matter was referred to the Engineer. Septic Tank on Warkentien moved, Ecklund seconded that the Village Engineer be 189l~ Arona: directed to look into the matter of E. J. Billings sewer on 189l~ Arona Avenue, and if necessary dig it up to determine loca- tion of obstruction. Sewer permit for It was moved by Taylor and seconded by Ecklund that a Sewer Clement Schmitz: Permit be granted Clement Schmitz subject to his providing bond and insurance forms to our Village Attorney. Motion carried. Colors for Discussion was held on the c©lors for street signs. The decision Street Signs: was held up until next meeting since Council would like to see more colors. Z^lard LaFrance Ecklund made motion and Warkentien seconded that we approve the Truck No. l: purchase of the necessary material to install turn signals on the Ward LaFrance Truck No. 1, not to exceed $30.00. Motion carried. Tree Trimming of Discussion was held on whether or not trees were trimmed last Falcon Heights: year. Lemberg was not sure. It was decided that this be put on the list for next fall. Open Housing: Black noted that the Human Rights Commission suggested that High School students deliver house stickers regarding open housing. Stickers would say "We Share the Dream -- Support Open Housing". Stickers may be obtained from the Urban League at $10.00 a thousand. Use of Village Taylor made motion that we have locks put on South Council Hall be Outsiders: Chamber Door of the Village Hall and that we authorize our Village Engineer to contact a locksmith for this. Only ten keys are to be made for distribution. Seconded by Mayor Warkentien. Motion carried. Resolution re- Warkentien moved adoption of the following resolution: garding Hamline Avenue Watermain RESOLUPION APPROVING PLANS AND SPECIFICATIONS AND ORDERING Replacement Pro- ADVEI~ISEMENT FOR BIDS ,~' ~ j ect WHEREAS, Bonestroo, Rosene, Anderlik, & Associates, Inc., consulting engineers, have prepared final plans and specifications for the construction of Hemline Avenue Watermain Improvement of 1969 and have presented such plans and specifications to the Council for approval. 2886 NOW, THEREFORE, BE IT i~ESOLVED by the Village Council of the Village of Falcon Heights, Minnesota: 1. Such plans and specifications, a copy of which are on file in the Clerks office and made a part hereof, are hereby approved. 2. The Village Clerk shall prepare and cause to be inserted in the official newspaper, and in the Construction Bulletin, and advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall specify the work to be done, shall state that the bids shall be publicly opened at 8:00 P.M. June 12, 1969 in the Village Hall of said Village and shall state that no bids shall be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or .certified check payable to the Clerk for 5~ of the amount of such bid. The motion was duly seconded by Taylor and passed unanimously. Appointment of Mayor Warkentien moved B1.ack seconded that Gary Wicks, grad- Recreation Dir- uate of St. Olaf College be appointed the new summer Recrea- ector: tion Director of Falcon Heights at a salary of $1,000. It is an eight week summer recreation program. The University has promised to grade the University Groove Playground. Also that we should authorize Gary Wicks to check into hiring employees for 5 days a week for the summer program. Motion carried. Warkentien moved, Black seconded that the Recreation Director arrange to employ someone for a morning recreation program on the University Grove Playground providing said playground is graded and sodded. Motion Carried. Aerial Photograph Taylor moved and Black seconded authorization for Lemberg to of Village: obtain an aerial photo of the Village. Motion was carried. Screen Fencing Discussion was held regarding fencing the back of the Village Back of Village: Hall. It was decided that the Engineer would investigate the matter.
