MEETIXG OF JA1tIIARY 22, 1970 2958 The regular meeting of January 22, 1970 was called to orderat 7:00 P.M. with the following members present: Mayor Warkentien, Councilmen Black, Ecklund and Stone. Aiao present were Engineer Lemberg and Treasurer Olsen. Attorney Seed arrived at 8:4o P. M. Minutes: Stone moved that the minutes of the meeting of January 8,1970 be approved as corrected. Ecklund seconded and the motion carried. Appointments: Warkentien moved that Mrs. Veronica Kjelland be re-appointed to the Board of Health of Falcon Heights for the term expiring December 31, 1972. Ecklund seconded and motion carried. Mayor Warkentien re-appointed Leo S. Ohman to the Falcon Heights Planning Commission for the term expiring December 31, 1972. Black moved that the Mayor's appointment be confirmed. Ecklund seconded and motion carried. Mayor Warkentien re-appointed Robert C. Blomberg to the Falcon Heights Planning Commission for the term expiring December 31, 1972• Black moved that the Mayor's appointment be confirmed. Ecklund seconded and motion carried. Mayor Warkentien re-appointed Mra. Donald Irish to the Falcon Heights Human Rights Commission for the term e~tpiring May 8,1972. Ecklund moved that the Mayor's appointment be confirmed. Black seconded and motion carried. Mayor Warkentien re-appointed Mrs. Curtis Larson to the Falcon Heights Human Rights Commission for the term expiring May 8,1972. Ecklund moved that the Mayor's appointment be confirmed. Black seconded and motion carried. Ecklund moved that Richard Alquiat be re-appointed as Village Plumbing inspector for the year 1970. Warkentien seconded and motion carried. Pizza Hut Request Bill Haug, Attorney f®r the Pizza Hut, and Don Moore, Area to use One General Manager for St. Paul and Minneapolis, were at Council Dining Room: meeting to discuss their using one dining room for adults and teenagers from Monday through Thursday instead of the usual two separate dining rooms, except on Friday and Saturdays when buai- neas warrants the opening of both dining rooms. The Council could see no objection to their request inasmuch as this was sot insisted upon by the Council when the Pizza Hut was built, but rather was a method of operation they said they would follow. At this tlhae, there are no legal grounds to deny the use which they have requested. Snow Removal on The Council discussed the snow removal problem at Hemline and Hemline and Iowa Avenue shopping center, and it was decided that nothing Iowa Avenue: could be done at thin location without doing the name for all other business places in Falcon Heij~hta. 2959 Tow-Truck Complaint- Don Johnson, Manager of the Pure Oil Station at 1525 West Lar- Falcon Heights Pure penteur Avenue appeared at the Council meeting by request from Oil Stations the Council to answer a complaint from Mrs. Ewald Finger, 1526 Crawford Avenue. Mra. Finger sayel the station tow''-trucks use her driveway to back into every day to turn around. Mr. Johnson says it has been about twice in two years that the trucks were backed into her driveway. He will park his tow-trucks on a rented lot as soon as one can be found. Mr. and Mrs. Finger appeared at the meeting after Mr. Johnson left. They suggested a one-way alley from Arona Avenue to Snelling Drive. Stone moved that the Village Engineer be authorized to make a feasibility study as to the possib~.ity and practicality of en- forcing a one-way traffic sign in the alley between Arona and Snelling Drive. Warkentien seconded and motion carried. Plumbing Permit Warkentien moved that the Council grant the plumbing permit ap- Application: plied for by the Harris Plumbing Company. The Village Attorney has examined the Bond and Insurance and found them to be satis- factory. Black seconded and motion carried. Lauderdale-Falcon Warkentien read a letter from the haw offices of Howard, Lefevere, Heights Hockey Lefler, Hamilton and Pearson regarding the hauderdale-Falcon Board - Heights Joint Hockey Board. The letter states that the Lauder- Resolution 70-7: dale Village Council has declined to authorize the proposed Lauderdale-1Nalcon Hei*hts joint hockey board agreement. They feel that each community should equip its own hockey teams with uniforms and equipment to be the property of the community which buys it. Warkentien moved the following resolution: RESOLVED, that the appropriation of X400 heretofore made for the joint hockey board be rescinded, and that X400 instead be appropriated for the purchase of hockey uniforms and equip- ment for use by the Falcon Heights hockey teams, and that said uniforms and equipment be treated as property of the Village df Falcon Heights. Ecklund seconded and motion carried. Tennis Courts - Black moved that the Council authorize the Village Engineer to Project 70-1: prepare plane and specifications for tennis courts to be con- structed on the Falcon Heights Elementary School property at 1393 Garden Avenue. Warkentien seconded and motion carried. Meeting Date Stone moved that the next regular meeting of the Council be Change; held on Wednesday, February 11, 1970 inasmuch as February 12, falls on Lincoln's Birthday. Burning Ordinance In view of the fact that there will be a meeting on February Tabled: 25, 1970, by Minnesota Pollution Cvntrvl, any action on a burn- ing ordinance was tabled until after the hearing. 1 2960 Letter from Warkentien read a letter from Larpenteur Manor Apartments Larpenteur Manor owner, A. L. Rubinger, stating their intentions to construct Apartments: twenty (20) garages on their property. They will not be re- ducing parking space, ~uat converting some apace to garages. Letter to James The Council requested Black to write the following letter to L. Moore - James L. Moore: Snowplowing We are enclosing our check in the amount of x641.25 in payment Agreement: of your bill for services dated January 5, 1970. Enclosed with your bill was other material consisting of a bill in the amount of x75 covering an insurance premium and also a Memorandum of Insurance indicating Bodily Injury Cover- age of xx®,000-x20,000 and Property Damage Coverage of x10,000. Our agreement provides for bodily in3ury liability limits of not leas than x100,000-x100,000 for each person and each accid- ent and property damage limits of at least x20,000. Our agree- ment also provides for our payment of the coverage in excess of x10,000-x20,000.
