MEETING OF FEBRUARY 26, 1970
The regular meeting of February 26, 1970 was called to order at 7:10 P.M. with the
following members present: Mayor Warkentien, Clerk Taylor' Councilmen Black, Ecklund
and Stone. Also present were Treasurer Olsen, Engineer Lemberg and Attorney Seed.
Minutes : Stone moved that the minutes of the meeting of February 17.,
1970 be approved as written except to delete from the paid
list Check #5192, M3-nnesota Fire Tnc., $5.55. Warkentien
seconded and motion carried.
Contract for Taylor read the contract from the Roseville School District
Tennis Courts: #623 for the tennis courts to be constructed on the Falcon
Heights Elementary School property as soon as their school
addition is finished.
Master Gas Installers Taylor moved that the application for master gas installers
License, Approved: license, for the Standard Heating and Air-Conditioning Co.,
x.10 West Lake Street, Minneapolis, Minnesota be approved
for the period February 1, 1970 through June 30, 1970.
Warkentien seconded and motion carried.
Application for Ecklund moved that the application be approved for Richard
Volunteer Fireman: Duane Lendley, 1717 Fry Street, as volunteer fireman for
the Village of Falcon Heights, subject to passing a physical
examination and six months probationary period. Warkentien
seconded and motion carried.
Settlement of Stone moved, seconded by Black that the following resolution
Assessment Claim be adopted. Upon a vote, the resolution was declared unan-
of Donald L. Alexander, imously passed.
Resolution 70-8:
WHEREAS:
A. An assessment for Sidewalk Improvement of 1968-1
was duly adopted on October 8, 1969;
B. Donald L. Alexander, 1375 West Iowa Avenue (assessment
roll 33-5500-160-05) contested said assessment against his
property on the grounds that the property was in part as-
sessed for work not performed;
C. Said Alexander withheld payment of his assessment
until said dispute had been settled by reducing his assess-
ment from $84.82 to $65.05, which sum has been rendered to
and accepted by the Village;
D. Said Alexander is now being charged on the tax rolls
for the full interest on said reduced assessment and the
first years principal installment, in the total amount of
$19.x.0, on the grounds that the reduced assessment was not
paid within the statutory time limit;

E. Said Alexander claims that the conduct of the Village
Council in negotiating settlement of his claim estops the
Village from charg3.ng said interest; and
F. Said Alexander and the Village of Falcon He3.ghts wish

arge;
to amicably settle the dispute as to the interest c
NOW THI~REFORE, BE IT RESOLVED that in full settlement of
said dispute' no interest be charged against said Alexander
on the unpaid assessment and that the Village;
(a) Cash the Alexander check for $65.05 and deposit
the proceeds in the general account,
(b) Pay on behalf of Alexander the balance of $52.0.
due on the assessment,
(c) Reimburse said Alexander for the $19.x.0 irrevo~
cably charged against his 1970 tax statement.
Snowmobile Ordinances Ecklund moved that the Village adopt Ordinance No. 99, AN
No. 99: ORDINANCE REGULATING AND CONTROLLING THE USE OF SNOWMOBILES.
Stone seconded and motion carried.
Tow Trucks Parked Warkentien mooed that the Village Attorney be instructed to
On The Street: write a letter to the Falcon Heights Pure Oil Station, 1525
W. Larpenteur Avenue, calling their attention to the Village
Ordinance regarding parking iaru.cks on the Village streets.
Taylor seconded and motion carried.
Water Rate Study, Black moved Stone seconded that we adopt a resolution to
Resolution 70-9: support the water rate study. Upon a vote,, the following
resolution was declared tu~,animously passed.

A. The Village Council of the Village of Falcon Heights
has authorized its Vi11ag a Engineer, Mr. Brad L~nberg, of
Bonestroo, Rosene, Anderlik and Associates, Inc. to parti-
cipate in discussions of the Water Rates Study Committee
composed of various municipalities whose residents purchase
water from the City of St. Paul;
B. Said Committee was established for the purpose of
appraising said water rates and all attendant services with
a view towards reducing these rates and improving said
services;
C. Said Corrmiittee has recoimnended that Public Achni.rLi.s-
tration Services of Chicag a be hired to study said rates
and services and that the participating municipalities share
on a per capita basis in paying for the costs of said Study;
D. The total estimated cost of said study is $15,000,
of which Falcon Heights share would b e $1,113.50; and

E. It is in the interest of the Village of Falcon Heights
and its residents that such a study be undertaken;
NOW THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Falcon Heights that such a study by the Public
Administration Services of Chicage be undertaken and that
Falcon Heights share in the cost of said study in anamount
estimated to be $1,113.50 based on a per capita allocation
of cost among the participating communities.
Letter to B & E Attorney Seed was instructed to write a letter to the B & E
Patrol: Patrol to app ear at the Council meeting of March 26, 1970,
to discuss ani~al control for the Village of Falcon Heights.
Metro Transit Councilman Black attended the Metro Transit breakfast meeting
Meeting : held at the Paul Bux~yan Motel on February 26, 1970. He gave
the following report
The people present were representatives of several co7mY-unity
organizations including Roseville Chamber of Commerce, Rose-
ville School District #623, and League of Women Voters, who
heard discussions conducted by a representative of the con-
sulting firm and John Jamieson, director of the Metro Transit
Commission. The discussion took two parts.
(1) The long range prospects for a transit system in the
Metro area, and
(2) A shorter prosp ect for improved bus service.
Tn the long range, it appears that the trend is towards a
combination rail and bus system. The consulting firm has
indicated numerous proposed roads passed upon and studies of
traffic patterns and population density as well as possible
future locations of major shopping centers.
A number of those present expressed concern about the short
term prospects of improved transit service to the north
suburban areas, also, many were concerned about a proposed
future rail route from northern Ramsey County to the Minne-
apolis loop. The representative of the consulting firm ad-
vised that a1.1 routes are tentative at this time. Those
attending the meyeting were advised that future planning in-
cluding recommendation and changes would be passed along to
interested citizens at future meetings.
Pollution Control Engineer Lemberg attended a pollution control meeting on
Meeting: February 25, 1970. He suggested letters be written to the
major refuse haulers to attend the next Council meeting of
March 12, 1970, to discuss complete trash hauling in the
Vi.l.lag e.
Water Rates Engineer Lemberg attended a water rates study meeting. (He
Study Meeting: will send a report of the meeting in to the Village Office.)
