The regular meeting of March 12, 1970 was called to order at 7:10 P.M. with the
following members present: Mayor Warkentien, Councilmen Ecklund and Stone. Also
present were Treasurer Olsen and Engineer Lemberg. Attorney Seed ar~.ved at 7:35 P.M.
Minutes: Stone moved that the minutes of the meeting of February 26,
1970 be approved as written. Ecklund seconded and motion
carried.
Resignation of Warkentien moved the Council accept the resignation of
Harold C. Nilsen: Harold C. Nilsen, member of the Falcon Heights Human Rights
Commission, as time limitations do not allow him to continue
his services. Ecklund seconded and motion carried.
St. Anthony Park Village maintenance man attended a meeting at the St. Anthony
Hockey Rink Park Village, with the recreation director, to discuss up-
Report: keep of skating rinks. St. Anthony Village has two hockey
rinks and three pleasure rinks. No pleasure skating is al-
lowed on hockey rinks. They have a shaver with one blade
about six feet long and shave the rinks about 1/8 inch be-
fore each flooding which is almost every day. They have
five full time men to care for the rinks.
Sewer Seminar Ken Quarn, Village maintenance man attended the Sewer Sem-
Report: roar held at the Ambassador Motel on March 10 and 11, 1970.
A panel of five from American Pipe Services conducted the
meeting. About 250 persons attended. The discussions were
on maintenance and repair of existing sewer lines and they
showed methods of cleaning. Mr. Quarn reported that the
opinions of people attending was that the televising of the
sewer lines was a very good idea because you could always
readily see what condition the pipes are in. The machinery
now will grout cracks and holes from inside to eliminate
digging out the pipe lines.
Curfew Ordinance - Ecklund moved that a uniform curfew ordinance be adopted

Tennis Court Attorney Seed reviewed the contract for tennis courts to

Letter from St. Warkentien read a letter from the St. Paul Association for

Ken Quarn, Village maintenance man, attended a weed control
Weed Meeting: meeting on March 10, 1970, at the Agricultural Station,
2020 White Bear Avenue, St. Paul, Minnesota. The purpose
of this meeting was to inform a1.1 present that weeds should
be sprayed in the early spring to keep them under control

with chemicals, and also notices should be sent out by
supervisors or superintendents of areas to residents to
keep all weeds cut.
Thistle Problem The Village Engineer and maintenance man were instructed
at 1859 North by the Council to draft a letter to Dr. Robert Thatcher,
Snelling Avenue: 1859 North Snelling Avenue, regarding the thistle probl.esn
at his residence.
Sidewalk Complaint - A complaint from Dwight fteichow, 1197 West Iowa Avenue, con-
11~97 West Iowa Ave.: cerning defective work on the new sidewalk project was re-
ferred to the Village Engineer for inspection and report to
the Council.
Application for The Council reviewed the application from Lawrence Sign Co.
Sign Permit: to install two flat metal wall signs at "Wondra's Inc.,
Gulbranson's Pianos -Organs," 1526 West Larpente~ur Avenue.
Councilman Black was authorized to rev3.ew and approve if all
provisions of the Village ordinance were met. Black approved.
Rubbish Haulers C. J. Richter, 2550 North Hamline Avenue, William Magnuson,
Hearing : 813 Parker Avenue, and Richard Walters, 2930 - 101 Avenue N.E.
Minneapolis, Minnesota, attended the meeting to discuss ways
and means of handling rubbish pick-up in the Village. Each
_ hauler would like to keep his present customers instead of
a contract system by the Village, allowing them to work pri-
vately with Falcon Heights residents. They agreed a license
fee should be charged by the Village so as to limit the num-
ber of haulers in the Village. A fee of $25.00 was sugges-
ted. They agreed also, that everything should be picked up
by the hauler including grass cuttings, household articles,
all of which would be agreed upon by resident and hauler.
They also agreed to notify the Village Council beforehand of
any contemplated price changes.
