HomeMy WebLinkAboutCCMin_70Apr232976 MEETING OF APRIL 23, 1970 1 u ~~ The regular meeting of April 23, 1970 was called to order at 7:00 P.M. with the following members present: Ma3ror Warkenti~, Clerk Taylir, Councilmen Black, Eckltmd and Stone. Also present was Treasurer Olsen. Attorney Seed arrived at 7:115 and Engineer Lemberg at 8:115 P.M. Minutes: Black moved that the mixmtes of the April 9, 1970 meet- ing be approved as corrected. Ecklund seconded and the motion carried. Annual Sheriff's Ecklund read the annual S''heriff' s Report for 1969. Report Volunteer Fireman Ecklund moved that the application of John M. Holmgren, Application: 171111 North Pascal for the position of volunteer firesaaa for the Village, be approved, subject to his passing a physical and the usual six months probationary period. Black seconded and the motion carried. Fire Report: Ecklund read Fire Report No. 9. Pollution Control Warkezrtien read a PROPOSED MAYORS' PROCLAMATION announce- Programs: meat declaring the week of April 19-25, Enviro~aental Awareness Week, and urging the citizens of our commnuni.ty to take advantage of the educational opportunities offered in the Twin Cities area to participate in the pollution control programs to meet the problen. Court Costs - Stone moved the adoption of Ordinance No. 102, AN ORDIN- Ordinance No. 102: ANCE PRESCRIBING THE ADDITION OF COSTS OF PROSECUTION TO PENALTIES FOR VIOLATION DF' EXISTING ORDINANCES. Warkentien seconded and the motion carried. Application for Mr. Richard Magnuson, 1810 Holton Street, appeared at the Conditional Use: Council meeting to discuss the construction of a temporary parking space of brick, on the boulevard of his property ad3oining the regular driveway, to park a third vehicle. The application will be referred to the Plaruv.ng Commission for consideration and recommendation. Application for Mr. Richard Alberg, Manager of the Falcon Oil Company, Conditional Use: 1350 West Larpenteur Avenue, appeared before the Council to submit an application for a conditional use permit anti to discuss the construction of a one bay one minute car wash adjoining the present gasoline station. Mr. Druck, Attorney, Mr. Donald Ringrose, Engineer, and Mr. Ed Bather, of Ed Bather & Associates, were also present, and ii.scussed at length the operational. procedures of the proposed car wash, and complete drawings of the plans were shown. Imtaediate neighbors present to object because of added noise, pollution, added traffic and also steam damage to their homes were: Mr. Earl Clenanent, 135u trJ~st Larpenteur Avenue, Marvin DeMartino, 13115 West California Avenue, and 2 Rudolph Gimbura, 1358 West Larpentear Avenue. Black moved that the application for conditional use be referred to the Village Engineer and to the Midwest Plan- ning Consultants for stuc~r and report. Stone seconded and the motion carried. Recreational Black reported that a meeting of the Citizens Recreation Committee Meeting Advisory Ccanmittee was held on April 16, 1970. He reported that the Caawnittee farther recommend that two persons for each playground location be hired as supervisors of the program to be directed to the five through twelve year age group, and that one of the supervisors on each playgronnd be a paid teen-age assistant who is a resident of the Village of Falcon Heights. Warkentien suggested asking the recreation committee to have another meeting on April 30, 1970 to further discuss a sutraner recreation program, and to call Gary Wicks, Director of the 1969 summer program, to offer his suggest- ions. Tractor Mower: Stone moved that the Village Engineer he authorized to secure price quotations for a tractor needed by the Village maintenance department. Taylor seconded and the motion carried. Televising The Village Engineer was authorized to check on the cost of Sewers: of televising the sewers in the Northome area to check damage of roots to sewers. Master Gas Having met the requirements, it was moved by Taylor, secon- Installers License: ded by Warkentien that Master Gas Installers License be issued to Albert H. Kimball, 600 North Fairview Avenue, St. Paul, for the period May 1, 1970 to June 30, 1970. The motion carried. Letter to Richard Taylor read a letter written by Engineer Lemberg to Sehnarr: Richard Schnarr, City Engineer, regarding the street main- tenance of Hemline and Iowa Avenue. Engineer Lemberg re- quested i.n the letter that the intersection be inspected as to the drainage problem and repaired as necessary. E1.ection News: Clerk Taylor reported to the Council a call from NBC News, informing the Village that precinct 2 was under consider- ation for election news coverage on national candidates. Thgy also related that this precinct is considered typical in its historical tendency to vote for winners.
