MEETING OF JUNE 11, 1970
The regular meeting of June 11, 1970 was called to order at 7:00 P.M. with the
following members present: Mayor Warkentien, Councilmen Black and Stone. Also
present were Treasurer Olsen and Engineer Lemberg. Attorney Zdra2il arrived at
7:25 P.M. Absent were Clerk T~y1or and Councilman Ecklund.
Minutes: Stone moved that the minutes of the May 28, 1970 meeting
be approved as corrected. Black seconded and the motion
carried.
Northwestern Bell Warkentien read a letter from the Northwestern Bell Te1e-
Telephone Company phone Compaq requesting the Mayors signature on an ap-
Buried Cable: placation to bury telephone cable on the east side of
Cleveland Avenue in Falcon Heights. Warkentien moved that
the application be referred to the Village Engineer. Stone
seconded and the motion carried.
Variance Request - Black moved that the application for variance submitted by
18L~6 Arona Avenue: Richard Shibrowski, 18l~6 Arona Avenue, be denied in accord-
ance with the recommendation of the Falcon heights Plarming
Commission, but that the double garage could be built with
a five-foot side yard set-back as per ordinance. Stone
seconded and the motion carried.
Variance Request - Black moved that the application for variance submitted by
1735 Asbury Avenue: Floyd Schmid, 1?35 Asbury Avenue, to build a rear yard red
_ wood deck, be granted, providing that at least 7 feet 2 in-
ches of space be allowed between the deck and therear prop-
erty line and also, with the provision that no upright struc-
ture other than a 30 inch high railing be erected. Warken-
tien seconded and the motion carried.
Reconsideration Tom Ruvelson, Representative of the Macey Sign Company,
of Sign Lighting - John Labalestra and Gene Gasperro of the Lido Corporation,
Lido Corporation, 1611 West Larpenteur Avenue, appeared at the meeting to
1611 West ask for reconsideration of the proposed lighting of the
Larpenteur Avenue: sign which is being moved to the parking area.
Black made a motion, seconded by Stone, for reconsideration
of the Lido Corporation request, to the matter pertaining
to the lighting of the sign. Mr. Ruvelson explained that
the arrow would be about !~ feet by 3'~ feet and would con-
tain t~8 - 11 watt lamps on each side. The color of the
lamps would be a frosted white. Effect of the arrow s~i]1
be of a continuous flowing motion from the southern most
point of the arrow to the nmrthern most point of the arrow.
The total cycle of all motion of the lamps would be com-
pleted within ~ seconds.
Black moved that the application for variance, iti reference
to the moving, flowing lights, submitted by the Lido Cor-
poration, be granted in accordance with the specifications
and description spelled out by Tom Ruirelson, of the Macey
Sign Company. Stone seconded and the motion carried.

Conditional Use Black moved that the Village Attorney be instructed to
Request -Falcon prepare a resolution denying the Falcon Oil Company acon-
Oil Gompat~y, ditional use permit to construct a car wash on the property
1350 West at 1350 West Larpenteur Avenue, said resolution to refer to
Larpenteexr Avenue: the report of the Village Engineer, the report of the Mid-
west Planners, the report of the Falcon Heights Planning
Commission as well as all other material which has been sub-
mitted and which is pertinent to the request for denial.
It is requested that said resolution make reference to the
density of the traffic on that property noting the density
of the lot and also noting the proximity of the residential
area and refer to the public health, safety, comfort and
convenience, with the understanding that the other reasons
to support this resolution have been discussed and are not
to be eliminated by mere failure to mention at this time.
Warkentien seconded and the motion carried.
Uniform License Black moved that the Village Attorney be authorized to
and Fee Schedule draft an ordinance adopting the Uniform Building Code,
for Building : Volume #1, by reference, setting the fees as modified, to-
gether with a building inspection fee schedule as enumerated.
Stone seconded and the motion carried.
License and Fee Black moved that the Village Attorney be authorized to
Schedule Changes: prepare a fee schedule and amendment to the ordinances re-
lating to the following subjects proTriding changes to fees
and bond requirement: Gas & Heating, Plumbing, Water Con-
nection, Sewer Installation, Gasoline Filling Station, Car
Wash and Cigarettes. Stone seconded and the motion carried.
Contractual Street Warkentien moved that the Village Engineer be au#~arized to
Maintenance Bids: finalize the plans and specifications for contractual street
maintenance for 1970, and prepare advertisement for the bids
to be opened on Ju~.y 9, 1970. Stone seconded and the motion
carried.
Hamline Avenue Engineer Lemberg reported that the Contractor for the Ham-
Cleanup: line Avenue Watermain Project has started cleanup of the
area.
