MEETING OF JUNE 25, 1970
The regular meeting of June 25, 1970 was called to order at 7:00 P.M. with the
following members present: Mayor Warkentien, Councilmen Ecklund and Stone. En-
gineer Lemberg arrived at 7:30, Attorney Seed at 7:l~0 and Councilman Black at
9:15 P.M. Absent was Clerk Taylor.
Minutes: Stone moved that the minutes of the June 11. 1970 meeting
be approved as corrected. Warkentien seconded and the
motion carried.
Village Information The League of Women Voters proposes the printing of a new
Handbook: Village Hancmook. The last issue was printed in 1961.
Steve Farkas, appliance dealer from the area, volunteered
to contact businessmen in the area for contributions to
defray the cost of printing.
Permission to Steve Farkas of the Stellian Company, 1711 Snelling Avenue,
Install Sign: appeared at the meeting to request permission to install a
mew sign on the building. Because the dimensions would be
the same as, or less than the existing sign, a variance
will not be needed.
Recreation Recreation committee members present at the meeting to
Committee: discuss the progress of the stunner recreation program were:
Barbara Lukermann, Billie Foreman, Len Harkness, Bob Moore,
Ray Garcia and Miss Donna Seline, Director for 1970 Program.
Miss Seline reported that she was very much encouraged by
the participation in the program compared to other years.

The Recreation Advisory Committee went on record recommen-
ding that the Village Council appropriate or authorize
funds for the following

Warkentien moved that a stun not to exceed $775 be appro-
priated with the understanding that any donations received
from any Civic Organization would serve to reduce the Fal-
con Heights Village appropriation, also subject to our
receiving a letter from the University of Minnesota per-
mitting our use of the University Grove Area. Stone
seconded and the motion carried.
Bleachers For Engineer Lemberg obtained a price of $122.75 for bleachers
West Falcon Woods: at the Falcon Woods playground, consisting of 10 foot sec-
tions with 5 seats of steel. The Council did not consider
the erection of bleachers as our responsibility as we do
not derive direct benefit from them.
Street Condition Mr. Art Lindig, 1875 West Larpenteur Avenue, complained
Complaint: that the street on Larpenteur and Lindig was breaking up.

Request to Mr. Lindig requested permission to build a garage on the
Build Garage: concrete slab existing behind the flower shop. His re-
quest was referred to the building inspector.
;- Lindig Street Mr. Lindig said the overflow of cars from the Apartment
Parking Problem: building at 1707 Lindig Street was taking all the parking
spaces on the street. He was requested to survey the
neighbors on the street in reference as to their feel3.ngs
of restricted parking on the street.
Uniform Building Black moved that the Village adopt Ordinance No. 103, AN
Code, With Exceptions, ORDINANCE ESTABLISHING A BUILDING CODE FOR THE VILLAGE OF
Ordinance No. 103: FALCON HEIGHTS AND REPEALING ORDINANCE NOS. 3, 10, 17, 25.

Plumbing Regulation - Black moved that the Village adopt Ordinance No. 10J.~, AN
Ordinance No. 101.x: ORDINANCE AMENDING ORDINANCE N0. lal~, ENTITLED "AN ORDIN-
ANCE REGULATING PLUMBING, REQUIRING A PERMLT FOR PLUMBING
WORK, ESTABLISHgTG MINIMUM PLUMBING STANDIA~?DS, AND PRO-
VIDING A -:PENALTY FOR THE VIOLATION THEREOF," AS AMENDED
BY ORDINANCE NOS. 57, 65, 76. Warkentien seconded and the
motion carried.
Cigarette License - Stone moved that the Village adopt Ordinance No. 105, AN
Ordinance No. 105: ORDINANCE AMENDING ORDINANCE N0. lt, ENTITLED "AN ORDINANCE
LICENSING AND REGULATING THE RETAIL SALE OF CIGARETTES AND
CIGARETTE WRAPPERS." Ecklund seconded and the motion
carried.
Gasoline Filling Stone moved that the Village adopt Ordinance No. 106, AN
Station License - ORDINANCE AMENDING ORDINANCE N0. 27, ENTITLED "AN ORDINANCE
Ordinance No. lOb: LICENSING AND REGULATING THE OPERATION OF GASOLINE FILLING
STATIONS," AS AMENDED BY ORDINANCE N0. 78. Black seconded
and the motion carried.

Burning Ordinance: The proposed burning ordinance was tabled for- further
discussion at the July 9, 1970 meeting.
Purchase of 1969 Warkerrtien ..moved that the Village purchase a set of four
State Statutes: volumes of the 1969 State Statutes, at a cost of $55 for
the set. Stone seconded and the motion carried.
Roselawn Avenue Engineer Lemberg reported in a letter to the Council that':;
Storm Sewer: the Roselawn Avenue storm sewer work was being completed
satisfactorily by the Village of Roseville.
Debris Scattered Engineer Lemberg reported there was a considerable amount
Along Roselawn of trash scattered along Roselawn Avenue between Fairview
Avenue: and Cleveland Avenues. He was directed to draft a letter
for the Village Clerk to write to residents on Roselawn
concerning the debris problem.
Hollywood Court The Council declined to initiate a petition to have curb

residents living there initiate the petition.
Sheriff's Report : Ecklund read the Sheriff's Report for May 1970.
