MEETING OF SEPTEMBER 10, 1970
The regular meeting of September 10, 1970 was called to order at 7:05 P.M. with the
following members present: Mayor Warkentien, Clerk Taylor, Councilmen Black, Ecklund
and Stone. Also present were Treasurer Olsen and Engineer Lemberg. Attorney Seed
arrived at 7:30 P.rS.
Minutes: Ecklund moved that the minutes of the August 27, 1970
meeting be approved as corrected. Black seconded and the
motion carried.
N. L. Hes:nes, N. L. Hermes, 1755 St. Mary's Street, appeared at the
Traffic Congestion meeting to discuss ways and means to eliminate the conges-

center located at Snelling and Larpenteur Avenue.
Rubbish Haulers The following rubbish haulers were present to discuss the
Present: proposed Ordinance No. 109, RELATING TO THE REGULATING OF
THE COLLECTION AND DISPOSAL OF REFUSE. Attorney Seed was
authorized to complete the ordinance for adoption at a
future meeting.

Poor Richard's Incorporated.
Snow Plowing and Warkentien moved that the Village Engineer be aa.thorized
Sanding 1970 - 1971: to order the County to do the snow plowing and sanding for
the 1970 and 1971 season, also toput up the load limit signs
in the spring. Ecklund seconded and the motion carried.
Hamline Avenue Ecklund moved that the following resolution be adopted.
Water Main Hearing, Black seconded and the motion carried.

RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSES 3rIENT IN CONNECTION WITH
HAMLINE AVENUE WATER IN~'ROVEMENT OF 1969 AND CALLING
FOR ASSESSMENT HEARING
TnIFiEREA5, the contract was let for construction of
Water Main Improvement of 1969 on Hamline Avenue between
Garden and Larpenteur Avenue, which improvement is referred
to in the Notice of Hearing on said improvement dated
September 12, 1968 and published in the Roseville Sun on
October 2, 1968 and October 9, 1968; and
WMEREA3, the tds,1. cost of said improvement is $16,510.86
of which sum $7,55l~.17 shall be paid by the Village of
Falcon Heights.
NOtiti' THEREFORE, BE IT RESOLVED by the Village Council
of the Village of Falcon Heights, Minnesota, as follows:

1. The Village Council hereby determines that the
Village shall pay $1,785.19 of said cost, exclusive of the
amount it may pay as a property owner, and that $5,768.68
of said cost shall be assessed against benefitted property
owners based upon benefits received without regard to cash
valuation.
2. The Village Clerk with the assistance of the
Village Engineer shall forthwith calculate the proper amount
to be specially assessed for such improvements against every
assessable lot, piece or parcel of land without regard to
cash valuation, as provided by law, and he shall file a
copy of such proposed assessment in his office for public
inspection prior to publication of the Notice of Assessment
Hearing on said improvement.
3. The Village Clerk, with the assistance of the
Village Attorney, shall publish notice that this Council

1970 at 8:00 o'clock P.M. in the Village Hall.

TIl~IE AID PLACE: Notice is hereby given that the Village Council of the
Village of Falcon Heights, Minnesota, will meet in the
Village Hall in Falcon Heights, Minnesota, at 8:00 o~clock
P.M. on Thursday, October 8, 1970, to consider objections
to the proposed assessments for Hamline Avenue Water Improve-
. ment of 1969 heretofore ordered by the Village Council.
INSPECTION ROLL The proposed assessment roll is on file with the Village

AREA PROPOSED TO The area proposed to be assessed consists of every lot,

Final Payment to Taylor moved that the final payment of $2,127.82 be paid to
Armor Coat Company: Armor Coat Compan4y for the 1970 Seal Coat and Street P2ain-
tenance Project as recommended by Engineer Lemberg.

Special Meeting: A special meeting will be held on Saturday, October 3, 1970,
for the purpose of discussing the 1971 budget.
P~Zeeting Date Stone moved that the regular meeting of November 26, 1970
Changed: be changed to Wednesday, November 25, 1.970 due to Thanks-
giving on the 26th. Black seconded and the motion carried.
Symposium at Taylor moved that Councilman Ecklund be authorized to attend
Paul Bunyan a symposium of the First Annual Minnesota Association of
Motor Inn: Public Safety Commission Officers, Inc., September 16, 1970,
and the $x..00 registration fee and $15.00 per diem be reim-
bursed to Councilman Ecklund. The meeting will be held at the
Paul Bunyan Motor Inn. Black seconded and the motion carried.
Siren Times Because of numerous requests from residents of the Village
Changed: the time of the siren will be changed back to 9:00 P.NI.
instead of 6:00 P.P~1.
