MEETING OF ~PTEI~ZBER 21~, 1970
The. regular meeting of September 21~, 1970 was called to order at 7:05 P.NT. with
the following members present: Playor T~~rarkentien, Clerk Taylor, Councilmen Black and
Ecklund. Also present were Treasurer Olsen and Engineer Lemberg.. Attorney Seed
arrived at 7:30 P.I~i. Absent was Councilman Stone.
riinutes: Warkentien moved that the minutes of the September 10, 1970
meeting be approved as corrected. Black seconded and the
motion carried.
Double Arrow NTr. and Mrs. Robert Brown, 1592 Maple Knoll Drive, appeared at
Sign Complaint the meeting to voice their complaint of the recently installed
T~ta.ple Knoll Drive double arrow sign on Maple Knoll Drive and Garden Avenue. They
~ Garden Avenue: would like to have the sign removed. B1 ack moved that the sign
be removed. Warkentien seconded. Ayes: Black, ~Jarkentien.
Nays: Taylor, Ecklund. Motion lost on a tie vote.

Engineer Lemberg: Robert Luey, 17311. North Pascal; Henry Dachtera, 1745 North
Pascal; Paul Lavender, 1732 North Albert. Taylor moved that
the bills be referred to Engineer Lemberg for recommendation.
Warkentien seconded and the motion carried.
League of N;innesota Taylor moved that the sub scription to the League of Minnesota
Municipalities Municipalities be renewed for the year beginning September 1,
Subscription Renewal; 1970 through August 31, 1971, in the amount of $511.00. lniar-
kentien seconded and the motion carried.
Letter From the Taylor read a letter from the rietro Section of the League of
Pietro Section of the Nti.nnesota T~lunicipalities regarding future meetings scheduled

Municipalities:
Ballot Boxes TrJarkentien moved that the Village Clerk be authorized to

VILLAGE COUNCIL AND THE COT'1,NIISSIONER OF HIGH4JAYS, STATE OF
TffNNESOTA .
tiv'HEREAS: The Commissioner of Highways of the State of
Minnesota has submitted to the Village Council of the Village
of Falcon Heights, for execution, an agreement relating to
the future maintenance of frontage roads as shown on the
drawings marked "ExhibitA".
NOti~T BE:`IT RESOLVED: By the members of the Village
Council of the Village of Falcon Heights, Ramsey County,

that the Mayor of the Village of Falcon Heights and the
Village Clerk are hereby authorized and directed to execute
for and on behalf of and in the name of the Village of
Falcon Heights an agreement between the Village Council and
the Commissioner of Highways wherein the Village agrees to
maintain at its sole expense the frontage roads provided for
in the agreement.

I herby certify that the foregoing resolution i$ a true and
correct copy of a resolution presented to and adopted by the
Village Council of the Village of Falcon Heights, Ramsey
County, TJlinnesota, at a duly authorized meeting thereof held

Resolution 70-18:
RESOLUTION AUTHORIZIPdG THE i~.EDEt1PTION OF OUTSTANDING tivATER
P'IAIN Il~Ii'ROVr~NT BONDS OF 1960-1
WHEREAS:
A. $x.8,000. j~~ater Main Improvement Bonds of 1960-1 of
the Village remain outstanding.
B. The Village of Falcon Heights holds $38,000. of
said bonds in the Sinking Fund of the Refunding Sanitary
Seger Improvement Bonds of 1963 Fund, and $10,000. of said
bonds in the Sinking Fund of the Larpenteur Avenue and
Water Main Improvement Fund.
C. Under the terms of the resolution authorizing said
bonds, $10,000. of said bonds (bonds Nos. 59 to 68, both
inclusive) may be redeemed as of September 1, 1970 at par
plus accrued interest plus a premium of $30. per bond, and
$38,000. of said bonds (bonds nos. 2l to ,~8, both inclusive)
at par plus accrued interest and a premium of $20. per bond.
D. Sufficient funds are in the Sinking Fund for the
tiJater M~x1 Improvement Bonds of 1960-1 to redeem the
$18,000. in bonds still outstanding.
E. It is in the interests of the Village to redeem
said $x.8,000. outstanding Water I•Zain Improvement Bonds of
1960-1 in order to reduce the Village's outstanding bonded
indebtedness and thus improve its credit, and also to
eliminate the cost of the continued services of a paying
agent .

NOW THEREFORE, BE IT RESOLVED by the Village Council of
the Village of Falcon Heights as follows:
1. The Village of Falcon Heights shall forthwith redeem
and prepay as of September 1, 1970 the outstanding $18,000,
Water Main Improvement Bonds of 1960-1.
2. Such prepayment and redemption shall be achieved by
transferring cash and/or investment funds in the Sinking Fund
of the Refunding Sanitary Sewer Improvement Bonds of 1963
Fund as follows:
(a) The equivalent of X38,760. to the Sinking Fund
of the Refunding Sanitary Sewer Improvement Bonds of
1963 Fund to redeem $38,000. Water Nlain Improvement Bonds
of 1960-1 therein (bonds Nos. 21 to 58, both inclusive).
(b) The equivalent of X10,300. to the Sinking Fund
of the Larpenteur Avenue and Water TZai.n Improvement
Bonds of 1960-1 therein (bonds nos. 59 to 68, both
inclusive).
3. Upon transfer of said funds as hereinabove provided,
said $1.8,000. T~v'ater Main Improvement Bonds of 1960-1 shall be
deemed to be prepaid, and the Clerk and the t•Zayor shall then
be authorized and directed to enter into an agreement with
the paying agent for the cancellation and cremation of said
bonds pursuant to l~ti.nnesota Statutes Sec. 475.553(2).
Summary of 1970 Miss Donna Seline and Members of the Recreation Advisory
Summer Recreation Committee met to discuss the summary of the 1970 recreation
Report: program, and to present the summary to the Council. The
Advisory Committee also recommended consideration of the
1970 staff being rehired for the 1971 sununer program.
Volunteer Fireman Ecklund moved that the application submitted by Richard L.
Application: Hannegan, Jr., 2651 Huron, for the position of volunteer
fireman be denied, due to the unavailability for daytime
fire calls. j~Jarkentien seconded and the motion carried.

1970 Census The Council discussed the probability of challenging the
