'~uefler of 1607 Hollywood Court was inter- viewed by members of the council regarding his caba- biliti~s and interest in the duties of Deputy Clerk and Deputy Treasurer. League of Vjomen `sirs. Arthur i;rler, 1817 Pascal was present as Voters: representative of the League of 1Vomen Voters. She announced that as a result of an application made by the League to the University of D!Iinnesota Depart- mdnt of Physical Education a survey will be made by them and recommendations will be made. This is done by graduate students enrolled in the course to pro- . vide them with concrete recreation survey experience. Temporary Signs: Douglas Reese requested approval of two temporary signs for his new office at Larpenteur and Snelling Avenues as a renal office for the new Har-Tdar Shopping Center. Shavor moved that the request be annroved, seconded by Nilsen. Passed. Holiday Pay for To clarif~,~ the question of holiday pay for firemen Firemen; the method of computation was explained being figured on an annual basis. The rate per month is multiplied by 12 to arrive at the annual pay. The annual pay is divided by 52 (weeks in a year). Then the weekly pay is divided by 56 (the number of hours worked per week) resulting in a rate per hour. The rate per hour is then multiplied by 8 (hours per day). The same result would be determined by dividing the weekly rate by seven (days in a week). It was moved by Stone that this be acknowledged in lieu of the error made in this regard in the Stanton-Pittelkow report. Seconded by Nilsen .a.nd passed. Police Overtime: Warkentien moved that the Village policemen be reim- bursed for overtime at the same rate of pay as his regular time. Seconded by Stone and passed. X852 Vacation Pay: V4arkentien moved that the one week of the 1962 vacation for Officer Harmer and Nordeen be paid to them at the 1962 rate of pay since they were un- able to take this vacation, but that in the future, vacations must be taken off and in the ,year they were earned. Seconded by Shavor and passed. Falcon Heights V'~illiam Korstad appeared as a representative of the Congregational Falcon Heights Congregational Church and their Church Parson- request to build a parsonage on the lot facing age: Pascal Avenue behind the present parsonage. The matter of a liability agreement was approved re- quiring the Falcon Heights Congregational Church to include the Village of Falcon Heights to be protected as an 'additional insured' in their liability insurance properly filed with the Village of Falcon Heights with limits of 100,000/300,000 public liability limits and 50,000 property damage, and that it include a °"10 day notice of cancellation'" to the Village. RESOLUTIOPI AUTHORIZING ISSUArdCE OF BUILDING PF,~?."SIT AT~?D CONDITIONAL USE PL;Rhr?T_'" FOR FALCON HEIGHTS CONGREGATIONAL CHURCH, LOT B, BARTuEL VILLAS, RA"~'SEY COUNTY VIHEREAS, because of surface drainage problems and general contour of the real estate, the Villas*e Council of the Village of Falcon Heights has here- tofore refused to issue building permits for that area described as Lots 13, ll~, 15, 20 and 21, Barthel Villas, Ramsey County, Pdinnesota, lying within the Village of Falcon Heights, and WHEF~.EAS, The falcon Heights Congregational Church has requested said Village Council to consider granting a building Hermit to said. church for the construction of a parsonage on Lot 13, Barthel Villas, as is more fully set out in a letter dated December 27, 1462, from John Rysgaard to the ~.~.?ayor of said Village, a copy of which is attached hereto and made a part hereof, and the Village Engineer has recom-Tended the issuance of said Hermit subject to the conditions hereinafter set out; NC~ti TuEREFORE, the V:Lllage Council of the Village of Falcon Heights heresy directs the Building Inspect- or of the Village of Falcon Heights to issue a build- ing permit to the Falcon Heights Congregational Church for the construction. of a parsona~-e on Lot 13, Barthel Villas, provided: 1. That the conditions set forth in the letter dated January 2, 1963 from the Village Consulting Engineer to the Village Council, a cony of which is attached hereto and made a part hereof by reference, are com- plied with, including (a) the fill for Lot 13 is taken from Lots 11~, 15, 20 and 21, Barthel Villas, Ramsey Countti•, ?,7innesota- (b) the entire area will be graded (when weather and conditions Hermit) to improve it as a holding Hond and recreation area., subject to the supervis~_on of the Village Engineer; (c} in the event that satisfactory drainage does not result from said grading, that dry wells (or their equivalent) as suggested by the Village Engineer, be installed for faster and better v~rater removal from said drainage area; (d) that the existing drainage into said lots from surrounding areas not be interfered with in any manner by the ralcon Heights Congregational Church, including the existing idtch carrying water from Pascal Avenue into said area, as well as other ditches, culverts and drains; (e) that the volumemetric area of the remaining area for ponding of ter fill is re- moved and grading be equal to~or larger than~the present v~lutzt~metric area. IT IS FUP'T'HEP~ P,ESOLVED, that the Falcon Heights congregational Church is hereby granted a conditional use Hermit under the provisions of Falcon Heights Ordinance 64, Section 16.5 to remove approximately ~t50 cubic ,yards of earth from Lots 1~, 15, 20 and 21, ~3arthel Villas, and place said earth on Lot 13, Barthel Villas, as fill, said Hermit to meet the requirements of Falcon Heights Ordinance 61~, Section x.11. IT IS FURTuLR P4r.SOLVED that the issuance of said Hermits are conditioned upon the Falcon Heights Con- ~regational Church filing with the Village Clerk of the Village of Falcon Heights, a Certificate of In- surance naming said Village as an additional insured, showing public liability insurance coverage of not less than X100,000 for injuries, including accidental death to any one person, and subject to the same limit for each person, for not less than ~k300,000 on account of any one accident, and tiroperty damage insurance in the amount of not less than X25,000 and said Certificate to contain a provision that said insurance will not be cancelled or terminated with- out a 10-day notice to the Clerk of said Village.
