Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Charles Stone, Trustee; and ~. A. Mortenson, Clerk. Also present xere William E. Olsen, Treasurer; Brad Lemberg, Village Engineer; and Michael Galvin, Village Attorney. The minutes of the regular meeting of January 9, 1963 xere approved - moved by Stone and seconded by Shavor, Passed. Annual Report: For assistance in setting up a bookkeeping system and classification of accounts as recommended by the State Department of Public Examiner it xas agreed to hire Elxyn H. Sands, C. P. A. on the recommendation of William Olsen. He rill be available the first xeek in February. Village Maintenance Applications for the possible position of Village Mans maintenance man are being received and about 20 men have applied so far xith the applications to be reviexed at a special Village Council Meeting set for February 6, 1963 at 8:00 P.M. Municipal State The allocation for 1963 from .the State of Minn- Aid 1963: ~ esota Department of Highxays for Municipal State Aid Street Fund xas received xith a total allot- ment of 41.9,896.00, ~3,0l~5.00 being for Maintenance, and ~t16,851.04 for Construction. Fair Housing Laxs Mrs. L. B. Miller and Mrs. Rodney Olson from the Local League of Women Voters presented to the Council a letter stating the Leagues position on the Fair Housing Lax. They have been studying the problem of discrimination for txo years and hav® made a stand to support the Lax xhich became effective as of December 31, 1962. Brochures explaining the lax xere left for interested citizens. Civil Defense Civil Defense supplies set aside for the Village Supplies: of Falcon Heights have been received at the Civil Defense Center, Nex Brighton. They are to stock Buildings 511 and 331 at the State Fair Grounds and include sanitary kits, medical kits, radiation kits, bag liners, biscuits, etc. It xas moved by Shavor and seconded by Stone that Leo Weet, Village Civil Defense Director, be authorized to arrange for its removal to the Fair Grounds Buildings. 1862 aFrost Charge" Bills On review of a bill from Northern States Power for "frost charges" for installation of gas to the Idaho-Snelling Warming House, it was decided to object in that application for the. connection Was made when the ground Was not frozen. Fire Calls: In the case of afire call it shall be the duty of the first fireman arriving at the station to call the Sheriffs radio to notify the police officer of the location of the fire or other emergency so that he may promptly perform hi: duties of traffic direction and protection as listed in the procedure directive of November 21, 1962, from Fire Chief Helbig and Police Commissioner Arndt. Snow Removal After a discussion of the Council and the Village Attorney Ordonances With corrections for clarity, it Was moved by Shavor and seconded by Warkentien, that Ordinance #67 to regulate vehicle parking to facilitate snout removal be adopted. Passed unanimously - The ordinance is to be effective upon publication. Check Signatures: The question of allowing the Deputy Treasurer to sign checks for the Treasurer when the Treasurer is not avail- able was reviewed. No action was taken. Iowa Curb and Gutter RESOLUTION FOR HEARING ON PROPOSED Improvements ASSESSMENT WHEREAS, by a Resolution passed by the Council on December 26, 1962, the Village Clerk was directed to prepare a proposed assessment of the cost of improving Iowa Avenue between the east line of Arone Avenue and the West line of Hamline Avenue by construction of curbs and gutters, and, WHEREAS, the Clerk has notified the Council that such proposed assessment has been completed and filed in this office for public inspection, NCAf THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesotan (1) A hearing shall be held at 8:OQ P.M. on February 13, 1963, to pass upon such proposed assessment on such time or place all persons awning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. (2) The Village Clerk is hereby directed to cause a notice of hearing on the proposed assessment to be published once in the official newspaper at least two Weeks prior to the hearing, and he shall state in the notice the total cost of the improvement. (3) The Clerk shall give such mailed notices to all persons owning propety affected by such improvement, as is required by law. ~'I 1 1 I 1863 .Adopted by the Council this 23rd day of January, 1963. The hearing is to be held at B:OO P.M. on February 13, 1963. The assess- ment is to be at the rate of !62.50 afoot. Stone moved for adoption, Shavor seconded - Passed unanimously. Bill for Warming The bill for the Idaho-Snelling Warming House xas House Contract: approved for payment but to xithhold !6200.00 until spring for completion of such items as painting trim and yard cleanup. Lindig Property Arthur Lindig presented a progress report on Developments his proposed propety development plans. Crosswalk Signals Bradley Lemberg presented plans from the Ramsey County Engineer for the proposed crosswalk signal flasher system~on Larpenteur Avenue near Snelling. It included suspended lights over the traffic lanes. The proposal xas enthusi- astically received. Warkentien moved xe proceed xith the installation as submitted. Seconded by Stone and passed.
