Nilsen, Mayor; George Shaver, Trustee; Willis Warkentien, Trustee; Charles Stone, Trustee; ald W. A. Mortensen, Clerk. A1ao present were William E. Olsen, Treasurer; Brad Lemberg, Village Engineer; and Michael Galvin, Village Attorney. The minutes of the Special Meeting of February 6, 1963 were approved as read. 1962 Engineering Costs: A letter from Bonestroo, Rosene & Associates, Inc. dated February ll, 1963 was read by Mr. Mortensen. Costs included work on Municipal State Aid Work, Village Construction, Council Meeting Attendance, Reports, Studies, etc. and Inspection Work on Streets and Sewers. S®veral members of the Council thought the charges were very reasonable. 1 Deputy Clerk and Mr. Mortensen appointed Mr. Norman Gilbert Deputy Treasurers as Deputy Clerk., Mr. Olsen appointed Mr. Gilbert as Deputy Treasurer. His salary to be ~ltCfl.00 per month - moved by Warkentien and seconded by Shaver that the appointments be approved. Passed ~ddressograph Machines Mr. Mortensen checked the cost of a machine and stated that it would cost X230.00 plus freight charges. The plates would cost 12¢ to 15¢ each - total cost of plates would be $150.00 and a cabinet would cost ~3l~.00. Having this work done would cost X35.00 to X40.00 per year plus the cost of making the plates. In six years the machine would pay far itself. Mr. Shaver moved that a reconditioned machine for mailing out sewer rental bills be purchased and Mr. Stone seconded the motion. Passed Village Fire Rates: On February 7, 1963 an inspection was made by the Board of Fire IInderwri.ters of the Fire House and the Village Hall for the purpose of a possible lower fire rate. Membership to Fire On motion by Mr. Shaver, seconded by Mr. Chief~a Associations Stone that a X5.00 yearly fee for membership in the Fire Chiefs Association be paid. Passed' Traffic Recorder On motion by Mr. Nilsen and seconded by Hose: Mr. Shaver it was agreed to purchase a traffic recorder hose. Motion carried 1670 Purchase Requisition: Requisition fr©m Fire Department for supplies and equipment be apprrnred, Mr. Stone maned that the $120.00 Halprin Supply Co. charge be excluded. The rest of the requisition is approved, seconded by Mr. Mortensen. Passed Legal Notice. Meeting by the Council at $:00 P.M. on Feb- Iowa Improvement: ruary 13, 1963 at the Village Hall, 16L~1i W. Larpenteur Ave. to approve the cost of the improvement. Mr. Mortensen read the pub- lished notice of the Proposed Assessment for the improvement of Iowa Ave. between the east line of Arena Ave. and the west line of Hemline Ave. by the construction of curbs and gutters. The fallowing is the area proposed to be asaQssed; all property abutting on Iowa between the east line of Arone Avenue and the west line of Hemline Avenue. The proposed assessment is on file for public inspection at the office of the Village Clerk. Written or oral objections will be considered at the hearing. The total cost of the Improve-~ ment is X9858.00. The assessment rate of X2.50 per front foot applies as in the past. Moved by Nilsen, seconded by Warkentien - Passed. $ESOLUTION ADOPTING ASSESSMENT WHEREAS, pursuant tb proper notice duly given as required by law, the council has met and heard and passed upon all ob3ections to the proposed assessment for the improvement of Iowa givenue between the East line ofA~rona Avenue and the Weat line of Hemline Avenue by construction of curbs and gutters, NUS THEREFORE, BE IT RESOLVED B'3C TAE VILLAGE COUNCIL OF FALCON HEIGHTS MINNESOTA: 1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall consti- tute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by they proposed improvement in the amount of the assessment levied against it. 2. Such assessment shall be payable in equal annual installa~ts ~xt°ssding over a period of five years, the first of the installments to be payable on or before the first Monday in January, 1961 and shall bear interest at the rate of aix per cent per annum from the date of the adoption of this assessment resolution. To the first installment shall be 1 1 1871 added interest on -the entire assessment from the date of this resolution until. December 31, 1963. To each subsequent installment when due shall be added interest for one year on al]. unpaid installments. 3. The owner of any property so assessed may, at any time prior to certification of the assessment on such property, with interest accrued to the date of payment, to the village treasurer, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of this resolution; and he may, at any time thereafter, pay the county treasurer the entire amount of the assessment remaining unpaid, with the interest accrued to December 31 of the year in which such payment is made. The clerk shall forthwith transmit a certified duplicate of this assessment to the county auditor to be extended on the proper tax list of the county, and such assess- ments shall be collected and paid over in the same manner as other municipal taxes.
