REGULAR MEETING FEBRUARY 27s 19b3
The regular meeting was called to order at 7:00 P.&S. with the foll.ow~ing
members being present: Harold C. Nilsen, Mayor; George Shavor, Trustee;
Wi11is Warkentien, Trustee; and W. A. Mortenson, Clerk.. Also present
were William E. Olsen, Treasurer; Brad Lemberg, Village Engineer; ri3.chael
Galvin, Village Attorney and Norman Gilbert, Deputy Clerk and Deputy
Treasurer.
Mrs. Peter Torvik and Mrs. William Shepard were present as representatives
of the League of Women Voters of Falcon Heights.
Traffic Meeting: Mr. Van Krevelen, Assistant District Engineer, and
Perry Plank, District Traffic Engineer, from the
State Highway Department were present to review the
traffic problem at Snelling and Larpenteur, especially
pedestrain control and safety. Improvements discussed
were (1) Better definition and marking of crosswalks,

further back from intersection, (~.) f~crossarmtt
signals, (5) better use of service roads and (b)
stricter traffic rule enforcement.
Crosswalk Lightr Bids were opened for a new "crosswalk signalt~ an

and seconded by Shavor that the engineer tabulate

On the recommendation:of Brad Lemberg it was moved
by Willis Warkentien, seconded by George Shavor that
the contract be awaxded to the lowest bidder, Common-
wealth Electric Co., for the bid of $738. -Passed
Street Lightings Mayor Nilsen recommended we renew our study of
further street 1i.ghting in accordance with a past
study and to review such plans at the next regular
meeting.
Civil Defense: Willis Warkentien moved, seconded by George Shavor
that we purchase a 1951 - 3/!~ ton panel truck as a
mobile radio station for Civil. Defense. Such a truck
is available under Government Surplus Properties for
~t5. -Passed
Arthur Jorgenson: Arthur Jorgenson was present to state his plans for
a 10 fami_1y, 22 story apartment on his 2 vacant lots

on Albert, in back of Shell. Service Station. The
council will wait for a formal application for re-
zoning for further action.
Engineering: Brad Lemberg reported our plans for summer projects
are in the hands of the Highway Department and he is
waiting for their return.
Mayor Nilsen moved, seconded by Shavor that the
engineer work with the Highway Department on stxipe-
ing -Carried
Sidewalk Cleanings On review with the Village Attorney, the Glerk was
ordered to send. a letter to the Cities Seriri.ce Oil
Station on Snelling and Larpenteur instructing them
to clear their sidewalk of snow and ice and not to
pile driveway snow on the walk. Non-compliance would
be in violation of Ordinance #20 of the Village of
Falcon Heights.
Bond Refunding: Attorney Galvin reviewed the possibility of refunding
Village Bonds at a lower interest rate.
2~onitor Radio: Moved by Willis Warkentien, seconded by Shavor that
the purchase of a monitor radio be authorized under
Civil Defense nmatching funds~~ rule. - Passed
Bills: Moved by Wi11.is Warkentien, seconded by Shavor that
the following bills be paid:
