Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Charles Stone, Trustee; W. A, Mortensen, Clerk. Also present were William E. Olsen, Treasurer; Brad Lemberg, Village Engineer; Michael Galvin, Village Attorney; and Normaaz Gilbert, Deputy Clerk and Deputy Treasurer. Maintenance Man: Mortensen read all the letters received from the applicants references for the position of Village Maintenance Man. Shavor moved, Mortensen seconded that ?dr. Quarn be requested to appear for an intervigur with the Council on Friday evening, Pdarch 14th. Carried. John Daubney, qtr. John Daubney presented an application for a Attorney for DX Service Station at Larpenteur and Fairvier~, Roberts Con- fronting on Larpenteur north 200 Ft. off Lar- stxuction Co.s penteur. Stone moved that the application be referred to the Planning Commission, seconded by Warkentien. Carried. League of Women 2~4rs. Frank Pieper, 1583 Vincent St. and Mrs, Voterss Ernest ftinke of 2271 Folwell St, were present as members of the League of Women Voters. Zoning Board: Nilsen moved, seconded by Stone that the Council recess for a meeting of the Planning Commission. Passed. Commorrnrealth The new street crossing light on I,arpenteur Elec. Co. Cross Avenue was discussed. We will have a yellow Walk on Larpe~ flashing signal which conforms with the traffic tear betvreen laws and the cross walk will. also be marked. Snelling and Arenas Village Sub- It was moved by Stone, seconded by Warkentien, division that the Village Attorney proceed with making Ordinance: up the Village Subdivision Ordinance. Carried. Bond for F~otion be Stone, seconded by Warkentien that a Deputy Clerk and X7.,000 bond be taken out on the Deputy Clerk and Deputy Treasurer: Deputy Treasurer. Carried. 1 1.880 Necr Regulation on It was moved by Shavor, seconded by Mortensen Dog Control that the Village adopt the following resolution Resolution: regarding the keeping of dogs within the Village: WHEREAS, the Village of Falcon Heights has adopted an ordinance Registering and Regulating the Keeping of Dogs in said Village, being Ordinance No. 39, adopted April 11, 1956, and WHEREAS, under the provisions of Section lI~ of said Ordinance, the Falcon Heights Village Council is authorized to enact a resolution pro- hibiting, for a given time, arsy and all dogs from running at large in said village. NOWT THEREFORE, BE IT RESOLVED: That arty and all dogs .are prohibited from running at large in the Village of Falcon Heights from April 1 to September 30th 1963 inclusive. A dog is deemed Mat largeM whenever it is off the property of his owner or keeper and not under restraint. Such dog shall be deemed under restraint only when it is controlled by a leash not exceeding 6 feet ixi length, or it is at °' MheelM beside a competent person having custody of him and obedient to that persons commands, ar within a vehicle being driven or pushed on a public street or within the property limits of his owners premises. Street Improvement: Motion by Shavor, seconded by Nilsen that plans and specifications be made by Engineer for Seal Coating Village Streets. Carried. Pascal Avenue Moved by Shavor, seconded by ~4ortenson that the Parking: following Resolution be adopted by the Village regarding street improvement on Crawford from Simpson to Pascal and Pascal from Crawford to Larpenteur: RE50LUTTON AUTHORIZING EXECUTION OF A(~tEEPoRENT BE7.YYdEEN VILLAGE OF Falcon Heights and COLi~gISSTONER OF HI , T OTA ~IHEREAS: the Commissioner of Highways of the State of Minnesota has submitted to the Village Council for execution, an agreement 1 1 1 1881 relating to restriction of parking on those streets and avenues wherein Municipal. State Aid funds are used in improving said streets and avenues, NO~t BE IT RESOLVED: By the Village Council of the Village of Falcon Heights that the Mayor and Village Cler are erby au ori.zed and directed to execute for and on behalf of and in the name of the Village of Falcon Hei~h~ an agreement betvreen the Village ~ the Corn:n ssioner of Highways wherein the Village agrees to restrict parking to one side of Pascal Avenue between Larpenteur Avenue and Craw. or~`Avenue.
