The regular meeting was ca].l.ed to order at 7sOO P.~d, with the follvNrir:g
members being presents Harold C. Nilsen, Mayor; George Shavor, Trustee;
Willis Warkentien, Trustee; Charles Stone, Trustee; ~. A. Mortenson,
Clerk. Also present were William E. Olsen, Treasurer; Brad Lemberg,
Village Engineer; Michael Galvin, Village Attorney; and Norman Gilbert,
Deputy Clerk and Deputy Treasurer.
Financial. State- Proof from Printing Co. was presented by Mr.

Dec. 31, 1962.: changes and corrections. After completion of
corrections it was advised to have the Printer
make the necessary changes and have a new proof
presented to the Council at the next meeting.
Village Main- ~. Kenneth Fletcher Quern accepted the position
tenance Man: of Village Maintenance Man, according to the
terms stated on March 1l~th. He accepted the
position March 15th at a salary of x.75.00 per
month and is to start work March 18th, 1963.
Mr. ~Sortenson checked on PERA for 3,dr. Quern and
an application is to be filled out by BSr. Quern
and mailed to the PERA office.
League of lbs. Frank Pieper, 1583 Vincent St., and Mrs.
Women Voters: Ernest Rieke of 2211 Folwell St. were present
as members of the League of Women Voters.
Hermes Pump Mr. N. Hermes and Pete Hermes were present and
Station at State presented neat blue prints for pump station north

RESOLUTION APPROVING PLOT PLAN AS
MODIFIED AND CONDITIONAL USE PERMIT
FOR HER~~S STATE FAIR CAR WASH
WHEREAS, on or about February 13, 1963, the State
Fair Car Wash applied for a Conditional Use Permit
under the provisions of Section 16.5 of Ordinance
No. 6!~ of the V311age of Falcon Heights, in order
to install gas pumps in an area presently zoned
as B-2, and
WHEREAS, said Application for Conditional Use
Permit has been referred by the Village of
Falcon Heights Village Council to fine Planning
Commission of said Village, and said Permit has
been approved by said Planning Commission

conditioned as set forth below, and
1NHERF,AS, The Council has revierored the matter and
the recommendations of the Planning Commission,
and
WHEREAS, the proposed use will not be detrimental
to the health and safety or general welfare of
the community nor will. cause serious traffic con-
gestion nor hazards nor wi7,l, seriously depreciate
surrounding property values and that the same i.s
in harmony with the general. purpose and intent of
the ordinance in the comprehensive plan,
MWfT, THEREFORE, BE IT RESOLVED that:
1. Said plot plan, a copy of which is on file
with the Clerk of the Village of Falcon Heights,
is hereby approved as modified on March 27, 1963
2. Said Conditional Use Permit is approved
sub~eet to the following conditions created by
the P!l.anning Commission of the Village of Falcon
Heights and concurred in by the Village Council.:
a. There shall. be no more than three traffic
lanes,. each lane not to exceed twelve feet in
width, located in that area south of the Car
Wash and north. of Larpenteur Avenue.
b, The sale of automobile fuel and related
cervices shall be conducted only during the
regular hours of operation of said Car Wash.
3. The traffic pattern at the State Fair Car
Wash shall conform to the traffic flog pattern
as prepared by the Village Counsulting Engineer
and approved by the Council, and said Gar Wash
shall take all necessary steps to avoid congestion
of traffic at the Larpenteur Avenue entrances and
exits to said Car Wash.
!t. Final approval of the plans, including those
modifications recommended by the Village Council
on March 27, 1963, to be given by the Village
Consulting Engineer.
5. The applicant must apply for a building
permit as required under the provisions of
Ordinance No, 3 of the Village of Falcon Heights,
as amended, and said plans submitted to the
Zoning Administrator and Building Inspector for
issuance of said permit, must reflect the written
approval of the Village Consulting Engineer.

~. Vanelli from Mr. Vane11i of N. S. P. presented blue prints
N. S. P.: of the Village street lights, shrnving places
that the Village had lights and places where
lights could be added. He stated that N. S. P.
will make a survey of all the Village lighting
at no cost.
Civil. Defense: Cdr. ~ifeet of the Civil Defense Department bought
' the new white panel truck to the Village Hall.
It was shown to the Council, and a bill for ~lle8.91~
for services done on the truck presented.
Art Lindig Plat Mr. Nilsen read a letter dated 'March 2l~th from
Planes Geo. W. Plant, Chairman of the Planning Commission,
addressed to Mr. Nilsen, and the Village Council.
At the Planning Commission Meeting of March 20,
the Commission reviewed the topographic maps and
the drainage map for the Lindig property and
further recommended that the City Engineer estab-
lish apermanent drainage easement through the
property, It was moved by Stone and seconded by
Warkentien and voted to adopt the following
resolution. Carried.
RESOLUTTON APPROVING 7HE PLAT OF
LIlJDIGt5 ADDITION, FALCON HEIGHTS
WHEHF,AS, Mr, and Mrs. Arthur Lindig have
presented a plat known as Lindig~s Addition to
the Village Council of the Village of Falcon
Heights, and
WHEREAS, The Village Council of the Village
of Falcon Heights have referred said plat to the
Planning Commission of said Village, and
WHEREAS, said Planning Commission has approved
the acceptance of said plat to the Village Council
of the Village of Falcon Heights,

1. The Village of Falcon Heights approves
the plat of Lindig~s Addition, Falcon Heights,
Ramsey County, Minnesota, as submitted to the
Council on March 27, 1963, and authorises the
Clerk of said Village to execute said plat sub-
~ect to the following.
2. Prior to tree Clerk signing said plat,
it must be approved by the Village Consulting
Engineer with reference to the location of the
drainage easement shown on Lot 1, Block Two,
Lindigts Addition. Said drainage easement roust
provide for shook-up with the natural drainage \.~

easement existing to the west of the Lindigis
Addition.
Adopted this 27th day of Parch, 1963,
Jacks Used Car Mr. Nilsen moved that the Variance Application for
Business: Jackts Used Car Lot be referred to the F1.anning
Commission. Seconded by Mortensen. Carried.
Nickolas Movsd by Nilsen, seconded by i~arkentien that the
Labalastra: proposed Plot Flan for Mr. Labalastra~s apartanent
building at 1899 Tatum Street be checked by Mr.
Bradley Lemberg and referred to the Planning ,'
Commission. Carried.
Traffic Tickets: Motion by Warkentien, seconded by Mortensen, that
the purchase of traffic tickets at a cost of
X120.00 be approved. Carried.
Fire Department. Motion by Mr. Stone, seconded by Mr. Warkentien,
Purchase Req,- that.the Fire Department Purchase Requisition of
uisition: March 22 be approved. Carried.
Radio Monitor: Mr. Warkentien recommended that the radio monitor
for .police calls be approved at a cost of ~3.l~0.00
Seconded by Mortensen. Carried.
Fire Depar-t~-ent Mr. Stone recommended that the request by the
Ring Expanders Fire Department to purchase ring expanders for
for fire hoses fire hose be approved. Seconded by Mr. Warkentien.
Carried.
Police School: Motion be Warkentien, seconded by Stone that hfr.
Archie Nordeen~s salary be paid while attending
the State Crime Bureau School, April 22 - May 3
at the State Highway Patrol Training Center
Building at Nees Brighton, Minnesota.
