Nilsen, Mayor; George Shavor, Trustee; Wi7.1.is Warkentien, Trustee; Charles Stone, Trustee; W. A. Mortenson, Clerk. Also present were William Olsen, Treasurer; Bradley Lemberg, Village Engineer; Michael Galvin, Village Attorney; and Norman Gilbert, Deputy Clerk and Deputy Treasurer. The minutes of the regular meeting of March 13, 1963, and Special Minutes of March 1l~, 1963, and the minutes of the regular meeting of February 27, 1963 were read and approved. Civil Defense: Moved by Nilsen, 2nd by Shavor that the following Resolution be adopted: ~iHEREASa Leo Weet, the Civil. Defense Adminis- trator for the Village of Falcon Heights has submitted his resignation to the Mayor and Council of the Village of Falcon Heights, and, WFIERF,AS, it is necessary to appoint an Acting Civil Defense Administrator to conduct those affairs of the Office of Civil Defense Administrator, i N(AiT, THEREFORE, BE IT RESOLVED: 1. The resignation of Leo Weet as Civil Defense Administrator is accepted with regret by the Village Council of the Village of Falcon Heights, and the Council hereby commends Leo Weet for hi.s outstanding service to the Vill.age, and the excellent manner in which he discharged the duties of Civil Defense Adminis- trator. Z. The appointment by the A,Iayor of the Village of Falcon Heights of Stanley Schultz as Acting Civil Defense Director is hereby con- firmed. 3. The Acting Civil. Defense Administrator shall serve at the same rate of compensation as his predecessor. r ~_ I~. Labalestra The preliminary plans for the building of two apart- Plan: ment buildings on Tatum and Larpenteur Avenues by dir. Labalestra were reviewed. One apartment iF to consist of seventeen (17) un3s and one of eleven {11) units. Mr. Labalestra is to submit a conforming plat plan showing the division line between plot A and plot B. Lindig Property: Several residents from Fairview Ave. were present with questions regarding the Arthur Lindig Plot. Mr. ?~. Kammerer asked questions regarding the cost of 3mprovd-~ menu and hwP they would be paid. Mr. Anderson asked about the procedure for eventual connections to the new street. Mr. Arthur Schwantes discussed drainage problems and Mrs. McGregor inquired regarding access to this road. Hermes The Village building inspector, Mr. Richard Magnuson, Remodeling: presented plans for the .remodeling of the Hermes premises on Snelling and Larpenteur Avenues for a Hair Dressing Parlor, the cost of which is to be about ~75~.~. Tt was moved by Nilsen, seconded by Shavor that they be approved. Passed. Cranford Ave. It was moved by Shaver and seconded by Mortensen that Improvement: the following resolution regarding the improvement of Crawford Avenue be approved. Resolution approving plans and specifications and order- ing advertising for bids. ~IE~REAS, pursuant to the Resolution passed by the Village Council of the Village of Falcon Heights, the Village Engineer has prepared plans and specifications for the improvement of Crawford Avenue between the east line of Simpson and Pascal Avenues, and the improvement of Pascal Avenue between Larpsnt,8ur and Crawford Avenues, by the construction of curbs and gutters and reconstruction of said street, and has presented such plans and specifi- cations to the Council for approval, 1 1 ~~ 1895 NtX~, THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesota. 1. Such plans and specifications, acopy of which are attached hereto and made a part thereof, are hereby approved. 2. The Village Clerk shall prepare and cause to be inserted in the official paper an advertisement for bids upon the making of such improvement under such approved plans and specifications. The adver- tisement shall be published for days and shall specify the work to be done, shall state that the bids will be opened and considered by the Council.. at 8 P.M. on April 2lt, 1963 in the Council Chambers in fine Vi].].age Hall, and that no bids will be cor.~ sidered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashierts check, bid, bond, or certified check, payable to the Clerk for 5 per cent of the amount of such bid. RESOLUTION AUTfiORIZING EXECUTION OF AGREEMENT BETiI~'EEN VILLAGE OF FAT,CON HEIQiTS, AND CO~aIISSIONER OF HIC~4TAYS, STATE OF IOTA ~tHEREAS: the Commissioner of highways of the State of Minnesota has submitted to the Village Council for execution, and agreement relating to restriction of parking on those streets and avenues wherein ~dunicipal. State Aid funds are used ixi improving said streets and avenues, 1896 NOW' BE IT RESOLVED.- By the Village Council of the Village of Falcon Heights that the Mayor and Village Clerk are hereby authorized and directed to execute for and on behalf of and in the name of the Village of Falcon Heights and agreement between the Village and the Com- missioner of Highways wherein the Village agrees to restrict parking to one side of Pascal Avenue between Larpenteur Avenue and Cra~rford Avenue.
