HomeMy WebLinkAboutCCMin_63Apr241899 REGULAR MEETING APRIL 21~, 1963 The regular meeting was called to order at 7:00 P.~4. with the following members being present: Harold G. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Charles Stone, Trustee; and W. A. Mortenson, Clerk. Also present were: Brad Lemberg, Village Engineer; t~illiam Olsen, Treasurer; tiichael Galvin, Village Attorney. The minutes of the. regular meeting of April 10th were redewed with corrections to be made. Mrs. Stuart J. Allen, 1201 Fifield, was present as a representative of the League of Women Voters. Civil Defense: A letter was read from J. D. Swan, Executive Secretary to the Board of Gounty Commissioners, asking that we, as the governing body of our municipality, take formal action to officially notify the Board of County Com- missioners as to our favoring or opposing the combin- ation of the administrative facilities of the Ramsey County Civil Defense with that of the City of St. Paul. Before vote is to be taken information as to any ex- pense or responsibility entailed will need to be answered and the subject was tabled until the next regular meeting. Polk Directory A solicitation by the Polk Directory for a special com- Listing: munity listing in the St. Paul Directory at a cost of X17.00 was not approved. Traffic Control: Mayor Nilsen reviewed a letter from Mr. E. J. Pennig, 1795 Fry, regarding traffic control suggestions for Snelling and Larpenteur Avenues including a diagram of recommended changes to be made. It included cutting back of the ~Rislands~~ relocating of signal standards, and left turn controls on an ~~arrow on1y~~ for both streets. Roberts Rezoning The report of the Planning Commission on the application Applications for rezoning from R3 to B2 of the Roberts property on the N. W. earner of Fairview Avenue and Larpenteur was read. A public hearing was held by the Planning Com- mission on April 17th to consider the petition. Resi- dents of the area opposed the petition at the hearing, fourteen speaking against it, and one in favor, The Midwest Planning and Research, Inc. report advised against rezoning. The Planning Commission therefore recommended to the Village Council that the petition be denied. At this point, dir. John Daubney, attorney, representing the Roberts property, asked for the withdrawal of the application for rezoning, and submitted an application for an apartment of 16 units to be built by Mr. Roberts on the same property. 190© Nilsen moved, seconded by Shavor that the Plot Plan be submitted to the Village Engineer for checking. Passed. Civil Defense Stanley P. Schultz, 1725 N. Fry was formally sworn in Director: as Local Civil Defense Director. Probationary Warkentien spoke of changes made in other communities Period - Police: extending the probationary period from six months to a year for policemen. No action was taken at this time. Public Hearing On motion of Nilsen, seconded by Stone the Council Crawford-Pascal recessed at 8:00 for a public hearing regarding the Improvements street improvement of Crawford Avenue from Simpson to Pascal Avenues, and Pascal Avenue from Crawford to Larpenteur. Mortenson read the formal resolution ca11- ing for the assessment hearing and the advertisement for bids. The following residents spoke against the project: Fred Martin, 1717 N. Pascal; Charles 5ehrantz, 14b2 Crawford; R. W. Kranz, 1l~84 Crawford; Fred Stoker, 1718 Simpson; John Hassinger, 1l~78 Crawford; ~dilliam Dunkel, 1!t?!~ Crawford; and Roy Benz, 1712 Pascal Avenue. On a showing of hands the opposition was unanimous, It was therefore moved by Stone, and seconded by Warkentien that a resolution disapproving the improve- ment be adopted. Passed It was then moved by Mortenson and seconded by Shavor that a resolution be adopted to reject all bids received for the project and return them to the bidders unopened. Passed. Fry Street Mr. Julian B. Lee submitted a petition for extension of Watermain the watermains on Fry Street. Petitions Schommer Pool Mr. Ray Schommer, 1197 W. The question of need for a variance application arose. The plan is to be referred to the Planning Commission. Galvin: (1) Regarding complaints of Maple Knoll residents on reduction of legal speed in their area, it is up to the State Commissioner of Highways. (2) In view of the new ownership and name of our legal newspaper, the Rose Tribune, a new resolution of des- ignation will be needed. 1901 Pearson. and Sands - Pearson and Sands, represented by Carl Pearson ex- Accountants: plained the new system of accounting procedures and accounts for 1963. The plan is in compliance with that recommended by the public examiners of the State of Pdinnesota. Audit 1962: Stone moved, seconded by Shavor that we employ Pearson and Sands to make an annual. audit for 1962, and, plus the system installation and records through March 1963, the cost not be exceed ~1~.00.00.
