REGULAR T~ETING MAY 8, 1963
The regular meeting was called to order at 7:C~0 P.M. with the following
members being present: Harold C. Nilsen, PRayor; George 5havor; Trustee;
Willis Warkentien, Trustee; Charles Stone, Trustee; and W, A. Iuiortenson,
Clerk. Also present were Brad Lemberg, Engineer and Michael Galvin,
Village Attorney.
The minutes of the regular meeting of April 21~th and the special meeting
of ~qay 1st were approved.
License Applications It was moved by Stone, seconded by Shavor that the
application of Ryan Plumbing and Heating Co. for a
P1laster Plumbers License is approved conditionally
pending filing of necessary bond.
Freeway Access Roadss A letter was read from the Board of Ramsey County
Commissioners regarding any contemplated naming or
changing of names of any access roads to freeways
so that the State Highway Department can plan its
signing accordingly and eliminate costly changes.
Civil Defense On request of the Board of County Commissioners,
Administration: for the council to take formal action as to its
attitude toward the combining of the administrative
facilities of the Ramsey County Civil Defense with
the Civil. Defense Dept, of the City of 5t. Paul,
it was moved by ldiortenson, seconded by Stone that
we oppose the combination. Passed.
Zaier Variance Action on the variance application of George 0.
Application: Zaier to extend garage was postponed pending
report from the Planning Commission as to defi-
Hite establishment of Iot line from a certified
plat.
Water Departments A letter was read from the Board of Water Corrr-
missioners recommending that for any new building
construction where a water connection will be made
that the regulations of the 1~ater Department re-
garding pipe sizing, materials, and locations be
followed and a copy of letter to be sent to West,
Plumbing Inspector and ~~agnuson, Building Inspector.
B & E Patrols In nevi gyring the bills from the B & E Patrol,
there was criticism far their lack of information
and it was recommended by the council that a
representative of B & E Patrol be requested to
appear at an early council meeting to provide
some explanation.

Billiard Parlor: T,Yr. Emil. ~delin, 1901 No. Victoria appeared to
make an application for a b311iard room at
1531t~i. Larpenteur, submitting a layout drawing
for l0 tables and pcitures of proposed equip-
ment. A 'Conditional Use" application was given
him for completion and then submitted to the
Zoning Administrator for recommendation.
Roberts Apartment Pdr. Roberts presented a revised drawing of his
Planss proposed apartment at Fairview Avenue and `lest
Larpenteur to show off-street parking arrange-
ments and building set--backs. He is to re-submit
plans to the Village Engineer including proper
screening for the adjoining R-1 area. t~;ioved by
Nilsen and seconded by Shavor that the question
of side yard set-back be referred to the Village
Attorney for interpretation. Passed.
Specila 2~eeting: A meeting was scheduled for 8:00 P.?~4. r.iay lath
to act on the Roberts application.
Legal Publication: Several complaints were registered regarding
changes in the services of the Rose Tribune since
its recent change in ownership and a study of
alternatives is to be made.
Sanitary Sewer Ex- 2~oved by Nilsen, seconded by t~arkentien that the
tension: Village Engineer be authorized to prepare a brochure
regarding the installation of sanitary sevrers in
the area north of Garden Avenue to Reselawn Avenue
with a description of proposal, costs, etc.
Boulevard Tree Study: Dr. Gustav Hard, Village Tree Consultant gave a
written street by street report of survey of
village trees with recommendations fora replace-
ment of policy and new plantings, diseauraging
the planting of elsm due to the dangers of Dutch
Elm disease spreading. Smaller species were
recommended near power lines. Pdoved by Shavor,
seconded by P,iortenson that the following resolution
be adopted:
RESOLUTION
Vti1'HER.EA,S, the Village Council of the Village of
Falcon Heights deems it necessary and proper to
adopt a comprehensive plan for regulating the
planting and care of trees and the care of boul-
evards in the Village of Falcon Heights, and,
WHEREAS, Ordinance No. 59 of the Village of
Falcon Heights provides that the Village Engineer
shall prepare a comprehensive plan of all proposed
locations of trees under his jurisdiction for each
street in the village on which plantings are pro-
posed, and such plan is to show the variety of
trees that will be permitted, and,

been presented to the Council for their consider-
ation and action.
NC1+`T, THEREFORE, EE IT RESGLVED:
1. The comprehensive program for regulation
of the planting and care of trees and the care of
boulevards in the Village of Falcon Heights, as
submitted by the Village Engineer with the assist-
ance of Dr. Hard, is hereby adopted and a copy of
which is attached to this resolution as Exhibit A
and made a part hereof by reference.
2. All permits to plant trees shall be made
to the Village Clerlc and approved by the Village
Engin'(e~er, all as provided in Section 2 of Ordinance
No s ] 7 i
3. The Village Engineer shall prepare a sketch
of all streets shoaving the location and availability
of all boulevard locations for tree planting pur-
poses, and such sketch or diagram shall be attached
to the comprehensive program for planting and care
of trees and the care of boulevards within the
Village of Falcon Heights.

Tree Information: It was moved by Shavor and seconded by b'larkentien
that the Village Engineer make up a bulletin on
tree information for the residents. Passed.
Speed Zoning: A letter was read from James C. Pdarshall, State
Commissioner of Highways, regarding procedures for
speed zoning changes requiring a resolution from
the Village. No action was taken on such a
resalution.

StreettiVork: Moved by Nilsen, seconded by ~~arkentien that the
~gineer~s recommendation to seal-coat all streets
east of Snelling Avenue except Arona Avenue from
Larpenteur to Crawford and Crawford Avenue from Arona
to Simpson at an estimated cost of X17,000 be approved.
Deputy Glerk: ''.i. A. ~,4ortenson stated that he had appointed fairs.
Priatina Vavoulis, 17I~7. Simpson St. as Deputy Clerk of
the Village of Falcon Heights. It was agreed to pay
her at an hourly rate of ~~2.00. ~Slortenson moved,
seconded by Nilsen that said appointment be ratified
by the Falcon Heights Council. The motion was adopted
unanimously. ~~
