REGULAR MEETING MAY 22, 15,3
The regular meeting was called to order at 7:00 P.M. with the foll~'ixig
members being present: Harold C. Nilsen, Mayor; George Shavor, Trustee,
Willis Warkentien, Trustee; Charles Stone, Trustee; and W. A. Mortenson,
Clerk. Also present were Brad Lemberg, Engineer, Attorney Michael Galvin,
and William E, Olsen, Treasurer, acid Tina Vavoulis, Deput~r Clerk.
Motion was made by Shavor, seconded by Nilsen to accept the minutes of the
regular meeting of May 8th, and the special. meeting of May 15th. Carried.
B & E Patrol: Mr. Donald Bona was present to explain the reports thay-
submit for services performed. He was requested to make
a more complete record of complaints received, also the
time and cayigin of ea11s, and the specific service
rendered.
Vili.age Street Advertisement for bids was read by ~icmtenson prior to
Seal Coat Project: opening of the bids. Four bids were received with proper
credentials of certified check for the proper amount or a
bad bond for 5~ of the amount of the contract.
Nilsen moved, seconded by Warkentien that bids be
referred to Engineer for tabulation. Carried.
Engineer Lemberg recommended that the contract be awarded
to Blacktop Construction Company, 7529 Aldrich Avenue
South., Minneapolis. Nilsen moved, seconded by Warkentien
that the Blacktop Construction Company be awarded the work.
Carried.

1. Ths Mayor and Clerk are hereby authorized and
directed to enter into the attached contract with
Blacktop Construction Company of Minneapolis in the name
of the Village of Falcon Heights for the Village Street
Seal Coat Project according to the plans and specifications
therefore approved by the village council as~d on file in
the office of the village clerk,
2. the village clerk i.s hereby authorized and directed
to return forthwith to all bidders the deposits made with
their bids, except that the deposits of the successful
bidder and the next lowest bidder sha,11 be retained until
a contract has been signed.

seller line to the Ruggles Street trunk line by ~aeking under
Snelling Avenue and to assess the benefited property for
all or a portion of the cost pursuaa~t to Minnesota Statutes,

Falcon H®ights Mannesota:
That the p~posed improvement be referred to the village
engineer for study and he is instructed to report to the
council with all convenient speed advising the council iri
a preliminary way as to whether the proposed i~aprovemsnt
is feasible and as to whether it should best be made as
proposed or in connection with some other improvement and
the estimated cost of the impr~ovemeat as recommended.

area of the Village of Falcon Heights in accordance with
the report of the Village Consulting Engineer and the
assessment of the abutting property for all or a portion
of the cost of the improvement pursuant to Misuiesota
Sta~taztes Sections l~29.011-ls29.111, Lazes of 1953 as
amended, at an estis~atsd total cost of the improvement

2. A public hearing sha11 be held on. such proposed
improvement on the 19th day of dune, 1963 in the Council

Attorney Galvins 1. the legality of the n~rspaper is not the question, but
the efficiency of it. It is legal and providing it is

in the paper claiming to have a display pool at his residence.
Galvin will call him about our ordinance. Also, the display
on Snelling Drive has not been completed and as yet the
property around the display has not been dust coated as was
specified in the permit. the depc.ty clerk was instructed to
~rrite a letter tcs ~. Sanford at the Falcon Heights Bank
regarding this matter.
Sewer Connection ~il].i.aati Carroll was present regarding a bill he received from
1Pilliam Carrolls Avoles Plumbing Company for correction in his sewer installa-
tion -straightening out the sewer, guether was the original
installer. Yr. Galvin will check into the performance bond
and will refer information back tc> fir. Carroll.
Directional Sfgxa; The deputy clerk was instructed to call fir. Hang Frost at
-~= at Larpenteur the State Fair Grounds and advise that the council has no
& Cleveland: objections to a directional sign on Larpenteur and Cleve-
land, and refer him to Ramsey County Ehglnesr for air
requirements he may have.
Fire Department Application From a man who lives. on Charles Avenue in

Better Business newspaper and magazine solicitors. The Bureau is of the
Bureau: opinion that inasmuch as st. Paul has adopted strict
regulations for solicitors, the suburbs may now be
invaded by them, and warned of malpractices.
