E.AGENDA:
1.Introduce new PARC commissioners , Randi Lundell and Mike Tracy.
•Bradbury read the role of the PARC to new members, which, in short, is to
produce advisement to the Council on public parks, facilities and rec
programming; the term is three years and you can serve up to two
consecutive terms.
2. 2023 Goals Discussion
•Goals that were suggested but have not yet been finalized for 2023, include:
-To meet regularly; the PARC has struggled to have quorum at meetings
in the last couple of years.
-To create an event calendar
-To bring back the 5K or some type of fun run.
-To (re)visit Roseville park buildings to gain knowledge on how to
improve our own building at Community Park.
-To do a park audit, looking at the amenities we currently have and to
find things to improve upon.

-To study the ice rink’s use at Curtiss Field and look for improvements
for next year.
-To develop one goal per each of the categories that PARC advises on
(public parks, facilities, and rec programming).
3. 2023 Snowstravaganza Discussion
• Group discussed what this event has consisted of in the past, the typical
attendance at the event, the estimated expense using last year’s event
template (the event was planned for and cancelled last year due to weather)
and was asked to think about the event, to determine at a later date if the
event should occur in 2023. And, if so, what changes they may recommend
at that time.
4. Describe Officer Duties and Announce Upcoming Officer Elections
• Because the PARC has not met regularly with quorum in 2022, officer
elections for this calendar year have not taken place. Commissioners were
given a handout to see the various positions and duties to look over and told
that the election will be held at the January 2023 PARC meeting for the 2023
calendar year.
F. INFORMATION/ANNOUNCEMENT
Next PARC meeting will be on December 5, 2022. Nelson asked commissioners for
input in setting the agenda for that meeting. Yager would like to see a programming analysis
over the last few years to look deeper at rec enrollment numbers so that we can discuss
spring/summer programming at a future meeting. Faust asked if we could discuss ice rink(s) a
bit as well to consider improvements for 2023 and beyond. Roseville uses cement under their
rink and it extends the skating season. Also, without a permanent warming house structure, is
there anything more to be done there?

Parks and Rec Budget
Finances dedicated to Parks and Recreation comes from multiple budgets including the
Parks Maintenance Fund, Parks Programing Fund, and Parks Dedication Fund. Additionally, some
functions go through Communication Fund and Administrative Fund.
Expenses Parks and Rec Budget Covers
The Parks and Rec budget covers regular and part time salaries, benefits, supplies,
communications, utilities in the parks, training and conferences for staff, pro-rated portion of
insurances, maintenance expenses, and an estimated $22,000 subsidy from reserves to make the fund
break even. The goal is to have Park and Rec programs more self-sustaining, but it is not always possible.
Special events such as Winterfest and Ice Cream Social are funded outside the park and
rec budgets. Ideally, sponsor donations and ticket sales cover costs of these events.

Total users estimated at 449 people during the 2015-2016 season.
2014 In 2014, the City had four ice rinks as compared to one
rink today. This is how Falcon Heights compared to
other nearby cities.
•Usage from 2011 was 1022 total users.
•For the 2015-2016 season, that total had become 449. However, ice
quality may have been a factor, as there were several daily notes
about the ice being slushy or in poor shape.
•I could not find a more recent study of usage and nearby rinks. In 2021-2022, just going by daily activity logs kept by Falcon Heights Warming House Attendants, we had approximately 10 users per day
at Curtiss Field.

SAINT PAUL CITY RINKS
•The city of St Paul historically maintains 15 general outdoor ice skating rinks, many neighborhood hockey rinks and three refrigerated hockey rinks. Note, however, that there are only 8 rink sites listed for the 2021/22 season. Most have lighting andwarming house facilities.
•Opening Day: 2022/2023 TBA.Weather Line: 651-558-2118Hours:Lighting hours vary by Rink, but all lights are off by 9pm; St. Paul Parks are opened from sunrise to 11pm.Warming Room Hours:See Rec Center Hours.

•The OVAL is the largest outdoor refrigerated skating rink in North America. Skate outdoors November to March ($7/pp, skate rental available for $5). The rink is typically decorated with lights durin the holiday season and is a beautiful place to skate outdoors.

•The City of Shoreview maintains seven outdoor skating rinks with supervised warming houses. All of the locations have lighted hockey (except Shoreview Commons) and general skating rinks.

•In Roseville, Lexington Park Rink was closed to the public on Wednesdays from 5p-10P for broomball league in 2021. They played for 7 weeks; Co Rec teams (3 males, 3 females on the ice at a time);
teams provided own legal brooms and helmets.
