HomeMy WebLinkAboutCCMin_63Jul3_Special1951 SFECIAL ~dIEETING OF JULY 3, 1963 The special meeting was called to order at 8:00 P.M. with the following members being present: George Shavor, Acting ~dayor; W.A. Mortenson, Clerk; Willis Warkentien, Trus tee; Charles P. Stone, Trustee. Also present were Engineer Brad Lemberg, Attorney M. J. Galvin, and Tina Vavoulis, Deputy Clerk. Absent: Mayor Harold Nilsen and Treasurer William E, Olsen. Hearing on Improvement Attorney Galvin opened the Hearing with a statement as of North Snelling Ave. to the previous action taken on this improvement, and by the Construction of a advised that notices had been published, and affidavits Sanitary Sewers had been filed according to law. Clerk Mortenson read the Notice of Hearing. Petition reflecting that over 50~ of the owners of abutting real estate would like to have this improvement was shaven. All the requirements have been complied with pertaining to this Hearing. Mrs. Art Granna We, of course, would like to see the water and sewer put 1592 W. Roselawn: in at the same time. Apparently the other people have not shown up because they have given up hope. In connection with the water, did you find if you could get permission from Roseville? Lembergs We talked with the St. Paul Water Department. They agreed with our thinking that the cost from our side was quite Shavors high and suggested that we contact Roseville. Would we actually gain very much trying to do it with the sewer job as long as this goes into t~vo trenches anyway? Mrs.- Granrias How about the difference in price of the water? Shavors Roseville is buying their water in bulk and the Mayor did state that they could sell it cheaper than present St. Paul suburban rates. Lembergs There is a possibility that if we get it from Roseville, we would have to maintain those mains ourselves whereas getting it from S t. Paul they maintain them. We have no crews available to maintain them ourselves. Mrs, Granna: There is a difference in cost because where we are, we have to pay the whole amount. Lemberg: You can only assess those who are benefited. It was brought up that we contact Roseville because we feel it would be less expensive to put it in from there. Shavors Have they run the lines through there now? Lembergs Yes, it is aLl done. Shavors If we wanted to put it in now, it means plans, speeifi- cations, etc.? Lemberg: We could not add to a project. If Roseville is agreeable, 1956 1 there would have to be a meeting of the taro Councils. Two residents who were here last week said they would be agree- able if there were a reasonable cost, but if the cost i.s the same as worked out here, they would not be agreeable to either. We have not received air cost figures yet. There being no further discussion on the sewer project, Warkentien moved, Stone seconded that the following Resolution as read by Clerk Mortenson be adopted by the Council: Ayes: Mortenson, Shavor, Stone, Warkentien. RESOLUTION ORDERII~tG IbLiPROVEMENT AND SEPARATION OF PLANS FOR Ib~PROVEM@,;NT OF NORTH SNELLING AVENUE BY THE CONSTRUCTION OF A SANITARY SE~fER ~PHEREAS, a Resolution of the Village Council of the Village of Falcon Heights adopted the 3rd day of June, 1963 fixed a date for a Council Hearing on the proposed improvement of the West side of Snelling Avenue bei~reen the South line of Roselaavn Avenue to a point 1,28..85 feet South of said street line by the installation of a sanitary sewer system and lawn services, and 1 ~~F~.S, ten {10) days published notice of the Hearing through two weekly publications of the required notice was given and mailed notice to all of the affected property owners was given and the Hearing was held thereon on the 3rd Day of July, 1963 at which all persons desiring to be heard were given an opportunity to be heard thereon NUN, THEREFORE, BE IT RESOLVED by the Council of the Village of Falcon Heighfis: 1. Such improvement is hereby ordered as proposed and fine Council Resolution adopted June 3, 1963. 2. Bonestroo, Rosene and Associates are hereby designated as engineers for this improvement. They shall prepare plans and specifications for the making of this improvement. Oil 1691 No. Snelling Applebaum~s Food Bdkkts., Znc. 1558 W, Larpenteur Calls to Dispatcher: Faigineer Lemberg advised that when he called the Dispatcher to contact the Falcon Heights Police with regard to an automobile accident he vPitnessed on Tuesday evening, the Falcon Heights Police were not notified. Shavor will call about this. Sehommer=s Pools Attorney Galvin advised that the Village is not liable ferr anyone who might be inured while swimming there. It also appears that swi~mning is rather limited to only a few. Sower Problem at Shavor advised he had talked to Bps. Jacobi and gave a 1583 Hollywood Court: report as to what each bill represented. The Council instructed the deputy clerk to notify Curella, the original. installer of this sewer, to appear before the Council at their meeting scheduled for July 10, ~9~$ Hermes Fence: Regarding proposed fenc® on the North side and the West side -North of the Post Office, the Council can authorize the building inspector to issue permit, but the Village has no jurisdiction over deed restrictions. ~. and hrs. Hermes were present and would like to have copy of the adoption of Ordinance 32 of June 8, 1955 with the signatures. RESOLUTIONS Motion made by Warkentien, seconded by Stone to adopt the Lot 7 -Crossroads Resolution beioc~, and to authorize the building inspector Addition ..Sim Foot to issue permit. All ayes. Redtisood Fence s WHEREAS, the Owner of Lot 7, Crossroads Addition to the Village of Falcon Heights, Ramsey County, ~irmesota intends to present an application for building permit for the apove-described area, which is zoned B-2, and WFIF~FiF~AS, said building permit application will be for the construction of a six-foot redwood fence on the North and West side of said lot, N0~', THEREFORE, BE IT RESOLVED that the Village Zoning Administrator and Building Inspector shall issue permit conditioned on the followings 1. Application for the required permit and pa3-ment of the required fee, 2. Alleys behind Hollyvrood Courts Engineer Lemberg advised that these alleys have never been accepted by the Village. Complaints have been received regarding Idle holes and bad condition of the alleys; Requisition for supplies Purchase Requisition No. 183 for coats, boots, etc. was from Fire Department: presented to Gouncil. Stone moved, Warkentien seconded that this be al.lo~ed. All ayes.
