REGULAR MEETING OF JULY 10, 1963
The regular meeting was called to order at 7:00 P.M. with the fol.lo~ing
members being present: George Shaver, Acting Mayor; W. A. Mortensen, Clerk;
Charles P. Stone, Trtzstebtg Willis Waxkentien, Trustee. Also present were
Village Engineer Brad Lemberg, Village Treasurer William E. Olsen, and
Tina Vavoulis, Deputy Clerk. Absent: Mayor Harald Nilsen and Attorney
Mike Galvin.
Mortensen moved, seconded by Warkentien that the minutes of the spacial meeting
of July 3, 163 be accepted. Carried,
Building permit for sign Application was submitted by Harold Nelson for
at 1550 West Larpentsur: building permit for a sign advertising the W. F. Stepnitz
and Douglas Rees Properties to go above Grays Drug
Store at 1550 West Larpenteur. 1Varkentien moved,
seconded by Mortensen that the building inspector
be authorized to issue same. Carried.
George Zaier Variance: A letter from Mr. Zaier to the Planning Commission
under date of October 15, 1962 and also letter from
the Planning Commission tp the Council written in
July 1963 were read. Mortensen moved, Stone seconded
that this variance be denied on the basis of the reasons
submitted by the Planning Commission in their letter.
Carried.
Payment of Statement of Mortensen moved, seconded by Warkentien that the
Cost of Destroying Weedss follc~wring Resolution be adopted by the Council and
that it be certified with the County Auditor. Carried.
RESOLUTION AUTHORIZING THE PAYMENT OF STATEb'~NT OF COST
OF DESTROYING WEEDS AND CERTIFYING SAME TO ftAMSEY COUNTY
AUDITOR
WHEREAS, that certain real estate located in the
Village of Falcon Heights, Minnesota, owned by Julia
Lindig, 1870 Hoselawn Avenue, St. Paul 13, Minnesota
described as

has been found by the Village Weed Inspector to be
infested with noxious weed growth, and
WHEREAS, said ViTeed inspector caused the notice
required by statute to be servdd upon the said Julia
Lindig requiring her to eradicate laid weeds, and
WHEREAS, said Julia Lindig has not complied with
said notice, said Weed Inspector authorized J.W. Koalska
to destroy said. noxious weed growth standing and growing
upon the abovd described real estate, and

the Inspectorts authorization to destroy said
noxious growth of weed and has filed his statesment
of cost of destroying weeds with the Village Clerk
in a total amount of 9~~.2.00,

1. Village Treasurer is hereby authorized to
pay a sum of ~1a2.00 to J. YV', Koalska as the cost of
destroying weeds on the above described real estate,
2. Clerk of the Village of Falcon Heights is
hereby authorized to certify said statement to the
County Auditor for the purpose of having the sane
extended upon the tax lists and become a lien in
the nature of a special assessment upon said property,

Serer at 1583 Hollywood At the Councils request, Ralph Curella,the plumber
Court: who made this sewer connection in 1961, was present
at this meeting. Also present were Mrs, Jacobi, and
her daughter and son-in law. .After considerable
discussion, Stone moved, Shavor seconded that the
following three bills be paid by the Village of
Falcon Heights. Carried.

Lindquist Landscape for repairing sewer
trench in front yard -regarde & resod 12.50
(hrs. Jacobi paid this bi7.1 so she will
be reimbursed by the Village)
Non-par exchange charge Treasurer Olsen will inquire with the Falcon Heights
by the Bank: State Bank as to the writers of the checks on non-par
banks.
Vacation pay for polices The rules and regulations regarding police officers
officers: which~re passed at the Council meeting of March 19,
1959 wez;e read.
Officer Smith: It appears that Officer Smith took his vacation in
1962 from the 2nd of July to the 23rd of July, He
had only one week due him from the V31.I.age and took
tanro weeks extra, and at that time it had been agreed
that he would not be paid for those tiro extra weeks
until he had earned them - on the anniversary date
of his employment which is June 1st, 1963. The Council
decided that Officer Smith had now earned his vacation

pay for those two extra weeks he had taken in 1962 and
one weeks pay at the rate he was earning in 1962
and one weeks pay at the current rate be given him.
He will not have earned arm more vacation pay until
after June 1st of 196t~.
Committee to write
set of rules: A committee consisting of William Olsen, George Shavor,
and V7i11is Warkentien will convene to write a set of
rules and regulations regarding vacation pay for employees
of the Village.
Lindig: Engineer Lemberg has contacted Mr. Lindig to inquire as
to when he will have the information needed before plans
can be formulated for the Lindig p~'o~eet and he was
informed he would have it in two days or less.
Rats reported: Mrs. Roe on Tatum Street, and another citizen on Hamline
Avenue reported seeing rats in their neighborhoods. The
.police department will be notified and requested to talk
.to I+~s, Roe as to any possible breeding places around her
property.
New Stationery: Acting Mayor Shavor suggested that when newt village
stationery is ordered that the address be changed to
read Falcon Heights, instead of St. Paul.
Justice Gourt: The Deputy Clerk was ins tructed to ask Mr. Galvin regarding
Justice Court cases being sent to Arden Hills from the Fair
Grounds -when the law requires that they be sent to the
Village in which the offense occurred. It also was stated
.that some of the fines from tags are going to Ramsey County.
This information was obtained from Don Arndt, Police
Commissioner, who was present.

be paid. Carried.
